The current vacancy is in the Employee Benefits and Wellness Division of the department. We are seeking a candidate who has a solid foundation in customer service, along with intermediate to advanced Excel skills to carry out daily tasks.
 
Working as part of the Benefits team, the new HR Tech will provide daily customer service support to County employees and retirees by answering questions about the generous benefits that are offered and conducting trainings and presentations to educate employees and retirees about their benefit packages.  Call center experience is extremely helpful, though not required. Exceptional customer service is a hallmark of the position.

Examples Of Duties

The HR Tech will be responsible for reconciling benefits reports and assisting in the development of dashboards. We are seeking an individual who can gather, organize, analyze, and explain benefit plan data effectively through concise reports. The ideal candidate will possess intermediate to advanced Excel proficiency, allowing them to create pivot tables, formulate equations, conduct calculations, generate visual data representations, and design forms/audit reports.

Additional duties for the HR Tech include assisting with the annual Employee Benefits Fair and determining eligibility requirements.

Benefits Division
The Employee Benefits Division, led by the Human Resources Benefits Manager, coordinates and administers benefits programs, providing assistance and technical support to County employees and retirees, benefit partners, and insurance providers.

Out team supports a workforce of over 6,000 active employees and 3,000 retirees.  We operate a customer service call center, conduct one-on-one and group benefits education, and facilitate large benefits-related training sessions.  We assist employees with benefit concerns, work closely with administrators and insurance providers to resolve County coverage issues quickly, and process benefit changes efficiently.  

The County offers a comprehensive benefits package, including medical, dental, vision, life insurance, and various voluntary benefits. Employees and their families also have access to a wide range of Wellness benefits and resources.

Qualifications

Experience and Education:  
Any combination of experience, education, and training that would provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of increasingly responsible administrative support work with at least two years of HR-related work. 

Experience in Benefits is strongly preferred but not required.
 
Knowledge of:

• Microsoft Excel.
• Principles and practices of human resource/personnel administration and management.
• Federal, State, and local legislation involving human resource/personnel function.
• Organization, procedures, and operating details of the County or similar jurisdictions or agencies.
• Correct English usage, spelling, grammar, and punctuation.
• Modern office methods, procedures, and equipment including computer systems and HR-related programs and applications.

• Manage and analyze large amounts of complex data.

Application screening and auto-scored evaluation of relevant training and experience (T&E) that is based solely on the applicants' responses the supplemental questions. Those applicants whose application materials receive a passing score on the T&E evaluation and application screening will be invited to take the online computer-based examination.    
  
Panel interview (weight: 100%). Those applicants who pass the online computer-based exam will be interviewed by a panel of three subject matter experts.  Applicants who pass the interview will be placed on an eligible (or hiring) list and the top ranked candidates will be invited to a second interview and will meet with the Benefits team.  An Excel proficiency exam will be given as part of the second interview.

The Department: 

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

The Utility Crew Supervisor is a lead supervisory classification in the Water and Sewer Utility Department. An incumbent in this classification is responsible for performing the most difficult and responsible technical duties and supervising the work of an assigned crew in a specialty area such as water construction and maintenance, water meter testing and maintenance, and sewer system maintenance. The Utility Crew Supervisor is distinguished from the Assistant Water Superintendent in that the latter is responsible for overseeing a Program in the Water Construction, Maintenance, and Operations Division.

License/Certifications:

• A valid California Class C driver's license is required at time of appointment and for the duration of employment.

The following are required when assigned to the water construction and maintenance or sewer system maintenance specialties:

• A valid California Class A or B Commercial driver's license is required at time of application and for the duration of employment.
• A valid Collection System Maintenance Certificate (Grade 2 or above) issued by the California Water Environment Association is required within twelve (12) months of appointment and for the duration of employment.

The following is required when assigned to the water meter testing and maintenance specialty:

• A valid Backflow Prevention Tester Certificate issued by the California-Nevada Section of the American Water Works Association or the Foundation for Cross Connection Control and Hydraulic Research is required within twelve (12) months of appointment and for the duration of employment.

Desirable Qualifications: 

Depending on position assignment, qualifying experience may be required in one of the following specialty areas: water construction and maintenance, water meter testing and maintenance, or sewer system maintenance.

They are expected to have advanced analytical/problem solving skills, perform highly complex configurations, extensive experience in advanced networking/server deployments, IT SCADA (Supervisory Control and Data Acquisition), Cybersecurity experience, SaaS deployments, and PaaS deployments. They should also have extensive experience with maintain highly complex environments in a variety of infrastructures.
 
Key Responsibilities include, but are not limited to:

• Test, implement, and maintain highly complex configurations/gear for core network switches, routers, firewalls, PaaS, and monitoring devices.
• Test, implement, and maintain highly complex configurations/gear for virtualized, physical servers, and SaaS environments.
• Perform Monitoring of advanced Networking and Server based devices, evaluate IT/OT SCADA (Supervisory Control and Data Acquisition), cybersecurity concerns, perform critical vulnerability patching, maintaining our systems to avoid impacting operational uptime, and perform security upgrades.
• Perform research into new highly complex technologies to increase the organization’s efficiency and effectiveness including POCs of these technologies.
• Act as project manager and technical lead for in the design, development, and maintenance of the most complex Valley Water applications.
• Confer with end user and define application requirements; recommend and develop solutions; conduct cost/benefit analyses; prepare justification for new or enhanced modifications; ensure that recommendations comply with Valley Water standards and conventions; Research and evaluate systems for technical fit and fit for purpose and fit for use for the business.
• Develop written technical documentation, internal operating procedures, and user manuals and instructions; develop instructional materials and conduct training programs on new or enhanced applications; update technical and training manuals as required.
• Serve as a technical resource lead for maintaining, enhancing, and upgrading the department’s current and long-term computer system operations.

The City of Sunnyvale is accepting applications for a Human Resources Analyst to work within the Risk Management Division of the Human Resources Department. This position is responsible assisting with the development, coordination and administration of the City's Workers' Compensation Program including facilitating claims investigations and serving as the liaison between the City, injured worker and third-party administrator in workers' compensation related issues.

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 43 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

Successful candidates will have strong interpersonal and analytical skills and a keen interest in providing quality services for our members. Reporting to the Benefits Division Manager, the position is responsible for the following key duties:

• Lead and supervise a team of up to five staff.
• Review and approve Analyst calculations, adjustments & entries of various retirement benefits in the Pension Administration System.
• Oversee staff activities including eligibility and amounts of pension benefits, death processing, service credit calculations, divorce and other legal issues, reciprocity, and disability retirement administration.
• Provide individual retirement counseling for executive staff.
• Address escalated issues from customers including retirees, employees, Human Resources, Payroll, Office of Employee Relations, and reciprocal agencies.
• Lead staff in researching and gathering data to resolve routine and complex issues such as eligibility and amounts of pension benefits, health enrollment issues, service credit calculations, and how to address regular occurrences of unique circumstances and issues.
• Provide lead analytical support to the Division Manager for projects requiring complex analysis and communications.
• Present at informational sessions with employees, retirees, retiree associations and other stakeholder groups.
• Process retirement applications and other pension duties as needed during peak workload periods or due to vacancies.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.
