ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. There are ongoing training opportunities to learn skills in a wide variety of modalities (e.g., Motivational Interviewing, Trauma-Focused CBT, DBT, NMT, etc.). The work that this team does is critical for the health and well-being of many children and youth in San Mateo County. Although the work often comes with the challenges connected to trauma, it also provides a rich and rewarding experience.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events.
