The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

The City of Orinda, California, is seeking a Maintenance and Facilities Superintendent for a new role overseeing the Public Works Maintenance & Facilities Division’s operation, preservation, and repair of municipal buildings and public facilities! THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. The Division operates with an approximate annual operating budget of $3.4 million. The Division’s recent reorganization now includes the integration of the maintenance operations of the Parks & Recreation Department, which covers the following buildings and parks:

• Four buildings: City Hall, Library, Community Center and Art  & Garden Center
• Corporation Yard

THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

MINIMUM QUALIFICATIONS:

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

EMERGENCY RESPONSE

This position will be designated as an emergency response worker and must be prepared to respond during weather emergencies or crises. They will be responsible for collaborating with other city departments and external agencies to address and mitigate emergency conditions.

BASIC EXAMPLE OF DUTIES

The City of Lincoln is accepting applications for two regular, full-time positions of Maintenance Worker II assigned to the Parks and Facilities Division of the Public Works Department.

THE POSITION

This position works in parks and open space maintenance.   Under general supervision, the incumbent is expected to perform the full array of duties assigned at the journey level of the Maintenance Worker class series.  The work includes maintenance, construction and equipment operation work in the Parks and Facilities division, occasionally assist in the training of lower level Maintenance Workers, and perform other related duties as required.

A successful candidate will have experience performing municipal parks maintenance.  Training in maintenance, agronomy, horticulture, forestry, natural resource management, electrical, plumbing, carpentry, janitorial or related is desirable.  The Department is seeking a candidate who:

• Understands the principles, methods and techniques of park operations and maintenance.

DISTINGUISHING CHARACTERISTICS

The Maintenance Worker II is the journey-level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker II receives general supervision from the Maintenance Services Manager or Public Services Supervisor. May exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.

• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.
