THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancy for the position of Psychiatric Technician I/II (Licensed) within the Mobile Crisis Care Program (MCCP) for the day shift. 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include weekends, daytime hours, and holidays.

This position will first work a 5/40 schedule for approximately 3-6 months of training before transitioning into the day shift schedule.

Examples of day shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;
   

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedure;
   

• Provide crisis intervention and stabilization services to individuals, groups, and families;
   

• Identify treatment needs and make appropriate referrals for necessary services;
   

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;
   

• Work on a multidisciplinary team for crisis response.

What we are seeking 

The ideal candidate will possess: 

• Solid clinical treatment, assessment, diagnostic and evaluation skills. 
• Experience/interest in providing treatment to youth (individual therapy, family therapy, and case management). 
• Experience/interest in working with youth with emotional disturbances and with varying degrees of functional impairment and psychiatric presentations.
• Knowledge of Special Education and Individualized Education Plans
• Experience/interest in risk assessments, crisis assessments, and triage.
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management as well as evidence-based practices. 
• Demonstrated ability or interest in working with a broad range of clients from diverse cultures, and backgrounds, and an ability to provide culturally appropriate clinical services. 
• Experience/interest in working in rural communities and/or migrant and seasonal farm working population. 

• Experience/interest in working collaboratively with primary care, psychiatry, and school districts. 
• Experience/interest in generating community referrals and helping clients to connect with those community resources. 
• Comprehensive and timely documentation skills: assessments, progress notes, client care plans, discharge plans, etc.

Minimum qualifications include: 

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the California Board of Behavioral Sciences as an Associate Clinical Social Worker.  If an individual is not registered with the California Board of Behavioral Sciences as an Associate Clinical Social Worker at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California within three years of appointment.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

• Marriage and Family Therapist I:  Registration with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist. If an individual is not registered with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California.

THE POSITION

As a Nurse Practitioner, you’ll provide comprehensive psychiatric and mental health services, including independent prescribing, psychotherapy, crisis intervention, and leadership within a collaborative care team. This position serves individuals and families with complex mental health needs, helping reduce barriers to care through culturally responsive, trauma-informed practice.  This position will report to the Medical Director or a Supervising/Lead Psychiatrist.

Key Responsibilities/Examples of Essential Duties*:

• Conduct psychiatric evaluations and risk assessments.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

• In family practice addressing chronic disease management

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.
