San Mateo County Public Safety Communications is seeking an outstanding professional to join the Department’s System Management Unit as a Public Safety Communications Systems Specialist.

San Mateo County Public Safety Communications (PSC) is San Mateo County’s largest dispatch center and the only Tri-Community (Police, Fire, Medical) Center in the County. Our state-of-the-art dispatch facility, located in Redwood City, provides all the tools and infrastructure for the organization to be successful.

The Position:

• Lead the design, implementation, and support of departmental information systems and applications within the Public Safety Communications environment, including NG9-1-1 systems and CAD.
• Analyze end-user needs and develop specifications for software enhancements or new applications with emphasis on AI-driven analytics and automation.
• Oversee deployment and support of server infrastructure (Windows Server, Linux), virtualization platforms (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• Administer and troubleshoot enterprise network environments involving IP/MPLS, BGP routing, microwave, LawNet, wireless networks, and WAN/LAN connectivity.
• Implement and support cybersecurity tools and processes, including Extended Detection and Response (XDR), Tenable Nessus, and VM agents to safeguard critical PSC systems.
• Lead the integration of AI and machine learning technologies for enhanced situational awareness, predictive dispatch, and operational efficiency in the PSC environment.
• Coordinate with vendors, contractors, and departmental stakeholders to ensure timely delivery, system reliability, and user satisfaction.
• Provide technical guidance and leadership to Information Technology Analysts and Technicians as assigned.
• Monitor system performance, troubleshoot, recommend upgrades, and assist in design and capacity planning for departmental systems.
• Document system configurations, operational procedures, and prepare reports for management.
• Participate in County-wide IT planning and public safety technology initiatives to align systems with strategic goals.

The Ideal Candidate will have knowledge of:

• Principles and practices of computer science, information systems, and telecommunications as they apply to PSC environments.
• Operating systems, including Windows Server, Linux, virtualization (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).
• AI/ML platforms, tools, and their application in public safety communications, including NLP, video/audio analytics, and predictive modeling.
• Network infrastructure, including IP/MPLS, BGP routing, microwave links, WAN/LAN, wireless technologies, and LawNet.
• Public safety systems such as CAD, RMS, Message Switching Systems, MDTs, and NextGen IP Telephony.
• Security frameworks, vulnerability assessment scanning tools (Tenable), endpoint detection (XDR), and compliance with CJIS/NIST standards.
• Programming and scripting languages (PowerShell, Python, Bash) for automation and application support.

The Ideal Candidate will have experience with:

• Project management, leadership, and end-user training.
• Leading and coordinating IT projects from planning through implementation and support phases.
• Working independently and exercising sound judgment within policy guidelines.
• Training and mentoring less experienced IT staff.
• Experience with cloud computing (AWS, Azure), virtualization, AI/ML technologies, and PSC systems is highly desirable.
• Performing physical tasks related to hardware installation, maintenance, and cabling.
• Using visual and auditory acuity for effective communication and system monitoring.

The Ideal Candidate will have:

• A bachelor’s degree from an accredited four-year college or university in computer science, engineering or Electronics and Telecommunication Engineering, or a closely related field, or equivalent technical education.
• Two (2) years of increasingly responsible full-time experience performing advanced technical and analytical duties supporting mission-critical IT systems in public safety or related environments.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Serve as lead over some or all aspects of assigned information systems implementation and/or applications development or enhancement projects.
• Assign, oversee, and guide the work of other information technology and analytical support staff in a lead capacity.
• Perform a variety of complex analytical duties in the design, development, implementation, and maintenance of department information systems and applications.
• Analyze end-user technical requirements and recommend specific hardware, operating system, and/or software application solutions to meet identified needs.
• Organize and staff application user groups to provide training on application use, identify future needs, and provide information to software vendors on application requirements.
• Prepare specifications for software enhancement or a new application.
• Develop applications, including interactive WEB pages to meet identified specifications.
• Provide technical oversight in the design and maintenance of departmental websites and lead the design and implementation of web-based applications.
• Determine short and long-range departmental system application needs for County services; plan software enhancements and changes to meet the needs of system users.
• Participate in departmental and County-wide systems planning activities; serve as liaison with Information Services to ensure departmental needs are adequately addressed.
• Develop GIS applications, integrate data, and maintain related databases.
• Perform geo-spatial database modeling and development, GIS data automation and validation, topological modeling, and quality control activities to assure the accuracy and integrity of geo-spatial data.
• Administer County policies and procedures to ensure security and integrity of all departmental databases; develop and recommend departmental GIS policies and procedures in accordance with industry standards and best practices.
• Review and evaluate the design of programs and databases to ensure the storage, security, selection, and retrieval of information is logical, orderly, and user-friendly; create, update, and modify production and other reports utilizing specific combinations of database information.
• Evaluate specialized database software systems, tools, and vendor packages to determine the most effective product for departmental needs and priorities; consult with and oversee software and hardware vendors to solve product problems and/or customize packages.
• Perform related duties as assigned.

Technology Support Duties:

Due to variances in departmental size and staffing structures, incumbents in this classification may also perform technical support activities that include, but are not limited to, the following:

• May monitor database system performance and resource consumption for capacity and budget planning purposes; provide technical information, advisory assistance, and troubleshooting resources.
• May design and deploy system utilities and monitoring software to configure hosts/servers and develop and/or modify native operating system scripts to ensure robust system and application performance.
• May evaluate and test system upgrades, install, configure, maintain, troubleshoot, and upgrade department software applications and troubleshoot hardware and software-related problems.
• May evaluate new hardware and software products for use by department staff, and provide expert advice to users on software applications.
• May install and replace internal computer components such as memory, hard drives, sound devices, optical drives, disk or CD-ROM drives, and communications cards.
• May engineer and/or install new equipment or guide vendors doing the same; act as liaison between department users and vendors to ensure that appropriate planning, scheduling, and acceptance testing activities are performed; coordinate maintenance of departmental equipment with external vendors.
• May install, configure, troubleshoot, maintain, and upgrade mid-range computers and related equipment; and replace internal servers and mid-range computer components.

This is a Peace Officer Standards and Training (POST) position. Candidates must successfully pass a complete background investigation including fingerprints, polygraph, psychological and medical examinations. San Mateo County Health's Public Health Policy & Planning (PHPP) Division has an exciting opportunity for an experienced Veterinarian to work in Animal Control and Licensing as a member of the team.
 
The current vacancy is extra help part time 20-hours per week in the Public Health, Policy and Planning Division. The position is stationed in San Mateo, CA, but will travel/drive throughout the County to perform duties of the position.
 
Scheduling is flexible. Daily reporting hours and days of the week may vary according to the needs of the department. Evening and weekend work may be required based on the needs of the organization. This position is a hybrid of remote work as well as field-based at clinics.
 
The Veterinary Wellness Program provides veterinary services to the pets of the unhoused, those in transitional housing, and very low-income San Mateo County residents who are receiving services from San Mateo County. This position works with San Mateo County Health and cross collaborates with other programs within the County. Technical expertise, as well as knowledge of veterinary public health practices, are preferred.
 
San Mateo County is unique in that most of our homeless shelters allow residents to bring their pets with them, not just an emotional support or service animal. One of the barriers for homeless people to get into a shelter with their pets is that their pet must be current on their vaccinations. Within 10 days of a new resident moving into a shelter with a pet, the County veterinarian will meet with the owner and their pet to provide a general exam, the necessary vaccinations and flea control. This position will visit various sites throughout the County on a regular basis, providing vaccines, flea control, antibiotics, anti-inflammatories, and general exams. In addition, the Veterinarian will travel to various homeless encampments to provide these services and to offer and encourage spaying and neutering of the pets.
 
When pets need additional care, this position will coordinate with local veterinary clinics we contract with for services. These contracts allow us to provide spay and neuter services, dental services, and many other procedures that the pet owner would not otherwise be able to afford. These vital veterinary services keep pets from being relinquished to animal shelters and provides peace of mind for the pet owner. In addition, our veterinary program partners with our Street Medicine Program to provide health care services to the pet owners, which advances San Mateo County’s One Health Concept.
 
This Veterinarian position will be providing technical/subject matter expertise on issues relating to the spread of zoonotic, epizootic, and exotic diseases, as well as consulting on cases of rabies in domestic and wild animals. The position will also act as a liaison between the veterinary community, Veterinary Public Health, California Department of Public Health, and residents of the County.
 
Duties will include, but are not limited to, the following:

• Provide lead direction to staff responsible for following prescribed treatment and maintaining treatment records for animals treated.
• Ensure that the highest level of service and care are provided and that changes in animals’ conditions are recorded and properly addressed.
• Examine and evaluate animals, and perform veterinary medical treatments, including vaccinations and preventative treatment as appropriate. 
• Coordinate with local veterinarians and clinic/shelter professionals to arrange spay and neuter surgeries and medical procedures.
• Arrange for care at a contracted veterinary hospital for severely injured, sick or diseased animals and provides full orders for care.
• Establishes and maintains medical records and drug use logs to standards of veterinary practices.
• Ensure that records are in order and complete and prepare written reports as needed; ensures that all State and Federal laws, regulations, accepted standards, are adhered to. 
• Maintain up-to-date knowledge of shelter animal health protocols, surgical procedures, and companion animal health issues.
• Build and maintain effective relationships with the staff, community, local veterinarians, State Veterinarian. 
• Assist in the monitoring of inventory and ordering of medical supplies and pharmaceuticals.
• Serve as technical/subject matter expert to answer questions from the County Health Officer, medical community and the general public regarding issues related to/involving animals—including but not limited to researching, recommending, implementing and/or maintaining measures to prevent the spread of zoonotic diseases, epizootic diseases, exotic diseases and disease outbreaks. 
• Serve as a consultant in suspect cases of rabies in domestic and wild animals as well as complex issues deriving from animal bites.
• Review pertinent legislation, regulations, and policies to provide recommendations, especially with regards to vaccination of domestic animals, rabies vaccine exemptions, quarantine/euthanasia of animals exposed to rabies.
• Disseminate relevant information to the local veterinary community as well as to residents of the county. 
• Assist with emergencies and disaster services.
• Perform related duties as assigned.

 
Ideal candidate will possess:
•       Experience working one – two years as a Veterinarian.

• Experience in diagnosing and treating disease, illness, and injuries of dogs, cats, rabbits, and other animals. 
• Ability to test animals for disease and administer vaccines.
• Ability to evaluate condition and coordinate maintenance of equipment and supplies.
• Ability to help ensure the safe storage, access, and use of medications.
• Ability to develop and provide guidance on sanitary protocols, feeding, preventative medicine, and general care to promote the health of all animals.
• Ability to research and prepare medical reports for guidance of management upon request.
• Ability to write grant proposals for funding.
• Ability to communicate effectively with all levels of staff and residents of the community.
• Attend meetings and other meetings as requested or required.
• Obtain continuing education as required and be committed to staying up-to-date technically with industry best practices and applying learned knowledge.
• Demonstrated ability to establish and maintain effective working relationships with partner and contract providers.
• Excellent communication skills, both written and verbal.

This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.
• May receive, process and track all incoming case management, outreach, and counseling referrals as needed.
• Represent the City of Union City in the name of AC Probation, Centro de Servicios, Tiburcio Vazquez, Malabar House/Eden Counseling Services, NHUSD school administrators – principals, teachers, student services staff, UC Family Center,  Fremont Resource Center, (Fresh Lives for Youth (FLY), Filipinos  Advocates For Justice (FAFJ), MidPen Housing, Bay Area Community Health (BACH),  Safe Alternatives To Violent Environments (SAVE) to continue to develop and maintain relationships with these social welfare agencies and organizations. 
• Prepare and give presentations to youth, parents and community members.
• Conduct outreach to promote programs and services.
• Generate and maintain appropriate records, client files, and accurate statistical/monthly reports.
• Participate in weekly and monthly department and community meetings, trainings, and workshops as necessary.
• May provide guidance and clinical support to non-clinical staff who engage with clients. 
• Develop and implement new processes and procedures as needed.
