The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

The Aging and Adult Services Division of San Mateo County Health is seeking a Deputy Public Guardian Conservatorship Investigator III (DPG). The position is on the Probate Conservatorship Investigation team and is the intake section of the San Mateo County Public Guardian program.

The team receives referrals from all sources, for individuals who are no longer able to make decisions for themselves due to a disabling condition other than mental health. The probate conservatorship investigators conduct a very involved inquiry into the individual's past and present life to prove to the court that there are no other alternatives to conservatorship that will allow the individual to continue to live independently in the community. Conservatorship is a very invasive process as it removes most of an individual's rights. Therefore, it is as a last resort that a petition for conservatorship is filed with the Superior Court.

The current vacancy is in the Aging and Adult Services Division located in San Mateo, but will drive to visit clients at various locations, attend meetings, and perform various duties of the position. This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

DPG's have responsibility for managing estates and providing casework services. They administer complex property and litigation cases, prepare complex court reports and testify in Court as needed and may develop comprehensive care plans. DPG III's also provide lead direction and training to other deputies, serve as liaisons with specific County and State department and community agencies, handle those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services.

DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. Oversee an expanded focus on complex financial analysis, legal research, drafting of regulatory documents and ongoing creation of new programs in response to new affordable housing challenges. Oversight includes development analysis and presentation of policy alternatives, preparation of annual schedules, implementation, creation of a environment for staff, preparation of timely employee evaluations, drafting and review of staff reports, maintenance of excellent relations with County and other agency staff, local nonprofit organizations, City staff, and the real estate community, and participation in the management of the department. Carry out other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

Ability to: Communicate competently both orally and in writing; prepare cogent analyses and concise written reports for presentation to City Council and the Redevelopment Agency; maintain effective working relationship with Council, Agency, City and other agency staff, and the public; and provide clear supervision, direction, and feedback to staff. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: A Bachelor of Art or Science degree from a four-year college or university, in
Public Administration, Business Administration, Economics, Planning or related field. A
Master's Degree is desirable.

Experience: Five years of increasingly responsible experience with community
development programs, one year of which must have been served as full-time supervisor. Experience with affordable housing development and finance is highly desirable. Experience in municipal government is desirable. Experience with microcomputers desirable.

License: Possession of a valid Class C California Driver's License.

Read Santa Clara’s adult literacy program serves adults who seek to strengthen their basic literacy skills to achieve their goals as family members, workers, community members and lifelong learners.

The Position:

The Literacy Technology Assistant helps Read Santa Clara's adult learners gain basic digital literacy skills. The person helps adult learners 1:1 or in small groups learn how to use the literacy program's laptops and iPads as well as how to use literacy software on their own devices. The Literacy Technology Assistant may also be called on to support volunteer tutors or Read Santa Clara staff, as the need arises. The Literacy Technology Assistant is a patient, empathetic individual, who can teach basic technology skills to adults who have little or no digital literacy skills.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

• Record data and provide reports of sessions held with learners and tutors.
• Support Read Santa Clara staff, as needed, on specific literacy projects.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers.

San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

The ideal candidate will possess the following qualities:

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience
• Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
• Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
• Has overseen and led complex projects and coordinated interdisciplinary teams
• Has at least two years of experience in supervising and mentoring others

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR & First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

Qualified applications will be evaluated on the basis of related experience and quality of presentation.

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.

Some positions may require a health evaluation.
