Government Affairs Division
The Government Affairs Division is responsible for developing and coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels. Staff analyzes the impact of legislative and regulatory issues, and develops a coordinated strategy for responding to these issues. Government Affairs manages VTA’s legislative advocacy efforts in Washington, D.C., Sacramento, and the Bay Area. Additionally, staff keeps close contact and serves as the main point of communication with elected officials at the federal, state, and local levels.

The Government Affairs Division is also responsible for executive oversight of the Office of the Board Secretary, which provides VTA Board and Committee support including preparation of meeting agendas and minutes, distributing and responding to Board correspondence, developing and maintaining relationships with Board and committee members and VTA constituencies, and providing support services to the Board of Directors. The Office of the Board Secretary adheres to the Brown Act.

Under direction, an Executive Assistant provides varied, complex, and confidential secretarial and office administrative assistance to an Executive Manager.

Distinguishing Characteristics
Positions in this class assume responsibility for the overall administrative functions of a Division Chief, Director, or Deputy Director's Office. Responsibilities require considerable use of tact, discretion, initiative, and independent judgment and require general knowledge of the policies and procedures of the organization. The work often involves organizing, scheduling, coordinating, researching, compiling, exchanging, and analyzing complex information, and preparing correspondence.  Positions in this class may supervise clerical staff.

Positions in this class are distinguished from other secretarial classes in that the manager supported is an Executive Manager, and matters of a confidential nature are part of the duties of this class.  An Executive Assistant may be delegated limited authority to act on behalf of the Executive Manager.

Typical Tasks

• Provides varied, complex, responsible and confidential secretarial and office administrative assistance to one or more Executive Managers;
• Screens telephone calls and visitors; receives complaints and requests and handles or routes them for necessary action;
• Handles room arrangements and correspondence for group meetings on behalf of the Executive Manager, prepares and transmits agendas;
• Disseminates information to callers and visitors requiring judgment, knowledge, and interpretation of departmental procedures and regulations;
• Serves as liaison between the manager served and internal and external groups or individuals;
• Maintains the manager's calendar and reminds the manager of appointments; makes travel arrangements for division/department staff;
• Establishes and maintains general and confidential files;
• Takes minutes of meetings and distributes copies;
• Prepares forms required for personnel transactions, requisition forms, purchase orders, and expense reports;
• Composes routine correspondence from notes or brief instructions;
• Conducts and independently carries out a variety of assigned special projects related to the activities of the Executive Manager;
• Types a variety of documents including correspondence, reports, technical specifications, minutes of meetings, financial statements, memoranda, lists, and other written materials or documentation using word processing equipment, software, or other office equipment;
• Proofreads word processing documents and computer entries; copies and assembles materials;
• Operates a variety of office equipment, including personal computer, calculator, telephone, fax, photocopier, etc.;
• Opens the manager's mail and determines appropriate disposition; processes outgoing mail;
• Maintains office equipment including contacting service and repair personnel;
• Orders supplies, subscriptions, and memberships as needed; maintains control over petty cash;
• Learns specialty software programs of assigned unit;
• May assist with special studies, surveys, and research projects;
• May supervise and coordinate the work of clerical staff;
• Performs program administration tasks as assigned;
• Performs related work as required.

Minimum Qualifications
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to completion of the 12th grade or equivalent and a minimum of two (2) years of experience as an administrative assistant for a manager with responsibility for a variety of programs.

Type accurately at a rate of 35 net words per minute.

Position Duties

Parking and Downtown Operations Parking Manager

The Parking Manager reports to the Parking and Downtown Operations Division Manager and will focus on managing the day-to-day operations of eight (8) parking garages and six (6) surface lots with a total of approximately 7,300 parking spaces primarily in Downtown San José.  They will also manage roughly 2,500 on-street parking meters throughout the City.

The Parking Manager oversees a team of eleven (11) which include two (2) direct reports, one Parking and Ground Transportation Administrator and one Sr. Analyst. 

The primary focus of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 

Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking Facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   

The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 

This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters Section in the Department of Transportation. Principal areas of responsibility include the following: 

• Leading and managing off-street and on-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition. 

• Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments. 

• Oversight and maintenance of parking facilities, parking guidance system, and on-street parking meters. 

• Providing staff support and working effectively with advisory committees, boards, task forces, community groups, associations and staff in other departments and/or agencies. 

• Coordinating/assisting in preparation of new parking ordinances/resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums for Off-Street  and On-Street Parking Services. 

• Managing marketing agreements and implementing strategies to attract customers and participation in various current or future parking programs  

• Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street and On-Street parking operating budgets. 

• Representing Division Manager at meetings with internal and external stakeholders and other duties as assigned.

VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Santa Clara Valley Transportation Agency (VTA) is seeking a collaborative, solutions-oriented engineer with strong experience in rail transit systems and a passion for improving system performance for the position of Senior Systems Engineer.

The Senior Systems Engineer plays a key role in advancing the safety, reliability, and performance of the Light Rail System. Based at the Light Rail Maintenance Yard, this position provides high-level engineering support across rail system assets and helps ensure compliance with regulatory requirements while driving continuous system improvement.

This role leads and supports a wide range of engineering projects, including component and material replacement, maintenance service improvements, and construction-related upgrades. The Senior Systems Engineer uses system data and field insights to monitor asset health, identify improvement opportunities, solve complex technical issues, and recommend solutions ranging from part changes to fleet-wide enhancements.

The position works closely with maintenance teams, contractors, consultants, and other engineering disciplines, requiring strong technical judgment, project management capability, and the ability to deliver practical, effective solutions in a dynamic operating environment.

Light Rail Vehicle Maintenance
Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

Regular preventive maintenance is performed at prescheduled cycles every 10,000, 30,000, 60,000, and 120,000 miles to ensure optimal performance, efficiency, safety and reliability. Running Repair/Corrective Maintenance repairs items identified by Operators during the daily operation of an LRV. The normal service life of VTA's light rail vehicle fleet is about 30 years and the major vehicle components are overhauled in a 3-phase program to achieve this lifespan. After 120,000 miles, contacts and the air system, including brake boxes and subcomponents, are overhauled. After 240,000 miles, major components including the motor alternator, gear box, traction motor, pantographs, coupler assembly, trucks, sub-assemblies, and axle bearing assemblies are overhauled. The air conditioning system, car body paint and furnishings, major electronic components, roof resistors and PC boards are overhauled every 7 to 10 years as needed.

What You’ll Be Doing:
Under direction, the Senior Systems Engineer plans, organizes, and directs varied and difficult electrified rail engineering work performed by staff and consultants, and provides technical assistance in systems engineering to rail operating managers.

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

Duties may include, but are not limited to:

• Evaluates general planning, operations, and activities of the City’s public transit programs (fixed route, paratransit, and micro transit).
• Prepare and present comprehensive and, at times confidential, technical, administrative, statistical and financial analytical reports that present and interpret data, identify alternatives, present and justify conclusions, make forecasts, and offer recommendations based on data summaries and other findings.
• Provides recommendation to division leadership based on data and information from various sources in order to effectuate program and service delivery improvements and services for analysis and decision-making purposes.
• Coordinates a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Prepares the development of regularly occurring required plans or programs, such as the Short-Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

THE POSITION:

Under the general supervision of the Community Services Manager, the Clinical Supervisor supports with the development and achievement of Youth and Family Services goals and objectives. The Clinical Supervisor provides both clinical and administrative leadership within the Youth and Family Services Division. The Clinical Supervisor is responsible for overseeing the supervision of staff in planning, organizing, delivering, and reporting clinical, case management, and support services for youth, families, and adults, including the coordination of crisis and counseling intervention services. In addition, the Clinical Supervisor provides technical and clinical expertise, guidance, and supervision to a multidisciplinary treatment team and the clinical intern program.

CLASS CHARACTERISTICS:

This classification is a mid-management, journey-level role with first-line supervisory responsibilities, which includes overseeing, coordinating, and leading the planning, assignment, delivery, and evaluation of clinical programs and services, as well as the work of assigned clinical and non-clinical staff and interns. This role requires considerable initiative and independent judgment in developing procedures and standards, as well as in managing the provision of both clinical and non-clinical programs and services.

EXAMPLES OF DUTIES (illustrative only):

• Provides highly responsible direct programmatic and administrative support to the Community Services Manager, overseeing the planning, organization, and coordination of services provided by Youth and Family Services, including but not limited to overseeing counseling, case management, mentoring services, and grant funded programming.
• Develops program policies and procedures, implementing consistent standards and practices in clinical operations and addressing changing client and organizational needs.
• Plans, organizes, assigns, supervises, reviews, and evaluates the work of a multidisciplinary team, including clinical staff.
• Works with the Community Services Program Manager and staff to develop, track, and compile clinical program data and statistics; prepares local, state, and federal grant proposals, curricula, and reports for youth and family programs and services.
• Provides clinical expertise and consultation to clinical and direct service staff, interns, partner organizations, and police officers, as needed.
• Provides training to the multidisciplinary team regarding clinical interventions and documentation and program standards.
• Administers the clinical intern program; actively participates in intern recruitment, placement, training, supervision, and completion of all documentation required by educational institutions.
• Coordinates and tracks referrals from partner agencies and service providers; conducts intakes to determine appropriate level of care and staff assignments.
• Provides group and individual counseling to youth and adults, providing family therapy when appropriate, including crisis assessment and intervention; completes assessments and treatment plans and implements appropriate intervention and support services.
• Implements Quality Assurance protocols to ensure documentation meets the funding requirements. Develops and provides documentation training materials and implements staff training.
• Reviews documentation for completeness and accuracy, using findings to monitor and improve services, ensuring client safety, legal compliance, and quality of care.
• Ensures that staff remains current in the professional, legal and ethical standards of the profession; provides training and workshops as necessary for clinical and case management staff and interns.
• Develops and fosters relationships with cross-sector of stakeholders, including but not limited to; schools, Union City Police Departments, families, community-based organizations, etc. This includes preparing and facilitating meetings, trainings, workshops, and presentations.
• Coordinates and responds to Union City Police Department to provide urgent clinical and case management support to community members.
