The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Property/Evidence.

Property/Evidence Assignment
Maintain and manage property and evidence of the department, including maintaining the property / evidence rooms; receive, collect, catalogue, store, handle and transport evidence; reviews files on case-by-base basis for disposition in accordance with Penal Codes and Law; assist in providing training to officers on proper packaging of evidence; prepare basic police reports, compile complex information; manage equipment inventory, provide information, telephone and front counter service, order and maintain evidence supplies and necessary equipment, perform payroll data input and payroll preparation/coordination, and other duties as assigned.

Education and Training Guidelines:

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. • DMV Report K4 printout (Scan and attach as PDF to your Online Employment Application) NOTE:  ONLY DMV K4 reports will be accepted.  A DMV K4 printout report (3 year driving record) MUST come from any DMV office or kiosk.  A complete DMV K4 report has the word ***END*** in capital letters at the end of the report.  INTERNET PRINTOUTS ARE NOT ACCEPTED.
  
  Applicants with DMV printouts older than 30 days will be eliminated (NOTE: You will be required to provide your original DMV K4 print-out if you are invited to the next step of the process).  The printout should reflect a pattern of safe, responsible vehicle operation, and demonstrate a clean driving record which would include the following:
• NO Reckless Driving CVC 23103 through 23109 (reckless driving), or Driving Under the Influence CVC 23152 – 23153 (driving under the influence of alcohol or drugs).  
• Any DUI or Reckless Driving violation on your DMV printout within the last seven (7) years is an automatic disqualification. 
• NO more than 2 moving violations and no "at fault" accidents within the last 3 years 
•  NO license suspension, revocation or probation for a period of 3 years prior to the date of this posting. 
• NO convictions of California State Vehicle Code 20001 (leaving the scene of an accident involving bodily injury or death). 
• NO Failures to Appear or Failures to Pay on DMV printout at the time of submission.
•  Any accidents on DMV printout must be accompanied by an insurance or police report verifying that you were not at-fault. If accident occurred while driving for an employer a company report is also required. Other violations, citations, and/or accidents will be reviewed on a case by case basis and may be cause for non-selection.
  
  *This position is classified as U.S. Department of Transportation - Federal Transit Administration “Safety Sensitive.” Under DOT FTA regulations, employees in “Safety Sensitive” positions are subject to pre-employment, reasonable suspicion, post-accident, random and return-to-duty drug and/or alcohol testing.

Essential Responsibilities

 

• Transports passengers along assigned routes, making designated stops as required or requested.
• Uses the fare box to accurately collect fares, issues transfers and gives general information.
• Completes reports on patron count, non-scheduled mileage, vehicular deficiencies, fare box, accidents and other reports as required.
• Operates automatic lift on buses and assists passengers in wheelchairs, those using crutches or walkers, or who have speech or mental difficulty.
• Ensures that Driver’s license and all other documents required of a commercial licensee are maintained and are current and valid.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance are required.

 

Minimum Qualifications

 

• No experience is necessary. 
• Must be a licensed driver for at least seven (7) years prior to the date of this posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
• Satisfactory Driving Record (as stated below).
• Must pass the Student Bus Driver Training program and Probationary period.

 

REQUIRED LICENSE:  

• Must possess and maintain a current, valid California driver’s license and satisfactory driving record. 
  1. Must be a licensed driver for at least 7 years prior to the date of posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
  2. No more than 2 moving violations and no "at fault" accidents within the last 3 years. 
  3. No reckless driving and DUI within the last 7 years. 
  4. No license suspension, revocation or probation for a period of 3 years prior to the date of this posting. 
  5. No Failures to Appear or Failures to Pay on DMV printout at the time of submission. 
  6. Other violations, citations, and/or accidents will be reviewed on a case by case basis and may be cause for non-selection. 
  7. Ability to obtain a Commercial Driver License (CDL) is part of the completion of the Student Bus Driver Training program.

3. Panel Interview 

4. Medical Examination, post offer of "conditional employment" (includes DOT medical and physical guideline requirements, a drug screen and physical abilities examination)

5. Criminal Investigation 

6. Ten (10) year history conducted on Employment Background

 

PHYSICAL REQUIREMENTS:

• Must be able to successfully pass the District’s pre-employment drug and physical tests and acquire at least a six (6) month medical clearance.  The District’s pre-employment tests include the DMV physical, functional performance physical and FTA DOT drug screen.

Knowledge of:  District policies and labor agreement (MOU) provisions.  Occupational health and safety rules and working practices applicable to this position.

Effectively communicate and be able to work with a diverse public in a courteous, calm and professional manner under all circumstances.  Respond quickly, accurately and pleasantly to customer needs. Speak distinctly, clearly, and professionally.  Work during the week and evenings, nights, weekends and holidays.
