This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

About the Position
Under the general direction of the Fire Chief, the Fire Captain is the working supervisor of the department. The Fire Captain is responsible for performing and supervising company activities, including emergency response and safety, command and control, supervision, management, delegation and prioritization, documentation and communication, station apparatus and equipment maintenance, training, fire prevention, vegetation management and other life safety inspections, public education, public awareness, and other related work, tasks, and assignments as required.

Minimum Requirements

• High School Graduate or equivalent
• United States citizen or legal right to remain in the United States 
• San Luis Obispo County paramedic certificate/accreditation is preferred
• Current Health Care Provider CPR or equivalent
• Hazardous Materials First Responder Operational certified
• Valid California driver's license with either non-commercial Firefighter Endorsement or Class B commercial license, with driving and operating experience. (Applicants who do not possess the required DMV license or CPR certification may be admitted to the testing process but must possess the required license or certification prior to being appointed.)
• Must have begun the State Fire Officer’s Certification track
• Three years of firefighting experience with supervisory experience 

Some minimum requirements may be waived upon substantial demonstration and documentation of substitute fulfillment.

Desirable Licenses, Certificates & Qualifications 

• College graduate or holds a college degree, preferably in fire science or other comparable coursework
• Fire Officer certified
• Hazardous Materials Technician or Specialist
• Rope rescue, Rescue Systems 1 & 2, Water Rescue
• Any other EMS, Fire, Hazardous Materials, Rescue, Wildfire, or other appropriate certificates
• Computer literacy and type 25 words per minute 

Benefits

• $86,683 to $105,364 annually
• Non-exempt employees assigned to a 56-hour (average) workweek schedule will receive pay for overtime as defined in the Fair Labor Standards Act (FLSA). All overtime shall be paid at a rate of one and one-half (1 ½) times the regular hourly rate of pay.
• All covered employees hired on or after December 28, 2012, who are not defined as “new members” under the Public Employees Pension Reform Act (“PEPRA”) will be covered by the 3% @ 55 retirement formula and the 36 highest consecutive months’ final compensation provision.  All covered employees hired on or after January 1, 2013, and who are defined as “new members” under PEPRA will be covered by the 2.7% at 57 retirement formula and the 36 highest consecutive months’ final compensation provision. 
• Regular employees, after completion of their probationary period, shall be eligible for the Health Care Reimbursement Program. Eligible employees receive a credit of $1300 each January 1.
• For all regular employees working full time, the District will pay 85% of the premiums currently in effect for employee and dependent coverage for the lowest cost plan available to District employees offered through the PERS system.
• For all regular employees working full-time, the District will pay 85% of the premiums for employee and dependent coverage for the lowest-cost dental plan.  In the event the employees elect a higher cost coverage, the employees shall pay the increased cost for that plan.
• A Group Life Insurance Plan will be provided with a $25,000 life insurance policy for each unit member, a $1,000 policy for each employee's spouse, and a $1,000 for each employee's dependent under the age of 21.  The CCSD will pay the full monthly premium for each unit member, spouse, and dependent children.
• Covered employees assigned to a 56-hour average workweek schedule shall accrue 4.31 hours of vacation leave biweekly (112 hrs/yr) from the date of hire to sixty (60) months of service.
• Each full-time employee, assigned to a 56-hour average workweek, shall accrue sick leave from the date of employment at the rate of 6.4 hours per 14-day payroll period (based on 120 hours per year times the conversion factor of 1.4).
• In lieu of time off on holidays, covered employees assigned to a 56-hour workweek shall accrue 5.92 hours of holiday leave per 14-day payroll period for a total of 154 hours per year (based on 110 hours per year times the conversion factor of 1.4). 
• The District shall provide covered employees with an annual boot or safety shoe allowance of $250, payable in July of each year.

The Paid Call Firefighter (PCF) Entry Level position is the first position in the classification of Paid Call Firefighter. This position is supervised by the Training Battalion Chief, PCF Program Manager or direct supervisor. The Entry Level PCF must successfully complete a 12-month probationary period and acquire the basic knowledge, skills and abilities required for successful performance as a PCF.  During the probationary period, the PCF will attend a Fire Academy provided by the District. Before the end of the 12-month probationary period, the PCF must be a certified Emergency Medical Technician.

Minimum Requirements:

• Must live within Santa Cruz County.
• Be at least 18 years of age by August 31, 2024.
• Possess a valid California Class C Driver's License and pass an "insurability" check by the District's insurance carrier.
• Copy of current Driving Record issued by CA DMV- available online.
• Provide proof of eligibility to work in the United States.
• Possession of a High School Diploma or equivalent by August 31, 2024.
• Must pass a District-provided medical physical exam including a drug screening and background investigation.
• Must have a valid CPAT (Candidate Physical Ability Test) certification, completed before the CalOpps application closing date August 31, 2024. 
• Must have a valid, passing score of the written exam from FCTC, completed before the CalOpps application closing date of August 31, 2024. 
• Possess and maintain a valid Basic Life Support (BLS) Certification card. Please upload a copy of your card when you apply on CalOpps.

Please note: Paid Call Firefighters must become certified as Emergency Medical Technicians within twelve (12) months of appointment. This certification course will not be provided or paid for by Central Fire District.

Typical duties, may include but not limited to:

• Respond to stations and incidents when requested.
• Attend drills and training sessions as required.
• Participate in District events such as fire prevention, public education, and community events.
• Perform work as assigned by the Fire Chief or designated representative(s) relative to firefighting, its equipment and related facilities and grounds.

Desirable Qualifications:

• EMT, or EMT-P (National Registry).
• Courses toward, or a degree in, Fire Protection Technology or a related field.
• Successful completion of a District approved, fulltime Fire Academy.

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.

• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
