Under general supervision, performs professional and technical engineering work in design, land development, or capital improvements.

Distinguishing Characteristics

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.
2. Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.
3. Answer inquiries from realtors, developers, engineers, and the general public.
4. Develop revised design and construction standards for public works structures and appurtenances.
5. Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.
6. Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.
7. Administer contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects.
8. Write legal descriptions for right of way and easement dedications.
9. Issue encroachment, water, and sewer permits.
10. Request and participate in the collection of survey and mapping data.
11. Prepare estimates and feasibility reports for new or modified services and structures.
12. Participate in the plan check, review, and processing of plans for private developments affecting City streets, sewers, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations.
13. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal engineering; incorporate new developments as appropriate into programs.
14. Prepare visual presentations and reports.
15. Prepare special engineering studies and reports.
16. Coordinate public works activities with other City departments, divisions and sections and with outside agencies.
17. Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Principles and practices of engineering as applied to public works, utilities, transportation or land development.

Methods, materials, techniques, tools, and equipment used in engineering construction and design.

Principles of algebra, geometry, and trigonometry and their application to engineering.

Operation, principles, and practices of engineering drafting and computer programs.

Topographic and construction surveying.

Strengths, properties, and uses of engineering construction materials.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Pertinent federal, state, and local codes, laws, and regulations.

Ability to:

Prepare plans and drawings neatly and accurately.

Prepare engineering design computations and check, design, and prepare engineering plans and studies.

Learn and understand City engineering policies and procedures.

Administer contracts and coordinate and review the work of outside consultants.

Learn applicable laws and regulatory codes.

Prepare quantity and cost estimates.

Use and care for engineering and drafting instruments and equipment.

Prepare reports encompassing raw technical data; prepare effective cost estimates and recommendations.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Associate Engineer

Education/Training:

A Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field.

Experience:

Two years of responsible engineering experience equivalent to that of an Assistant Engineer in the City of Ceres.

License or Certificate:

Possession of a valid, California Driver License.

Possession of an LSIT or EIT certificate.

The Project Development Manager is responsible for participating in project development through working with developers, feedstock providers, financing agencies, public agencies, and other organizations related primarily to the development of biomass facilities. The Project Development Manager assumes a high level of responsibility for difficult, complex and varied duties, works with a high degree of independence, and represents Pioneer Community Energy to a variety of stakeholders and outside entities. Duties include:

• Developing biomass power generation facilities within California.
• Managing and supporting all aspects of biomass project development from initial site selection through operations.
• Managing contractors, vendors, and consultants to maintain project timeline and value optimization.
• Communicating and syncing cross-functionally, including with developers, procurement team, legislative/regulatory, and legal team members regularly to minimize project risks.
• Identifying, proposing, and implementing creative or alternative project development approaches that reduce exposure to permitting risks, optimize development schedules or drive additional project value.
• Managing and facilitating development services agreements with local or regional development partners.
• Working with developers on exploring project funds and financing alternatives during financial feasibility analysis, evaluation, and during the project debt and tax equity financing processes.
• Traveling to site locations to meet with landowners and evaluate sites.
• Engaging the community, local, state, and federal institutions for project support.
• Where necessary, helping secure permits and ensure environmental compliance throughout the development, construction, and operation of projects.
• Helping coordinate and provide input to project interconnection requests, load-flow and congestion studies, and other necessary aspects of securing project transmission.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.
• Working with Pioneer legislative/regulatory staff in utilizing BioMAT and FIT programs for biomass projects.

Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. We are currently seeking to hire 1-2 new FTEs.

The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community. The Position: Under the direction of the Police Support Services Manager, acts as working first-line supervisor overseeing and participating in the preparation, processing, storing, retention, and disposition of police records and property and evidence, and the police and fire dispatching functions; supervises, assigns, reviews, and participates in the work of staff responsible for providing assigned Police Department support services and activities; ensures work quality and adherence to established policies and procedures.

ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

The County of Yuba is currently recruiting for the position of Deputy County Counsel II/III in the Office of County Counsel. Under the direction of the County Counsel and Chief Deputy County Counsel, attorneys in this series perform professional legal work by preparing and trying civil cases and providing legal counsel and assistance to the County, it’s officers, associated boards and commissions, as well as outside agencies; assist departments in interpreting regulations on a wide range of topics; represent officers and employees in litigation; and perform duties as assigned.  The Deputy County Counsel I/II/III classification is flexibly staffed and depending on background and experience, may be filled directly at the Deputy County Counsel II or III level. • Represents, confers with and advises County officials, employees and district representatives on legal questions pertaining to their respective powers, duties, functions and obligations; may attend meetings of boards and commissions in order to provide legal advice and counsel.  
• Represents, confers with, and advises clients of the Office of the County Counsel with respect to all aspects of civil law, including litigation in the area of probate, police powers, zoning, planning, social services, health care, child welfare, disciplinary appeals and grievances, real and personal property, assessment and taxation, and other civil areas of public law.  
• Researches and prepares formal written ordinances, resolutions, contracts, agreements, leases, conveyances and other legal documents.

Examples of Duties Level II (in addition to the above):

• Prepares pleadings and other papers in connection with trials, hearings and other legal proceedings; performs research, investigation and detailed legal preparation for the trial or defense of the County in cases involving condemnation, damage or other civil suits.  
• Makes recommendations to the County Counsel concerning the advisability to prosecute, compromise or dismiss civil litigation.
• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.

• Prepares difficult legal reports, opinions, briefs and appeals using independent judgment and discretion.
