ABOUT THE POSITION:

A newly created position, the Lead Mechanic/Electrical and Instrumentation Technician will be at the forefront of the plant’s maintenance operations and critical to the success of the recent multi-million-dollar renovation.

Under general supervision, the Lead Mechanic/Electrical and Instrumentation Technician performs a variety of skilled journey-level mechanical, electrical, electro-mechanical and instrumentation tasks at the wastewater treatment plant and related facilities. This position also assists with the supervision of the maintenance team and provides leadership in the field.

Examples of important and essential duties include (but are not limited to):

• Programs, configures, and analyzes recording and electronic or pneumatic control instruments and related equipment; maintains, operates, installs, adjusts, and calibrates systems and equipment.
• Assures that plant instrumentation equipment is maintained and repaired properly to provide safety, reliability, and efficient operations.
• Develops, troubleshoots and maintains sophisticated PLCs, maintains SCADA and HMI systems.
• Upgrades, tests, calibrates, repairs and maintains all electrical systems, circuits, and equipment.
• Provides project coordination and assists with team supervision.
• Performs other duties as assigned.

About the Position

Police Dispatcher I - is the entry level class in the Police Dispatcher series.  This class is distinguished from the journey by the performance of more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.

Police Dispatcher II - is the journey level class within the Police Dispatcher series.  This class is distinguished from the Police Dispatcher I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

The City of San Bruno is searching for an experienced and self-motivated Facilities & Garage Services Manager to ensure that the City’s facilities and fleet are timely maintained and managed with an excellent level of service.  The Manager with a team of eight, one supervisor, two maintenance technicians, one custodial lead and four custodians, manages the maintenance and repair of all 17 City facilities as well as coordinating and providing support and project management for maintenance, remodeling and repair projects of City facilities.

In addition, working with a Garage team of two experienced mechanics, the Facilities & Garage Manager coordinates the management of the City’s fleet of 146 vehicles and all related assets, including all fueling systems. The Facilities & Garage Services Manager is a hard-working and dedicated individual with experience and ability to coordinate and provide expert guidance and direct support to assure that vehicles are maintained properly and vehicle replacement programs and fleet selection conform to established City policy and procedure.

This position upholds management best practices, develops and mentors the teams, adheres to labor and safety guidelines, ensures compliance with policy and procedures and establishes clear expectations in a manner that upholds the values of the City. They will also manage the capital improvement budget as well as the operating budget related to facilities and garage management.

The ideal candidate will possess five years of increasingly responsible experience in maintenance and repair at a journey or lead level, including at least two years of supervisory experience with a background in project management, building maintenance and construction technology as well as knowledge in vehicle maintenance. Candidates will have a successful track record of the following:

The City of San Rafael is seeking a full-time Shop and Equipment Supervisor in the Public Works Department.  Under general supervision, this position supervises preventive maintenance, outfitting, and skilled repair of City fleet and police vehicles and light to heavy-duty trucks and equipment. 

The Shop and Equipment Supervisor is a first full supervisory level in charge of personnel and activities associated with maintaining the City’s fleet of automotive, light, and heavy trucks and equipment.  This position is a working supervisor, participating in the work of the unit as needed.  The position is guided by established policies and procedures, principles of the trade, and supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

• Supervises the repair and maintenance of City vehicles and equipment and equipping of new police vehicles and construction equipment.
• Discusses malfunctions or outfitting requirements with users.
• Plans, sets priorities, and assigns work to equipment shop personnel in accordance with overall City priorities and maintenance schedules.
• Provides instruction and direction to less experienced personnel on complex repairs.
• Ensures safe working practices and conditions in the equipment shop.
• Determines cost effectiveness of in-house work versus contracting out specific tasks.
• Reviews feasibility of returning damaged vehicles to service and recommends retirement or scrapping of vehicles.
• Obtains estimates and oversees performance of contract work.
• Approves and processes contract invoices to submit for payment.
• Evaluates employees and documents disciplinary problems under direction.
• Participates in interviews and related employee selection procedures.
• Identifies needs for and recommends training for employees.
• Estimates annual material and equipment needs to assist in budgeting.
• Orders and maintains inventory of common stock items.
• Maintains records and prepares reports.
• Road tests, inspects, troubleshoots and repairs automobiles, trucks and equipment.
• Handles all vehicle accidents to equipment with insurance and body shops for collection of payment.
• Performs related duties as assigned.

KNOWLEDGE of/ABILITY to: 

• Knowledge of principles and practices of supervision.
• Knowledge of principles, practices, methods and materials used in the maintenance, repair and overhaul of gasoline and diesel-powered automobiles, light trucks, and heavy trucks and equipment.
• Knowledge of use, adjustment, and care of test equipment and had and power tools common to the trade.
• Knowledge of mathematical calculations required in mechanical work.
• Knowledge of safe working practices and shop conditions.
• Ability to plan, prioritize, assign, and review work.

OTHER REQUIREMENTS:

• Must possess a valid California Class “B” driver’s license and have a satisfactory driving record. 
• Must be willing to work underground in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions.
• Must be willing to work overtime and on call as needed for emergency repairs.
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations.

A typical way of gaining the knowledge, skill and ability outlined above is:

• Graduation from high school or equivalent
• Completion of an apprenticeship or other training and education leading to journey-level status as a heavy equipment mechanic, AND
• Three (3) years of experience in the repair and maintenance of automotive light, and heavy trucks and equipment, including one (1) year in a lead or supervisory capacity.
