About the Division

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. The Big Lift, a collective impact initiative that seeks to increase kindergarten readiness and improve third grade reading proficiency in San Mateo County, is recruiting to fill one Intern Fellow II vacancy.
 
The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The City of Sunnyvale is seeking a Housing Specialist I to join the Housing Division in the Community Development Department. The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides professional mental health outpatient evaluation, consultation, and treatment services to individuals and groups.
• Performs client intake procedures.
• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists clients with the resolution of problems.
• Observes clients on-site at schools, etc., as necessary; conducts home visits as necessary. Consults with psychiatrist and other clinical staff about treatment planning for clients.

THE POSITION

Tri-City is currently hiring to fill one full time vacancy for a bilingual Office Specialist. The Office Specialist provides difficult, complex, and specialized administrative support to assigned departmental projects and programs; develops, summarizes, and maintains administrative and financial records; types, edits, processes, distributes, and files a variety of documents; enters data and information into various databases and computer systems; and performs related duties as assigned.

This position will perform the following essential duties, including, but not limited to:

• Performs technical and procedural work in support for an assigned department, division, or program; applies technical procedures, methods, and techniques to support program and functions and processes; monitors and explains operational and program requirements and processes to various stakeholders.

• Verifies and reviews calculations, forms, data, and reports for accuracy, completeness, and conformance with established Authority regulations and procedures.

• Types, formats, edits, revises, proofreads, tracks, and prints a variety of narrative, statistical, and technical documents, reports, correspondence, spreadsheets, and other documents and materials.

• Inputs, updates, tracks, and extracts information into appropriate databases and billing systems; searches records and files for data.

• Under the supervision of Medication Support Team manager or assigned designee, candidate will be responsible for scheduling all Initial Medication Evaluations, as well as keeping count of number of IME’s scheduled, attempts made, rescheduling, removal of candidates and all necessary functions related to the scheduling of IME, including documentation of action taken per Electronic Health Record.

• Completion of all Pharmacy requisitions and flex funds as indicated on a monthly basis.

• Under the Supervision of Medical Director-Compile Weekly Initial Medical Eval Reports, Monthly IME reports, blocking of all MD schedules including for vacations, trainings and meetings.
