San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of Social Worker II (SW II) to provide a wide variety of services in such areas as information and referral, supportive services, protective services, out-of-home services, health related services, and other welfare within San Mateo County Health and the Human Services Agency.
 
The current vacancy is in the Enhanced Care Management (ECM) / Partners for Independence (PFI) Unit - Community Services (CS) that provides CS services coordination for adults who have complex medical and psychosocial needs and are at-risk for out of home placement.  ECM/PFI CS is a voluntary program that may be offered to San Mateo County residents who have Medi-CAL, who are aged and/or disabled with CalAIM CS needs.  
 
Distinguishing Characteristics
The Social Worker II screens applicants’ eligibility for CalAIM CS services. The SW II will travel throughout the County to conduct home visits to educate eligible clients regarding services, participate at Interdisciplinary team (IDT) meetings, coordinate services to assist clients and to perform other duties of the position.

 The ideal candidate will possess the following:

• Master's degree in Social Work.
• Excellent communication skills with seniors, cognitive and behavior challenged clients and their caregivers to develop an appropriate respite schedule for clients.
• Experience using comprehensive assessment tools to identify the needs of CalAIM CS applicants/participants. 
• Understanding of human development and behavior within diverse populations.
• Ability to independently develop and implement sound case plans of action.
• Experience balancing client-centered care coordination and the accompanying administrative documentation.
• Familiarity in implementing program regulations.
• Superior organizational skills to manage a large caseload and related documents.
• Proficient computer skills to use several independent data base systems as well as Microsoft Excel and Word.
• Ability to quickly learn and adopt new technology, policies, and procedures.
• Excellent writing/documentation skills.
• Valid CA driver license is required.
• Fluency in other languages in addition to English is a plus 

Qualifications

Licensure/Certification:

• California class C driver license or equivalent.

Education: Satisfactory completion of 30 semester units of social welfare and/or appropriate behavioral science courses.

Experience: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work.

THE DEPARTMENT:

THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. The Division operates with an approximate annual operating budget of $3.4 million. The Division’s recent reorganization now includes the integration of the maintenance operations of the Parks & Recreation Department, which covers the following buildings and parks:

THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

• Staff Culture & Integration: Continue the successful integration of new team members, provide cross-training opportunities for professional growth, and serve as an energetic and motivational leader for this highly effective Public Works Division.
• Facilities Maintenance Projects: City Hall exterior painting (CIP # 4182), Library exterior painting (CIP # 4175), City Hall HVAC control rehabilitation, Community Center Exterior painting (CIP# 4083), City Hall flooring replacement.
• Call-Out and Emergency Response: Manage the rotation for after-hours call outs and emergency response

MINIMUM QUALIFICATIONS:

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

Desired Qualifications:

Certifications & Licenses (any of the following):

• Professional Engineer (PE)
• Licensed Architect
• Certified Facility Manager (FM), by International Facility Management Association
• American Public Works Association (APWA) Certifications (e.g. Certified Public Works Professional-Supervision)
• Project Management Professional (PMP), by Project Management Institute (PMI)
• PMI Construction Professional (PMI-CP)
• Licensed General Contractor (Class B or A)

EMERGENCY RESPONSE

This position will be designated as an emergency response worker and must be prepared to respond during weather emergencies or crises. They will be responsible for collaborating with other city departments and external agencies to address and mitigate emergency conditions.

Under direction, the Custodian performs routine manual cleaning tasks in public buildings, schools, other facilities, and surrounding areas. 

Examples of essential duties include but not limited to the following:

• Sweeps, scrubs, mops, spots and waxes floors; vacuums and cleans rugs and carpets.
• Cleans, dusts and polishes cabinets, furniture and woodwork; empties and cleans waste receptacles and ashtrays.
• Cleans stairways and hallways; cleans and disinfects restrooms and replenishes supplies; may perform minor duties in unplugging sinks and toilets; cleans offices and lobbies; cleans ceilings, walls, window shades, light fixtures and venetian blinds.
• Assists in moving and arranging furniture and equipment.
• Turns out lights and locks doors and windows.
• Operates scrubbers, buffers, waxers and related electrical appliances and equipment; may tend simple, low pressure heating and ventilating systems; may check water levels in gauges and periodically perform routine servicing to boilers and pumps.
• In recreational areas, cleans auditoriums, gymnasiums, club houses and locker rooms; picks up papers and rubbish in play areas; hangs flags and decorations; reports evidences of vandalism, broken plumbing, windows, doors, locks, etc.
• May wash interior glass partitions and interior and exterior windows which can be easily reached from floor or ground level.
• As school custodian, may supervise and maintain order among students during recess periods; distributes milk or other refreshments to students; performs minor duties in repairing  chairs, desks and toys.
• Performs related duties and responsibilities as assigned.
