COMMUNITY SERVICE OFFICER

This is a Full Time, non-sworn, recruitment. 

Under direction of a Division Commander and supervision of a Sergeant, relieves sworn police personnel from a variety of non-hazardous tasks and responds to service calls of a non-felonious and non-violent nature, and performs other duties as assigned.

EXAMPLE OF DUTIES

• Responds to a wide variety of non-hazardous service calls and thoroughly investigates all details of incidents;
• Observe, report and may follow-up on conditions which pose potential threats to public safety, health and welfare and the quality of life;
• Read and write at the levels necessary to perform the job of a community service officer
• Write non-moving parking violations;
• Act as department liaison between homeless persons and local homeless, mental health, and social services providers;
• Investigate, report on, and arrange for towing of abandoned vehicles on public and private property;
• Provide traffic control at emergency situations, special events and at other times as assigned;
• Respond to, or assist sworn officers at accident or crime scenes by taking reports and photographs, fingerprints, prepare diagrams and other activities as assigned;
• Transport officers, equipment, witnesses, citizens as assigned;
• Provide special duties such as Court and District Attorney liaison, Crime Prevention and others as assigned.
• Operate records management systems and law enforcement databases;
• Keep confidential information obtained from law enforcement systems.

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

DESCRIPTION/RESPONSIBILITIES:

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The Department is committed to treating all of San Jose's diverse community members with dignity, fairness, and respect, while protecting their rights and providing equal protection under the law.The San Jose Police Department is seeking a Division Manager for the Operations Support Services Division (OSSD) of the department. OSSD is comprised of approximately 89 employees, with a budget of approximately $9.4 million dollars. The OSSD Division Manager is an essential position within the Police Department and reports directly to the Captain of Bureau of Administration (BOA).

BOA and the OSSD operate and maintain critical systems in support of public safety on a 24/7 basis. The primary purpose of OSSD is to manage and maintain local, state and federal databases in order to assist in the identification, apprehension and prosecution of criminal offenders and to ensure officer and public safety. The Division is divided into five units, which include: Vehicle Records Unit, Report Processing Unit, Warrants Unit, Services & Communications Unit, and Fingerprints.

     * The Vehicle Records Unit processes all reports and calls related to stolen, recovered, impounded, private property towed, and repossessed vehicles. The Unit enters and updates data in all local, state, and national databases. Duties include coordinating with investigative units on the release of vehicles held for investigation or as evidence of crime.

     * The Report Processing Unit processes all incoming reports and provides a variety of services to the public, officers, and other government and law enforcement agencies.

     * The Warrants Unit processes all warrants. Duties include 24/7 "hit confirmation" for officers and other agencies checking the status of warrants, sending warrant abstracts to arresting agencies, managing "due diligence" documentation, purging expired warrants, updating local, state, and national databases, and providing services to members of the public who "self-surrender". This Unit is also responsible for processing traffic citations.

     * The Services & Communications Unit provides a variety of services to officers, other agencies and the members of the public. Services include data retrieval, requests for copies of reports, background requests and Clearance Letters for Visa & Immigration purposes. The Unit also processes subpoenas for records and Public Records requests. Duties include entries and updates of firearms and property in all local, state and national databases.

     * The Fingerprint Unit processes all "non-custodial" bookings and registrants. This Unit is also responsible for managing local, state, and national databases for all criminal citations.

This position will oversee OSSD and related issues in support of the Police Department's mission. The OSSD Division Manager will work closely with the Communications and Systems Development Division Managers and must possess strong leadership, decision-making, and collaborative skills. The Division Manager will take a critical role in developing a cohesive work environment and change management for the future.

The Division Manager will set division policy related to OSSD protocol and will ensure workforce productivity through effective interpersonal skills and adherence to instituted procedures. The Division Manager will supervise shift managers, assign and prioritize staff work, evaluate the performance of mid-level managers, act as the Custodian of Record for most records retained in the department, coordinate the release of Public Records Acts requests, and monitor the evaluation process for all of the Division employees.

The Division Manager will be responsible for preparing, administering and managing the Division budget. This will include drafting purchasing documents and maintenance of contracts. This will be accomplished by negotiating contracts, scheduling vendors and requesting services. The Division Manager will be responsible for holding contractors accountable in an expeditious and efficient manner. Additionally, the Division manager will be responsible for authorizing expenditures in compliance with City protocols and that the division budget is kept within the appropriate authorizations.

The Division Manager will oversee the management of all aspects of policy related to the Division's operation. This includes management of the Division's access to local, regional, state and nationwide databases such as the Records Management System (RMS), California Law Enforcement Telecommunications (CLETS), Sheriff's Law Enforcement Telecommunications (SLETS), National Crime Information Center (NCIC) and Criminal Justice Information Control (CJIC) systems.

The Division Manager will prepare and present Department reports for Senior Management and City Council. This will include preparing Annual Performance Plans and Quarterly Program Management Reports that encompass measures, accomplishments and needs of the Division.

The salary range for this classification is $131,187 to $207,658 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The essential functions of this position are as follows:

- A history of effectively managing staff and working in an environment in which senior department managers regularly balance competing expectations from groups with diverse points of views and interests.

-Skill in creating new approaches to a variety of unprecedented and problematic situations.

-Ability to manage a complex operation, communicate well with an experienced staff, including the oversight of a police support services operation for both day-to-day operations as well as future development.

-Politically astute and able to establish trust with other City departments, as well as outside public and private agencies.

-Strong leadership ability relating to employee supervision, motivation, training and hiring, including mentoring and coaching.

-Understand and communicate information about complex systems to individuals with varying levels of experience.

-Knowledge of modern law enforcement systems, such as: California Law Enforcement Telecommunications Systems (CLETS), Automated Field Reporting (AFR)/Records Management Systems (RMS) and Law Enforcement information sharing systems, etc..

- Reviews and interprets Federal, State, and local mandates and departmental policies and procedures. Including participating in both DOJ and FBI audits -As the Custodian of Record appear in court.

-The division operates 24 hours a day, 365 days of the year including holidays. As such, the Division Manager must be available via telephone at all times. This position will require the employee to work 5 days a week and may be scheduled to work evenings, nights and/or weekends.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. Qualifications

Application/Examination

This is an Open and Promotional recruitment.  Anyone may apply.  Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, Confidential or Management extra-help/limited term, or SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application review and the administration of the computer based CritiCall Examination (weight: 100%).  Applicants whose application passes the application review will be invited to take the CritiCall exam. Candidates who achieve a passing on the CritiCall exam will be placed on the Eligible, or Hiring List based on the order of their score on the exam.  The top seven candidates on the Eligible List will be considered to fill one vacancy.  For each additional vacancy, one additional candidate will be added to those who can be considered for the positions.  

Once the recruitment closes and the applications have been reviewed, applicants will be sent a link to the CritiCall exam.  Applicants will have a 14-day window in which to complete the examination.  Because the exam is computer based, applicants can take the exam at their convenience during the ten-day time frame.

The CritiCall exam is a computer based Public Safety Dispatcher Pre-Employment Skills test. The wide array of tests within the CritiCall exam provides a comprehensive inventory of a candidate's skills and abilities.  Achieving a passing score on the exam is a requirement for employment.  

The examination simulates some of the duties and situations a 911 Communications Dispatcher might encounter on the job.  No specialized knowledge or skills are required to take the exam. 

The CritiCall exam tests for skills and abilities in areas such as decision-making, data entry, call summarization, multi-tasking, cross-referencing, vocalization, character comparison, memory recall, prioritization, mathematics, probability, map reading, reading comprehension, spelling, and sentence clarity.
 
Once the recruitment closes and all applications have been screened, applicants whose applications pass the screening will be sent a link to take the CritiCall exam.  Applicants will have up to ten days to complete the exam.  Complete instructions will be sent in the correspondence regarding registering for and taking the exam.  The exam can be taken at the convenience of the test taker, during the ten specified days.  

Candidates who receive a passing score on the CritiCall exam will be placed on the Hiring List (Eligible List) in the order of the scores from the exam.  The top seven candidates from the Hiring List will be considered for one vacancy.  One additional candidate will be included for each additional vacancy.  

Candidates who successfully pass the CritiCall examination and the panel interview and are being offered a position will be required to complete a pre-employment, POST mandated, background investigation that includes a medical examination and polygraph testing.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security. 

About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system.
