How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking a Senior Construction Manager to provide highly complex professional work in the planning, management and oversight of construction and rehabilitation projects and programs. The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of construction management and/or rehabilitation of affordable housing properties, development and monitoring of public project budgets, procurement and solicitation methods and professional service and contract administration in regulations, principles, practices, methods, and procedures of Low-Income Housing Tax Credit (LIHTC), tax-exempt bonds, Housing and Urban Development (HUD) and other affordable housing funding programs.

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university in community or real estate development, construction management, business or public administration or related field; and 
• A minimum of five (5) years of progressively responsible experience in management of commercial or public construction, rehabilitation, and retrofit activities including two (2) years in a supervisory or management capacity.
• Credentials in the following may substitute combination of education and/or experience: registration as a Certified Construction Manager (CCM); possession of a Certificate of Registration as an Architect by the California Architectural Board or as a Professional Engineer by the State Board for Professional Engineers and Land Surveyors; and a valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.

We are seeking a customer service driven professional with excellent communication skills to join our team as an Adult Literacy Associate. This is an exciting opportunity to work with a group of dedicated professionals who are helping to change the literacy landscape in Sonoma County. This position is part of the Adult Literacy department located in the downtown Central Santa Rosa Library. Spanish/English bilingual skills are highly preferred.
 
THE POSITION:

Under direction of the Adult Services Administrator and the Supervising Literacy Program Coordinator, this position coordinates and administers tutor services for the Adult Literacy Services Program (ALS), recruits and provides orientations, training and in-service workshops to tutors for various adult literacy programs, and provides on-going coaching and support for tutors.
 
TYPICAL TASKS include, but are not limited to:

• Organizes, conducts and evaluates orientations, trainings and in-service workshops for tutors of adult learners; organizes conversation classes and determines the schedule and use of the student computer. 
• Recruits, selects, supervises, supports and encourages tutors; plans and implements methods to both recruit and retain tutors.
• Provides tutors with all instructional resources and materials needed to work with the student and provides ongoing support to the tutor for the duration of their service.
• Plans and organizes events in support of the Sonoma County Library adult literacy programs; participates in public meetings.
• Plans and implements outreach methods for the recruitment of volunteer tutors such as providing information on our program to newspapers, radio stations (PSA), and sending mailers to service and business groups; follows-up on recruitment efforts.
• Maintains the literacy library with relevant materials for the ALS programs.

 
MINIMUM QUALIFICATIONS:
 
Education: Equivalent to graduation from an accredited four-year college or university with major coursework in education, public administration or related fields. Experience: A combination of education and experience that creates an understanding of adult illiteracy. Generally, this would be achieved by two (2) years of administrative or programmatic experience including one year of library or literacy experience.  Experience working with adults in an educational setting. Spanish bilingual skills preferred.
 
SALARY RANGE:               $35.20/hour to $43.96/hour

We are currently looking for a Clinical Therapist I or II to work on our MHSSA Grant Team within Tri-City's Child & Family Clinic. This position will be a part of a 3 year - federally funded MHSSA Grant Team that is scheduled to end in December 2026. The team is being formed to foster stronger school-community mental health partnerships that can leverage resources to help students succeed.  The Clinical Therapist I/II position will report to a Clinical Supervisor and will work on a multidisciplinary team consisting of other Clinical Therapists and Behavioral Health Specialists in partnership with the school and families.

These positions are responsible for a variety of ongoing responsibilities including, but not limited to:

• Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.
• Process a variety of development proposals and permit applications, including sign permits, variances, land-use permits, development plans, and major and minor subdivisions; ensure conformance to Town standards.
• Review applications for completeness and conformance to administrative requirements; monitor the progress of applications during the development review process.
• Perform research on a variety of planning issues; prepare and/or revise ordinances.
• Coordinate development review with other divisions of Development Services and outside agencies.
• Resolve disputes between the Town and developers/property owners.
• Respond to citizen complaints, concerns and inquiries.
• Prepare reports on a wide range of planning issues; make presentations to the Planning Commission, Design Review Board and other groups, as appropriate.
• Assist with managing the Town’s affordable housing program; aid in staffing the Town’s Design Review Board.

QUALIFICATIONS

Knowledge of:

• Practical planning methodology, urban development and operations, urban design and basic land economics; current land use and urban design implementation.
• Principles and techniques of project management.
• Development process, economics, practices and procedures.
• California development law, Town planning and zoning codes, California Environmental Quality Act and other applicable federal, state and local legislation.
• Techniques of negotiation.

Ability to:

• Demonstrate community relations skills; speak publicly and explain/interpret Town practices and objectives to the public, private agencies, and organizations as required.
• Prepare reports proposals and written materials of an analytical, budgetary, financial, technical and evaluative nature.
• Establish and maintain effective work relationships.
• Utilize computer equipment and software, including Microsoft Office Suite, and GIS.
• Attend meetings at various sites within and outside of the Town to inspect various work, building, or construction sites.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 25lbs.

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience in city or regional planning or a related field.  

Education:

A Bachelor’s degree in city planning, public administration, political science, geography, urban and regional studies, or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
