THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Minimum Qualifications

Education & Experience

A typical way to obtain the knowledge and skills is:

Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Some positions may require more specialized education, training, and experience. A graduate degree may substitute up to two years of the required experience. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Training or experience working with and for the public and community groups to advance equity and environmental justice. Competency in managing time and responsibilities with little oversight and working efficiently. Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

• Oversee the maintenance and repair of about 100 vehicles, including emergency response vehicles, and a variety of equipment (e.g., generators, trailers, boom trucks, compressors, wheel loaders, street sweepers, etc.).
• Coordinate regular and preventative maintenance on all vehicles and equipment.
• Diagnose mechanical tissues and perform or coordinate the necessary repairs to ensure vehicles are in optimal working condition and meet proper safety protocols.
• Prioritize and schedule maintenance tasks to minimize downtime and ensure fleet readiness.
• Coordinate with vendors and suppliers to procure parts and equipment.
• Oversee the upfitting process for first responder vehicles, ensuring they are equipped with the necessary tools and technology to support emergency operations.

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

About Detention Services & Yuba County:

Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to lead and conduct research, analyze issues, prepare community centered planning materials including preparing and delivering presentations, writing summaries and plan documents, and craft recommendations to support community and Air District decision making.
 

Air Quality Planning Section (State and Federal Attainment Planning Role)

You will be a thought leader using innovation and creativity to integrate air quality, health, equity, and environmental justice into air quality plans, policies, and programs. You will be responsible for leading collaborative efforts across the Air District, and for working in close partnership with a variety of stakeholders including communities and local governments. You will leverage your knowledge of land use, transportation, air quality, CEQA, equity and environmental justice to lead and conduct research, analyze issues, prepare and deliver presentations, develop planning documents and resources, lead environmental impact assessments, and crafting actionable recommendations.

To be successful in this role, you must have experience in project management, be able to lead and manage teams, be committed to collaboration and partnerships, and be excited to inspire others to work together to achieve shared goals and objectives. You will need to be comfortable juggling multiple, complex projects simultaneously and be able to adapt to changing circumstances and priorities.
