We're seeking an Industrial Hygienist to join our Safety & Health team at the San Francisco International Airport (SFO). In this position, you'll handle challenging industrial hygiene tasks related to hazardous materials and other health and environmental risks at the Airport. You'll independently conduct regular monitoring of chemical, biological, and physical agents, while also serving as a technical expert and consultant in implementing occupational safety and health regulations. Your responsibilities include assessing industrial hygiene data concerning public health matters, designing and delivering occupational health and safety training sessions, responding to and assessing hazardous materials incidents, conducting ergonomic assessments, and fulfilling any other related duties as needed.

Essential Duties: 

• Serves as a technical advisor to departmental management and other personnel in identifying, containing, and regulating the use and storage of hazardous materials; in developing and implementing inspection practices and procedures.
• Investigates and evaluates health and safety hazards and coordinates remedial action with representatives from various City and County departments, other agencies, businesses, and the public; conducts surveys of potentially hazardous workplace operations, including monitoring for physical, biological, and chemical agents, evaluating results, recommending corrective actions and preparing reports.
• Anticipates, identifies, evaluates, and controls occupational safety and health and environmental hazards for personnel working in proximity to hazardous waste remediation or hazardous materials.
• Develops, modifies, and/or maintains health and safety programs for City and County of San Francisco personnel.
• Develop policies and procedures for responding to hazardous materials incidents and implementation of environmental health and safety laws, codes, and regulations.
• Develops and conducts health and safety training, and conducts programs concerning the proper use, storage, and disposal of hazardous materials and the regulation of hazardous materials according to law.
• Performs assessments to identify and resolve ergonomic issues in a variety of work settings.
• Advises program and departmental management on matters about public health and safety, the handling and containment of hazardous materials incidents, and evaluation procedures.
• Provides technical support in identifying, preventing, and controlling health, environmental, and safety hazards.
• Coordinates compliance with applicable laws, policies, procedures, and regulations.
• Assists in administrative tasks related to the implementation of ordinances, codes, and other regulations.
• Maintains technical reference materials and records compiles data and prepares reports.
• Maintains Respiratory Protection Program, including recommending appropriate respiratory protection, fit testing, and coordinating medical examinations, and maintaining records.
• Conducts and participates in meetings with professional and business groups concerning industrial hygiene and hazardous materials matters.
• Leads industrial hygiene programs – hazard communication, hearing conservation, exposure control, hazardous waste, respiratory protection, ergonomics, radiofrequency
• May supervise industrial hygiene, health and safety, environmental, and/or support staff.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:

Possession of a Master's degree in Industrial Hygiene, Occupational Safety and Health; Environmental Sciences, Health, or Management; or a closely related field from an accredited college or university. Applicant’s college level (undergraduate or masters) coursework must include a minimum of 6 semesters of any combination of chemistry, biology, and/or physics.

Experience:

Two (2) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

License and Certification:

Possession of a valid driver's license; if not a California driver's license ability to obtain a California Driver’s License within 45 days of hire.

Substitution:

Possession of a baccalaureate degree from an accredited college or university in Industrial Hygiene, Environmental Sciences, Health, or Management; Occupational Safety & Health; or in a closely related major (examples include but are not limited to toxicology; chemistry, physics; biology; or mechanical, chemical, or environmental engineering) which includes a minimum of 6 semesters of any combination of chemistry, biology, and/or physics, if accompanied by three (3) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

OR

Certification by the American Board of Industrial Hygiene as a Certified Industrial Hygienist in the comprehensive practice of Industrial Hygiene may substitute for the required education and experience.

This position will undergo training (4-6 weeks) during normal business hours and will be scheduled to work 5 days a week in either a daytime shift OR overnight shift ( e.g . 9:00 pm to 5:30 a m) after training has been completed. This position will be require d to work weekends, holidays, rotating shifts, and respond to emergency animal services assignments.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project

The County of San Mateo's Sustainability Department seeks qualified candidates for the position of Sustainability Program Manager – Waste Reduction Special Districts. We are looking for candidates who possess excellent program management skills, who have a deep understanding of waste management and recycling service delivery to the community, and who are committed to implementing innovated solutions to ensure recyclables and organic materials are diverted from landfills. Under the general direction of the Director, the Sustainability Program Manager – Waste Reduction Special Districts will lead a team to ensure successful delivery of waste, organics, and recycling services to communities located in the County’s unincorporated special districts and unfranchised areas. This position will engage with communities on recycling education and events, will serve as the County’s regional liaison on waste reduction service delivery for the unincorporated areas, and will support development of innovate solutions to help achieve the region’s long-term waste reduction and recycling goals. 

THE POSITION 

This position leads the Waste Reduction - Special Districts team to oversee curbside waste services and related vendor contracts for the County unincorporated areas; works with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas; and to increase diversion of recyclables, organics, and other items from the landfill. This position is also responsible for ensuring regulatory compliance with state recycling and waste diversion mandates, working to strategically plan for long-range financial sustainability of services, and serving as the regional liaison to the regional franchise coordination body, SBWMA, to represent the County. 

As the Sustainability Program Manager – Waste Reduction Special Districts you will: 

• Manage the program by setting strategic direction; developing and managing the program budget; planning and establishing project priorities; assigning work to and professionally developing staff; developing and managing contracts; planning for long term program financial sustainability; and presenting to the Board of Supervisors on program matters. 

• Manage the delivery of curbside waste, recycling, and organics services and related vendor contracts for County Franchise Area (CFA) and County Services Area 8 (CSA-8) and liaise to the governing bodies on matters related to the franchise agreements, services, and rate setting. 

• Set the annual waste and recycling service rates for CFA and CSA-8 through a Prop 218 process and place the service charges on the CSA-8 tax roll. 

• Lead the implementation of SB 1383, the State’s organics recycling law, in the unincorporated areas to ensure successful implementation and compliance, conduct community education, and manage the non-exclusive franchise agreements. 

• Engage with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas and increase diversion of recyclables, organics, and other items from the landfill. 

• Develop policies and laws to help fulfill the BOS commitments to waste reduction and to ensure compliance with state laws. 

• Work with County departments and external partners to reduce illegal dumping in unincorporated areas and to host community shred, e-waste, and litter pick up events. 

• Design and conduct community outreach and education programs on recycling and SB 1383 organics diversion requirements.   

• Serve as regional liaison and SBWMA Technical Advisory Committee member, contribute to long range planning for waste management infrastructure and innovative solutions, and support disaster debris planning and emergency response efforts. 

• Other duties as assigned.  

 
The IDEAL CANDIDATE will have:  

• Demonstrated program management experience in setting strategic direction, delivering results-oriented programs, mentoring, and managing staff, and establishing and managing a multi-million-dollar budget to meet defined outcomes. 

• Experience managing and leading waste management and reduction programs and a strong understanding of solid waste management, recycling and composting, source reduction, public policy, or solid waste code enforcement. 

• Working knowledge of various state solid waste mandates including, but not limited to: SB 1383, AB 939, AB 1826, and AB 341. 

• Experience with administering franchise agreements, franchise fees and associated revenues, setting garbage rates and compliance with Proposition 218 requirements.  

• A high level of political astuteness and the ability to navigate sensitive issues with integrity and tact with elected officials, regional partners, and community leaders and members.

• A record of strong project management leading the development of work plans and managing resources to bring projects to successful completion.

• Plan, administer, and coordinate the activities of assigned professional and technical staff involved in work of the Waste Reduction Special Districts team. 

• Administer, monitor, renew Franchise Agreements with haulers.

• Work closely with staff to develop strategic, program and project implementation plans for the Waste Reduction Special Districts team.

• Serve as a representative or assign representatives to serve on related boards, commissions, committees, and community groups. 

• Develop, negotiate, and monitor grants. 

• Prepare and review comprehensive reports, letters, and other written materials. Make public presentations, conduct outreach, training and/or public education as necessary. 

• Serve as primary subject matter expert in the assigned area to the County, external agencies, businesses, community groups and the public. 

• Develop and implement policies and procedures for Waste Reduction Special Districts programs.  

• Coordinate programs, projects and activities within the assigned area that cross over major areas of the section or across teams.

Formed in July 2014, the Sustainability Department strives to improve the sustainability of the County’s operations and the greater community through work in areas of renewable energy and energy efficiency, resource conservation, active transportation, climate resiliency, affordable housing, and greenhouse gas emission reductions.

Open and Promotional. Anyone may apply.  Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential or Management extra-help/limited term, or SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.  
 
All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given online, and applicants must participate at their own expense.
