Primary responsibilities:

• Performs calculations and technical plan checks of public works and utility projects

• Assists in construction drawing plan review and participates in post-construction inspections in the field
• Participates in the filing and retrieval of engineering maps, documents, and records as requested by the public and City personnel

• Prepares permits and work orders for water and wastewater connections and installations, and coordinates work with City field crews
• Responds to inquiries from consultants, contractors, and the public regarding City engineering requirements

* Water and Sewer Division: Under general direction from the Water and Sewer System Division Manager, the Senior Environmental Engineer – Civil Utilities provides engineering services for the City’s water system, sanitary sewer collection system, and stormwater collection systems including development review and system CIP.

*These are new positions included in the recommended budget for FY 2024-25, which will be considered by the Sunnyvale City Council on June 18, 2024.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. The Environmental Services Department is recruiting to fill one (1) gardener positions. Under direct supervision of the Senior Maintenance Worker are responsible for performing various gardening and grounds keeping duties in the Regional Wastewater Facility, surrounding Bufferlands, and supporting remote pump stations. Candidate must be willing and able to work weekends, holidays and/or other shifts as needed.

Duties of the Gardener position include, but are not limited to:
 

• Inspecting shrubs, trees, and various landscaped areas for insect/disease problems and fertilization requirements and applying fertilizers, insecticides, herbicides, and other chemicals as needed.
• Planting, cultivating, irrigating and transplanting required for turf, plants, shrubs, and trees.
• Operating and maintaining cleanliness, security and safety of a broad range of equipment such as tractors with attachments, various types of trucks, backpack blowers, turf sweepers, lawn rollers, aerators, dethatches, mowers, power edgers, sprayers, rototillers, power augers, power sod cutters, power brush cutters, fertilizer spreaders, and other equipment and hand tools used in grounds maintenance.

About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

We are seeking two outgoing and community-oriented individuals to join our Public Works department as temporary, part-time and/or substitute Crossing Guards. This rewarding and impactful position safely assists school children in crossing busy intersections by halting vehicles through the use of mechanical signals and/or hand-held stop signs; maintains order among children waiting to cross the street at street crossing points; permits street crossing only when safe to do so; reports the license numbers of vehicles violating school crosswalk-related traffic laws to Community Services management personnel or the Simi Valley Police Department; and, instills an awareness in school children of safety measures necessary for safe street crossing. 

Pay rate for this position is $16.00 hourly

Hearing levels meeting these requirements in the better ear either with or without a hearing aid will be acceptable. If an individual meets the criteria by using a hearing aid, then he/she must wear that hearing aid and be in possession of a spare power source for the hearing aid.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Education/Training: Equivalent to completion of the twelfth grade supplemented by college level course work in biology, microbiology, chemistry or a related field. A Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, microbiology, or a related field is highly desirable.

Experience: Two years of experience conducting a variety of tests in a physical, chemical, or biological laboratory.

License or Certificate: Possession of, or ability to obtain, a valid Grade I Laboratory Analyst certification within 18 months of employment. Possession of, or ability to obtain, an appropriate, valid driver’s license.
