The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

Waterfront Resilience Program (WRP)

The Waterfront Resilience Program (WRP) is a multi-decade, multi-hazard Program led by the Port of San Francisco with the goal of adapting the Bay waterfront along the Port’s 7.5-mile jurisdiction to address multiple hazards including coastal and combined flooding, sea level rise and earthquakes. The Port and the U.S. Army Corps of Engineers (USACE) released the San Francisco Waterfront Coastal Flood Study Integrated Feasibility Study and Environmental Impact Statement (Flood Study), including a $13.5 billion Draft Plan for adapting the waterfront for public review in February 2024. The Port is also implementing construction to mitigate risks that can be initiated in the near term (Early Projects) funded by Proposition A, the Seawall Earthquake Safety Bond, and other sources.

Job Description

Under the direction of the Waterfront Resilience Director, the Waterfront Resilience Program (WRP) Deputy Program Manager - Environmental develops the programmatic strategy for planning and execution of nature-based adaptation strategies, investigation and remediation of hazardous materials, and permitting and environmental review for all WRP activities through 2030 and beyond, including managing staff, consultants, and public and resource agency engagement.

This position is a key leadership position within the WRP, working collaboratively alongside the WRP Deputy Program Manager – Engineering & Project Delivery, WRP Deputy Program Manager – Planning, and WRP Flood Study Project Manager.

The essential functions of this position include:

• Oversees the planning and execution of nature-based adaptation strategies, including the Living Seawall Pilot and the Engineering with Nature Working Group in coordination with the Waterfront Resilience Program Deputy Program Manager – Planning and the Flood Study Project Manager. 
• Oversees the planning and execution of investigation and remediation of hazardous materials related to specific Early Projects and the USACE Flood Study.
• Oversees the planning and execution of environmental studies, including environmental review and analysis required under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).
• As a Program leader, sets the example of the Program culture of caring including, but not limited to, safety, inclusion, diversity, and equity.
• Coordinates input of Port staff into all relevant Early Project and Flood Study permitting and environmental review.
• In consultation with the Deputy Program Manager – Planning and the Flood Study Project Manager, develops and oversees the Engagement Plan for the Resource Agency Working Group, which includes a broad range of regulatory and resource agencies with jurisdiction over construction activities in San Francisco Bay.
• Collaborates with Deputy Program Manager – Engineering and Project Delivery to develop messaging and strategy with the permitting agencies (name them) related to Early Projects.
• Coordinates with City Planning Department (Environmental Planning) to conduct CEQA/NEPA for the Early Projects and the Flood Study and subsequent design and construction.
• Manages and approves the deliverables of environmental consultants.
• For the Flood Study, oversees the analysis and selection of the Least Damaging Practicable Alternative (LEDPA) under the Clean Water Act.
• Ensures strategic coordination and consultation on resilience permitting and regulatory issues for individual projects.
• Oversees the CEQA/NEPA effort for the USACE Flood Study which will be managed by the Flood Study Project Manager.
• Oversees environmental team input to design and environmental compliance during construction.
• Works collaboratively with all members of the WRP team to identify and resolve issues promptly, escalating issues for resolution to the Waterfront Resilience Director, the Assistant Port Director and the Port Director as required.
• Provides support and guidance to USACE Flood Study team members to deliver the Study.
• Supervises environmental and permitting staff assigned to the Waterfront Resilience Program.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

The City of Rocklin is currently accepting applications for a full-time Landscape Services Worker in the Parks and Recreation Department.

THE POSITION

Under general supervision, the Landscape Services Worker performs a variety of landscapes and/or recreational facility maintenance and repair work; provides maintenance support to the Landscape Services Division; and performs related work as required. Examples of duties are:

• Performs a wide variety of semi-skilled tasks in the construction and repair of landscapes, and park facilities such as installing and maintaining signs, erecting safety structures (i.e., barricades), installing park structures (i.e., benches, tables, awnings), building and maintaining fences and removing and pouring concrete.
• Inspects assigned landscape areas for safety, appearance and vandalism.
• Cleans and clears landscapes, facilities, structures and playing fields of debris and potentially dangerous conditions.
• Inspects and repairs playground equipment, picnic tables, barbecues, and other related park equipment.
• Plants, mows, prunes, and maintains turf, trees, shrubs, and plants; clears sites of weeds.
• Prepares and maintains athletic fields and related facilities; grades, fills and shapes baseball diamonds.
• Performs minor maintenance and repairs on equipment of park facilities such as replacing light bulbs, repairing electrical equipment (i.e., scoreboards), and laying conduit and pulling wire.

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

AND

One (1) year of experience in the maintenance, modification, and repair of parks, medians, and landscaped areas.

License Requirements

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
•  A valid California Class A driver license with a satisfactory driving record is required within twelve (12) months of appointment.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• Qualified Pesticide Applicator Certificate issued by the Department of Pesticide Regulation is desirable.
• A Playground Safety Certificate is desirable.

What You’ll Do

• Perform skilled tasks in the mechanical repair and maintenance of diesel and gas-powered apparatus, vehicles, hydraulic systems for aerial ladders, and other like equipment.
• Accept assignments received in the form or oral or written communications.
• Determine the nature and extent of needed repairs, prioritize them, and perform necessary repairs.
• Inspect all department vehicles to ensure they meet proper safety protocols and are in standard working order.
• Maintain all vehicles to ensure safe working order for all employees.
• Perform regular servicing and preventative maintenance on all vehicles and apparatus including performing tune-ups, lube, oil, filter, Inspection, and chassis lubrication.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the
Community Services Department. The Ideal Candidate for the current vacancy is someone
who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time
management, and communication skills. The Ideal Candidate must be highly self-motivated,
able to work independently with minimal oversite, demonstrate good judgement, as well as be
organized, flexible, approachable, resourceful, and a positive team contributor on a
consistent basis. This position will also require the selected candidate work weekends,
standby and overtime as necessary.

 

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

 

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

 

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

 

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

 

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

The City of Sebastopol is currently seeking qualified candidates to fill one current full-time Fire Engineer position and to build a list of eligible candidates for possible anticipated openings in the future. The Fire Engineer participates in fire suppression, training, prevention, rescue, inspection, and public education activities in protecting life, property, and the environment. The incumbent drives and operates all fire apparatus and equipment; responds to all emergency calls for service; and provides emergency medical care to the sick and injured. In addition, perform training, other safety and prevention duties as assigned.

Under general or direct supervision at the lower level and under direction at the higher level, incumbents perform varied professional technical, analytical, and administrative tasks in providing staff support to departments and divisions to; perform contract administration functions; compile and maintain records; conduct special studies, surveys, and research assignments in a variety of project, program, service, and/or operational procedures; and, to perform related work as required.

 

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

 

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities. 
• Works with program staff on contract administration, program development, maintenance and continuous improvement. 
• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses. 
• Analyze and initiate recommendations to develop, improve, and/or ensure legislation compliance for department or division programs, systems, procedures, and methods of operation. 
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data. 
• Assist in the implementation and maintenance of programs, services, systems, policies, processes, procedures, manuals, and forms for use in operation; provide personnel training on related areas. 
• Assist in the development, coordination, and monitoring of the department or division budget; research and evaluate costs; provide budget tracking tasks as required. 
• Participate in administering contracts with contractors, subcontractors and consultants, ensure documents and reports comply with City contract standards; monitor programs for compliance with applicable scopes of service, rules, regulations, laws, and policies. 
• Represent the City and/or department in interdepartmental, community, civic and professional meetings, public forums, and conferences as required; make presentations as necessary. 
• Builds and maintains positive working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, exhibiting effective customer service and communication skills. 
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in sustainability and environmental program development and coordination efforts as well as legislative advocacy and education. 
• Monitor and coordinate the daily operation of assigned functional area; perform detail-oriented work and maintain accurate records, systems, processes, and statistics; evaluate using appropriate metrics. 
• Develops and maintains databases, contract compliance tracking records, and forms as needed. 
• May conduct presentations related to City's sustainability and solid waste and recycling programs and services upon request.

The Air District is currently accepting applications for the position of Staff Specialist I/II in the Community Engagement Office. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Staff Specialist II: In addition to the above, two years of professional analytical experience.
