San José Clean Energy, or SJCE, is San José's local, not-for-profit electricity supplier operated by the City of San José's Energy Department. The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.

The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The incumbent’s duties include reconciling accounts and ledgers, preparing financial reports, batch runs and wire transfers, tracking and maintaining manual and computerized accounting and financial records, establishing and updating vendor records, and performing related duties as assigned. The incumbent will be assigned to the Accounts Payable and Program Procurement Support responsibilities.

The Technician will have knowledge of and proficiency in: Terminology and practices of financial and account document processing and record-keeping, including accounts receivable, accounts payable, utility billing, and business licensing; Methods and techniques or preparing and maintaining records of financial transactions; Methods and techniques of researching and resolving accounting transactional discrepancies; Business arithmetic and basic accounting and financial management knowledge; Record-keeping principles and procedures; Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility; and related areas necessary to perform the essential functions of the position.

City offices operate on a 9/80 schedule. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four year college or university with major coursework in environmental health, sanitation or a related biological field. State certification in pesticide use and safety and vertebrate vector control is desirable. 

Other requirements:

• Registration by the State of California as an Environmental Health Specialist.
• Valid California driver's license and a satisfactory driving record.
