The Authority is currently recruiting for a part-time position of Environmental Stormwater Inspector to support the West Valley cities/Town stormwater inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with federal and local water quality regulations.

The Authority is currently working to advance multiple stormwater initiatives, such as trash reduction and controls for pollutants of concern, such as mercury and PCBs. The Environmental Stormwater Inspector may support these initiatives. An Environmental Stormwater Inspector also responds to complaints of illegal discharges

The Principal Planner (Planning Administrator) Major Corridors is responsible for the development of corridor planning efforts on major corridors served by the agency. The person in this position will serve as a project manager or key supportive staff member on high profile, priority projects such as: Dumbarton West Transit Connector (Dumbarton Busway Feasibility Study), the Grand Boulevard Initiative and related El Camino Real/SR-82 corridor planning efforts. SamTrans requires someone with experience leading complex multimodal projects through planning, environmental and design phases.

Essential Functions & Duties

Examples of Essential Functions:

• Lead long-range transit and multimodal corridor plans, projects, and studies.

• Manage consultant contracts; approve and monitor project schedule and budget; direct and review consultant work.
• Develop and maintain working relationships with internal and external stakeholders to advance planning projects and initiatives.
• Present SamTrans projects and initiatives to internal and external audiences, including project goals, objectives, and recommendations.
• May supervise staff as needed.

• Perform technical analysis and/or supervise the work of others; integrate principles of transportation and land use planning, transit propensity and equity into planning projects and studies.

• Develop sound project goals, objectives, and methodologies for developing and prioritizing project outcomes and recommendations.
• Prepare reports and presentations to senior staff, board members, and outside agencies and committees.
• Develop and/or supervise development of public outreach plans and conduct field outreach.
• Represent SamTrans on external working groups; participate in regional transit coordination initiatives and facilitate internal collaboration on regional issues.
• Monitor work activities to ensure compliance with established policies and procedures; consult with senior management regarding policies and procedures.

• Bachelor’s degree in urban planning, transportation planning, transportation engineering, geography, economics, public policy or other directly related field.
• Four (4) years of full-time progressively responsible transportation planning experience.

• Experience working at or with a public transit operator on corridor planning projects.
• Experience leading complex transit priority and bicycle and pedestrian projects through planning, environmental and design phases.
• Experience in technical grant writing and project scoping.
• Strong presentation skills with Boards and committees.
• Experience with GIS and proficiency with Microsoft Office Suite.
• Fluent in Spanish, Chinese (Mandarin or Cantonese), or other language often spoken in San Mateo County.

The Program Services Specialist position primarily consists of fieldwork to perform site inspections of commercial and multifamily properties and office-based program support for implementation of a county-wide ordinance designed to reduce the amount of recyclable and compostable materials going to the landfill. On occasion, the position will also include site visits to monitor the use of compliant carry-out bags, field sampling for scientific studies, and program support for the Agency’s Facility Fee project. DEFINITION

EDUCATION AND EXPERIENCE:

This class is alternately staffed with Air Quality Engineer II and incumbents may progress to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for the higher-level class.

Air Quality Engineer II is the journey level in this series. Incumbents perform a variety of difficult air quality engineering work and exercise a greater latitude of independent judgment. This class is distinguished from Senior Air Quality Engineer in that the latter is the specialist level and performs the more complex air quality engineering duties and provides lead direction to engineering staff.

About the Division

The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assesses emissions, modeled concentrations, and exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially in impacted communities requiring action plans in accordance with Assembly Bill 617 (AB617). The County of San Mateo Planning & Building Department is seeking well-qualified candidates for the position of Building Inspector.

Under general supervision, Building Inspectors inspect public and private buildings, structures, and related installations being constructed, altered, or repaired to determine conformance with approved plans and specifications and compliance with applicable laws and ordinances. In addition, Building Inspectors investigate complaints, advise and assist building contractors and property owners on the use of materials and building methods, and coordinate inspections with other agencies and organizations. Building Inspector I is the trainee level class in the Building Inspector series, responsible for learning the tasks and responsibilities involved in the inspection of public and private buildings. Employees at this level work under general supervision while learning job tasks, but as experience is gained, incumbents work with greater independence and are given more responsible assignments. Building Inspector II is the journey-level class in the Building Inspector series. Employees at this level are capable of working independently and performing a full range of inspections of plumbing, mechanical, electrical, and structural work as well as general construction.

Building Inspector III is the advanced level class in the Building Inspector series. This class is distinguished from Building Inspector II by the performance of the full range of more complex and difficult inspection activities. Employees at this level assist in training less experienced inspectors and provide assistance with difficult situations in the field. Positions in this class series are flexibly staffed and are normally filled by advancement based on experience and acceptable work performance.

The ideal candidate will have:

• At least two years of experience conducting a full range of inspections of buildings and related structures and working in a jurisdiction performing a combination of field inspections and minor plan reviews.
• Be well-versed in the area of building construction and safety.
• Have experience training less experienced inspectors and provide assistance with difficult situations in the field.
• The ability to analyze and interpret building and zoning codes, ability to determine the scope of grading and erosion control.

Licensure/Certification:

Building Inspector I: Obtain certification as a building inspector from a recognized state, national or international association within two years of employment, pursuant to State requirements.

On-Call Expectations

Emergency Coordinators may be assigned on-call duties with a minimum of 7 days' advance notice, distributed equitably among qualified staff. During on-call periods, employees must remain within 30 miles of the facility and respond within 30 minutes of notification while maintaining reliable communication. Employees will be compensated for all on-call hours outside of normal working hours under applicable labor standards and collective bargaining agreements. Employees retain the right to engage in personal activities during on-call periods, cannot be assigned more than 7 consecutive days without a 48-hour break, and maintain full union representation rights and grievance procedures for any on-call related issues. All provisions comply with Fair Labor Standards Act requirements and union standards for emergency worker compensation and working conditions.

• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

Work is performed primarily in a standard office setting with some travel to various on-site locations. Primary functions require sufficient physical ability and mobility to work in the field on-site and in an office setting including stand or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach and twist; lift, carry, push and/or pull light to moderate amounts of weight; operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard and calculator; occasionally work in outside weather conditions; incumbents may be required to work extended hours including evenings and weekends; ability to operate a vehicle to travel to various locations; verbally communicate to exchange information; vision to see in the normal visual range with or without correction, and read computer screens and printed documents; and hearing and speech in the normal audio range to communicate in person, before groups and over the telephone with or without correction.
