Accountant I

This is the entry-level classification in the Accountant Series. Initially under close supervision, incumbents perform a variety of professional accounting duties while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.

SALARY:  $9,343.57 - $9,810.74 - $10,301.26 - $10,816.32 - $11,357.14 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays.

SELECTION PROCESS:

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV - Confidential.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, performs internal audits of County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

THE POSITION

The current full-time opening is a professional level position requiring expertise in administrative, supervisory, and accounting functions and is under the direction of the Administrative Services Director.  The Accounting Manager oversees daily financial and accounting activities, supervises accounting staff; performs difficult and complex statistical analyses; assists with annual budget preparation; manages the annual financial audit; develops and distributes internal financial reports; plans and executes all risk management functions; and performs advanced professional, analytical, and administrative work. 

TYPICAL DUTIES AND RESPONSIBILITIES:

Under general direction, the Senior Accountant performs and supervises professional accounting and auditing work of staff responsible for providing financial accounting and record-keeping in connection with general ledger, budget preparation, and budgetary control, purchasing activities, payroll; and performs a variety of professional accounting tasks relative to assigned area of responsibility.

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. The City delivers municipal services through seven departments:  the City Manager's office (including the City Clerk, Economic Development, and City Attorney), Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police, and Fire (via North County Fire Authority). Employees are represented by eight bargaining units. The City Administration is in a newly renovated City Hall just two blocks from the Pacific Ocean. THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. Department staff prepare the annual operating and capital budgets, coordinate the external audit process, etc. The ideal candidate will be contributing and joining a team of five team members. 

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Deputy Finance Director. Responsibilities may include direct and indirect supervision of technical and clerical personnel.

ESSENTIAL AND IMPORTANT DUTIES

AN EMPLOYEE IN THIS POSITION MAY BE CALLED UPON TO DO ANY OR ALL OF THE FOLLOWING ESSENTIAL DUTIES:

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.
• Participates in fiscal and accounting work in connection with budget preparation, purchasing activities, and payroll analysis.
• Processing and pre-auditing accounting documents and transactions in conformance with established procedures and controls.
• Prepares work papers, financial statements and various reports for internal accounting and for Federal, State and other outside agencies.
• Reviews, reconciles and audits accounting records of receipts, disbursements and encumbrances to ensure fiscal accuracy and control.
• Delegates, plans, directs, and assigns accounting work to lower-level staff. May be required to train, coach, monitor and evaluate staff performance.
• Assists with fiscal year-end closing, prepares bank reconciliation, and prepares quarterly and annual financial reports.
• Makes journal entries and keeps balance sheets on all transactions to ensure the maintenance of accurate accounting records.
• Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts, amendments and other documents to ensure grant compliance.
• Performs fixed assets accounting, monitors and maintains accurate and up-to-date records on City's fixed assets.
• Prepares investment activity summary and quarterly treasurer’s reports.
• Analyzes, recommends improvements, develops, and implements fiscal policies, procedures, and internal controls and re-aligns business practices with technology.
• Maintains and researches current knowledge of applicable ordinances, rules, regulations, and policies. Clearly presents and interprets reports to financial and non-financial managers, co-workers, and clients.
• Assists in coordinating, designing, developing and maintaining data extracts, reports and interfaces.

Equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting or business administration or related field, and

Four (4) years of recent, progressively responsible experience in the field of professional accounting and auditing. Supervisory experience is desirable.

Experience in a public agency or governmental accounting experience is highly desirable.

Certification:

Must possess a valid California Class C driver’s license and have a satisfactory driving record.

Knowledge of:

• Generally accepted accounting principles (GAAP) and basic principles, practices, and procedures of Accounting as applied to Governmental Accounting Standards (GASB).
• Principles, practices, methods, procedures, and techniques used in governmental accounting, financial administration, and budgeting.
• Application of data processing to accounting and financial management. Budget preparation and administration, auditing, preparation of financial statements, basic billing and collection procedures, grant and fund accounting, and record-keeping.

The Town of Hillsborough (pop. 11,574) is a residential community located in San Mateo County, midway between San Francisco and San Jose.  

Incorporated in 1910, the Town provides a full range of essential municipal services including police and fire protection, land use planning, building permitting and inspection, maintenance of roads, and water, sewer, and storm drainage infrastructures. The Town operates with a Council-Manager form of government with five elected Council Members. The Town is known for its rural charm and the academic excellence of the public and private schools. The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Town’s staff of 99 FTEs support the residents through the five departments: City Manager’s Office, Finance, Police, Building & Planning, and Public Works. 

The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public. The Finance Department provides support services to the Town departments and citizens.  Support services include budgeting, accounting and financial reporting, treasury, and revenue management, purchasing and accounts payable, payroll, debt management, financial analysis, and other administrative functions.  Services provided to customers include water, sewer and storm drain utility billing and customer support, alarm billing, business licensing, Town main phone line reception and other services.
