DEFINITION

Under general supervision, assists in the planning and scheduling of custodial maintenance of City buildings; supervises work crews; personally performs a variety of skilled building cleaning maintenance tasks; and performs related work as required.

EXAMPLES OF DUTIES

Under the direction of the Custodial Services Supervisor, assists in the scheduling and organization of custodial crews; may personally train, direct and perform work with floor maintenance crew; personally perform various skilled cleaning operations and may be assigned to any work shift schedule.

MINIMUM QUALIFICATIONS

Knowledge of: Methods, materials, chemicals and equipment used in the custodial maintenance of buildings; State and Federal requirements for safety labeling of chemicals.

Ability to:       Understand and follow written and oral instructions; prepare clear and accurate reports; use cleaning materials and equipment with skill and efficiency; perform physical labor; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Two years of full-time custodial maintenance experience in public buildings or offices.

Education:    Graduation from high school or equivalent. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:         Possession of a valid Class C California Driver's License.

Definition

Under general supervision, plans, schedules, directs, assigns, and participates in the work of staff responsible for constructing, repairing, maintaining, and replacing Town infrastructure including water, sewer, streets, parks, facilities, and drainage facilities and systems; uses and operates a variety of tools and light to heavy equipment; and performs related duties as assigned. 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned Public Works Supervisor. Exercises technical and functional direction over and provides training to lower-level staff.  

Class Characteristics

This is the advanced journey-level classification in the Maintenance Worker series responsible for performing the most complex work assigned to the series, as well as providing lead direction on a day-to-day basis to an assigned crew.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Public Works Supervisor in that the latter has full supervisory responsibilities for assigned public works maintenance programs.

• Provides technical and functional direction to assigned staff; reviews and controls quality of work; inspects and evaluates work in progress and upon completion to ensure that repairs, maintenance, and project activities are performed in accordance with Town standards and specifications.
• Monitors quality of work and identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes and shift staffing levels; implements changes and improvements after approval.
• Trains employees in work methods, use of tools and equipment, and relevant safety precautions.
• Inspects assigned Town infrastructure for safety issues, structural integrity, and possible future work projects and programs, and appropriately marks areas that need to be repaired; assists in developing work plans and priorities.

• Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and Town staff.
• Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
• Maintains accurate logs and records of work performed and materials and equipment used.
• Receives and responds to service calls and resident complaints; investigates resident issues and complaints; resolves or refers issues to supervisor.
• Responds to after-hours emergencies.
• May locate underground utilities as part of Underground Service Alert (USA) to inform contractors, agencies, and Town employees doing construction, excavation, or digging work.
• Performs related duties as assigned.

In addition, when assigned to the Water Division:

• Performs construction, maintenance, and repair activities of Town water utilities systems, including; repairs concrete including sidewalk panels and temporary street patches.
• Performs water valve maintenance, including locating and raising unexposed valves, operating automated machines to exercise valves on an annual basis, and updating records following the installation of new valves.
• Flushes water mains to ensure water quality meets California State Water Resources Control Board standards.
• Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; performs shut-downs of services, as required.
• Collects and tests samples, following established protocols, from sampling stations located throughout water distribution system to measure system performance and to ensure compliance with water quality standards; schedules testing and sampling conducted by external agencies for compliance and reporting purposes.

• Operates and monitors the Supervisory Control and Data Acquisition (SCADA) system; assists with maintaining water flow and levels throughout the system.

Qualifications

Knowledge of:

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to completion of the twelfth (12th) grade and five (5) years of increasingly responsible professional experience in construction, maintenance, or repair equivalent to a Maintenance Worker II with the Town.

Licenses and Certifications:

• • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
  • Possession of, or ability to obtain, a valid Class B California Driver’s License is required within 24 months of hire.

In addition, when assigned to Water:

• • Possession of a valid Grade I (D1) Water Distribution Operator Certificate issued by California State Water Resources Control Board.
  • Possession of, or ability to obtain, a valid Grade II (D2) Water Distribution Operator Certificate issued by California State Water Resources Control Board is highly desirable.

Physical Demands

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various Town sites; and vision to inspect and operate equipment.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to operate and repair tools and equipment.  Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.  

Environmental Elements

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust and air contaminants.

Public Works Maintenance Worker: $4,750 - $4,988 

Public Works Maintenance Worker I: $5,237 - $6,366

Public Works Maintenance Worker II: $5,774 - $7,018

The City of Foster City is recruiting for the position of Public Works Maintenance Worker / Maintenance Worker I / Maintenance Worker II. This is a flexibly staffed position and may be filled at any level within the series. This position requires demonstrated competency and increasing independence, knowledge and ability in performing routine and special assignments in a variety of maintenance program areas in the Public Works Department. In order to provide a broad base of knowledge and provide employee development, positions are expected to rotate through all of the maintenance divisions -- Streets/Lagoons, Water, and Wastewater Divisions.

DUTIES AND RESPONSIBILITIES: 

Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs lagoon system facilities, including piping, storm drains, catch basins, sub-drains, meters, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communications systems and related appurtenances. Installs, removes and replaces asphalt and concrete. Installs traffic counting equipment, traffic and parking control signs, traffic markings and red curbs. Operates small powerboats and street paving and painting equipment.

Maintenance Worker: 

Any combination of experience and training that would likely provide the required knowledge, skills and abilities. A typical way would be: 

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent. 

Experience: One year of full time experience in general maintenance or construction. 

Maintenance Worker I: 

Any combination of experience and training that would likely provide the required knowledge, skills and abilities. A typical way would be: 

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent. 

Experience: One year of full-time related experience equivalent to a Maintenance Worker at the City of Foster City.

Maintenance Worker II:

Education:  Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent.

Experience:  At least two years of experience as a Maintenance Worker I with the City of Foster City Public Works department, or two years of equivalent experience with a comparable employer. 

LICENSES, CERTIFICATES AND REGISTRATION: 

Maintenance Worker / Maintenance Worker I: 

Possession of a valid California Class "C" Driver’s License; maintain license and a good driving record. Must obtain, meet requirements, and maintain a valid California Class "B" Driver's License with appropriate endorsements within six months of appointment.

Maintenance Worker II:

Possession of a valid California Class "C" and California Class "B" Driver's License with appropriate endorsements; meet requirements, maintain license and a good driving record.

Special Licenses or certificates in at least one of the following program specialty areas is highly desirable:

Water - Grade 1 or 2 Water Distribution Certificate (State of California); Back Flow Prevention Device Testing License

Wastewater - Grade 1 or 2 Wastewater Collections Certificate (CWPCA)

Streets/Lagoons - Qualified Applicator Certificate, Level III Traffic Control Advisors Certificate

Definition:  Under general supervision, the Maintenance Worker performs a variety of unskilled, semiskilled, and skilled manual tasks and related work as required in the water, streets, storm, facilities and collection system divisions of Public Works Utilities and Operations.

Essential Duties:   The Public Works Maintenance Worker duties include:

• Operating jack hammers to break up concrete sidewalks, curbs and gutter asphalt roadways, storm drains, and street light bases.
• Mixing and finishing cement including sidewalks, curbs, gutters and containment walls.
• Using appropriate equipment to apply traffic paint and maintain and fabricate street signs.
• Performing heavy labor, shoveling and lifting, in the construction and repair of sewers, streets, water and storm drain lines and services.
• Performing in and responding to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services.
• Operating small trucks with manual or automatic transmissions, two-ton dump trucks, personnel hoists, and tamping equipment.
• Helping construct forms, boxes, fences, walls, and barricades. 
• Performing cleaning and minor maintenance of buildings and facilities.
• Keeping simple records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Using construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment.
• Cleaning City easements and right-of-ways of weeds, trees and debris.
• Read water meters.
• Must maintain a thirty-minute response time to the job site, in order to answer after hours and weekend service calls as required.

Special Requirements: Must possess and maintain a valid CALIFORNIA Class "C"Driver's License for operate in high vehicle traffic areas and construction sites; speak clearly and understandably.  Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, carrying and/or handling up to one hundred (100) pounds.  Work in confined spaces and wear protective garments.  May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater.  Ability to report to work at any hour of the day or night as required during a disaster or other emergency situation.  MUST maintain a thirty-minute response time to the job site when answering after hour and weekend service calls.  Shall be a second responder to support supervisors in emergencies.  Carry communication equipment after work hours.

Minimum Qualifications:

Knowledge of: Basic construction techniques; basic building maintenance and repair; asphalt and cement finishing techniques; general tools used in construction or maintenance work; construction, repair and maintenance.

Ability to: Think and act quickly in emergencies; judge situations and people accurately; understand and carry out oral and written directions; meet standards of adequate physical stature, endurance and agility; establish and maintain cooperative relationships with fellow workers.

Education:  High School Diploma or GED.

Experience: At least one year full-time or four years part-time experience in semiskilled construction maintenance work.
