San Mateo County Libraries (SMCL) is currently offering an opportunity for an enthusiastic, committed, energetic and flexible manager to join a progressive, future-oriented team. Under general direction from the Library Director and/or Deputy Directors, the Library Services Manager - Employee Services will serve as the organization’s subject matter expert regarding a variety of personnel processes. Education and Experience:

Any combination of experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Equivalent to graduation from an accredited four-year college or university with major coursework in human resources, business or public administration, or a related field, and five (5) years increasingly responsible personnel experience in public sector, including two years experience in a management capacity. A master’s degree in a related field is highly desirable.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. Assigned duties in this classification are routine tasks requiring no experience or limited experience. Employees at this level perform a limited range of duties under immediate supervision in accordance with established guidelines and procedures and are not expected to perform with the same independence of supervision and judgment on matters related to Town guidelines and procedures as Level II/III.

Employees at this level receive immediate supervision from a manager designated by the City Manager and functional supervision from higher level Maintenance Workers. Incumbents may provide limited direction to less experienced employees in this classification or to seasonal workers.

Distinguishing Characteristics

Staff Specialist I is the entry level in this series. As experience is gained, assignments become more diversified and are performed with less supervision. This class is alternately staffed with Staff Specialist II and incumbents may advance to the higher level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
Staff Specialist II is the journey level class of this series, fully-proficient to perform difficult and technical work. Incumbents are expected to exercise independent judgment.

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. The District is currently accepting applications for the position of Environmental Planner I/II in the Planning and Climate Protection Division. This is an open recruitment for one (1) full-time position.

The District may hire from this recruitment process to fill future vacancies occurring within the next 18 months.
 

About You in the Position 
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?

The AB 617 Environmental Planner I/II will join a high-performing and motivated team of professionals who work in deep partnership with overburdened communities most impacted by air pollution. You will assist in a wide variety of tasks to support the successful preparation and implementation of community-scale air quality plans in partnership with community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to gather, analyze, interpret, and visualize key data to support decision making.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.
 

Definition
Under direction, performs professional environmental planning work, including conducting planning studies, environmental impact reviews, and transportation/air quality program activities; performs related work as assigned.
 

DISTINGUISHING CHARACTERISTICS

Environmental Planner I is the entry level class of this specialized professional planning series. Initially under close supervision, incumbents perform a wide range of professional planning duties while learning the more skilled and complex tasks associated with environmental planning and assessment. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Environmental Planner II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.
 
Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction to environmental review staff as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  The City currently has one opening in this classification, for a position providing programs and services at the GMCLC.

Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Field Resource Specialist who will plan, organize, manage, oversee, and participate in the implementation of vegetation management, fuel reduction, and natural resource protection and restoration projects on Midpen lands. The Field Resource Specialist participates in long-term and short-term project planning, grant application and administration, coordinates assigned activities with other Midpen departments and outside agencies. This position will supervise staff and will direct consultants, contractors, and volunteers to assist in completing this work. Supervisory and administrative tasks will include budgeting, project management, setting priorities, and providing guidance to multi-disciplinary teams. Midpen has one vacancy for the position of Field Resource Specialist. The start date for this position is December 2024.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. Licenses & Certifications Required:    

• Possession of a valid California Class C Driver License
• Possession of, or ability to obtain, a valid Professional Rescuer Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

• Possession of, or ability to obtain, a valid First Responder or equivalent certification within six (6) months of employment.
• Possession of, or ability to obtain, the level of certification in the Incident Command System courses as specified under the National Incident Management System (NIMS) within 12 months of employment.

• Possession of, or ability to obtain, a District approved Fire Suppression Training certification within 12 months of employment.
• Depending on assignment, possession of, or ability to obtain, a California Qualified Applicators Certificate with Landscape Maintenance (Category B) for pesticide application within twelve (12) months of employment.
