THE POSITION:

The San Rafael Fire Department is recruiting for one full-time Fire Inspector I/II position.  Appointment will be made at the appropriate level depending upon qualifications.  Under supervision from the Deputy Fire Marshal, this position reviews, inspects, and investigates for fire prevention related activities; inspects fire protection systems, construction sites, occupancies, structures, buildings, and storage and usages to ensure an appropriate level of fire protection and compliance with applicable state and local ordinances, and with nationally recognized fire protection standards; investigates and reviews a variety of fire-related issues; enforces the fire and building related codes and other aspects of the municipal code relating to construction, code enforcement, and building inspection; conducts field inspections for compliance with fire and life safety standards; conducts plan reviews; and does related work as assigned. 

Fire Inspector I:  This is the entry-level class in the Fire Inspector series.  Employees at this level perform more routine tasks and duties which do not require prior specialized experience.  Generally, work is supervised and reviewed both during performance and upon completion under the direction of the Fire Inspector II or the plans examiner positions.  Employees may have only limited or no directly related work experience.

Fire Inspector II:   This is the journey-level class in the Fire Inspector series.  Employees at this level are expected to perform the full range of fire prevention inspection duties and operate under general supervision.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This level requires substantial prior fire prevention training and inspection experience.

This position performs the following essential job duties (including but not limited to):

Fire Inspector I:

• Interpret and enforce provisions of fire prevention and fire safety laws, City and State ordinances and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Perform tests on water flow sprinkler and fire alarms and elevator return systems.
• Prepare accurate records and reports.
• Participates in fire investigation efforts.
• Perform related duties and responsibilities as required.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Provide training, direction and review the work product of the Fire Inspector I.
• Provide information to the public concerning fire prevention practices and procedures; assist in training programs and group presentations relative to fire prevention.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Check building plans for code compliance; consult with architects and developers regarding problems and solutions.
• Review plan submittals for fire suppression and alarm systems, calculate fees, and issue Fire Permits, and perform required inspection of those systems to assure compliance.
• May participate in fire investigation in cooperation with the Fire Department.

• Deal tactfully and in a cooperative manner with architects, engineers, developers, the public and City staff to provide a high level of customer service.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Principles, practices, techniques and equipment for fire suppression.
• Building construction practices.
• Procedures and techniques for operation and testing equipment such as fire extinguishers, sprinkler systems and alarm systems.
• Perform journey-level fire prevention inspection skills for a variety of buildings, structures, and installations.
• Perform annual maintenance inspections of commercial occupancies and assist engine companies with more difficult commercial inspections.
• Perform plan reviews of building plans as well as plan submittals related to fire permits and assist the Fire Plans Examiner as needed.
• Identify fire hazards and recommend corrective actions.

EDUCATION/EXPERIENCE AND TRAINING GUIDELINES: 

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Fire Inspector I:

• One year or more of responsible experience in a variety of building construction or related inspection work that may include working with fire prevention regulations.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Possession of a California Class “C” drivers license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of a Fire Science Certificate is desirable.

 Fire Inspector II:

• A minimum of three years of increasingly responsible fire prevention inspection experience.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Fire suppression experience is desirable.
• Possession of a California Class “C” driver’s license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of one or more of the following is required:
• Fire Science Certificates 1A, 1B, 1C, 2A, 2B, 2C
• Certification – Section 832 Penal Code – State of California
• Uniform Fire code Certification (WFCA-ICBO/ICC)
• ICBO or ICC certificates are desirable.

The County of San Mateo's Sustainability Department seeks qualified candidates for the position of Sustainability Program Manager – Waste Reduction Special Districts. We are looking for candidates who possess excellent program management skills, who have a deep understanding of waste management and recycling service delivery to the community, and who are committed to implementing innovated solutions to ensure recyclables and organic materials are diverted from landfills. Under the general direction of the Director, the Sustainability Program Manager – Waste Reduction Special Districts will lead a team to ensure successful delivery of waste, organics, and recycling services to communities located in the County’s unincorporated special districts and unfranchised areas. This position will engage with communities on recycling education and events, will serve as the County’s regional liaison on waste reduction service delivery for the unincorporated areas, and will support development of innovate solutions to help achieve the region’s long-term waste reduction and recycling goals. 

THE POSITION 

This position leads the Waste Reduction - Special Districts team to oversee curbside waste services and related vendor contracts for the County unincorporated areas; works with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas; and to increase diversion of recyclables, organics, and other items from the landfill. This position is also responsible for ensuring regulatory compliance with state recycling and waste diversion mandates, working to strategically plan for long-range financial sustainability of services, and serving as the regional liaison to the regional franchise coordination body, SBWMA, to represent the County. 

As the Sustainability Program Manager – Waste Reduction Special Districts you will: 

• Manage the program by setting strategic direction; developing and managing the program budget; planning and establishing project priorities; assigning work to and professionally developing staff; developing and managing contracts; planning for long term program financial sustainability; and presenting to the Board of Supervisors on program matters. 

• Manage the delivery of curbside waste, recycling, and organics services and related vendor contracts for County Franchise Area (CFA) and County Services Area 8 (CSA-8) and liaise to the governing bodies on matters related to the franchise agreements, services, and rate setting. 

• Set the annual waste and recycling service rates for CFA and CSA-8 through a Prop 218 process and place the service charges on the CSA-8 tax roll. 

• Lead the implementation of SB 1383, the State’s organics recycling law, in the unincorporated areas to ensure successful implementation and compliance, conduct community education, and manage the non-exclusive franchise agreements. 

• Engage with residents, businesses, and others to promote and advance ways to reduce waste in the County’s unincorporated areas and increase diversion of recyclables, organics, and other items from the landfill. 

• Develop policies and laws to help fulfill the BOS commitments to waste reduction and to ensure compliance with state laws. 

• Work with County departments and external partners to reduce illegal dumping in unincorporated areas and to host community shred, e-waste, and litter pick up events. 

• Design and conduct community outreach and education programs on recycling and SB 1383 organics diversion requirements.   

• Serve as regional liaison and SBWMA Technical Advisory Committee member, contribute to long range planning for waste management infrastructure and innovative solutions, and support disaster debris planning and emergency response efforts. 

• Other duties as assigned.  

 
The IDEAL CANDIDATE will have:  

• Demonstrated program management experience in setting strategic direction, delivering results-oriented programs, mentoring, and managing staff, and establishing and managing a multi-million-dollar budget to meet defined outcomes. 

• Experience managing and leading waste management and reduction programs and a strong understanding of solid waste management, recycling and composting, source reduction, public policy, or solid waste code enforcement. 

• Working knowledge of various state solid waste mandates including, but not limited to: SB 1383, AB 939, AB 1826, and AB 341. 

• Experience with administering franchise agreements, franchise fees and associated revenues, setting garbage rates and compliance with Proposition 218 requirements.  

• A high level of political astuteness and the ability to navigate sensitive issues with integrity and tact with elected officials, regional partners, and community leaders and members. 

• A highly strategic and collaborative approach to leadership. 

• A record of strong project management leading the development of work plans and managing resources to bring projects to successful completion. 

• Excellent communication skills with the ability to effectively frame and communicate complex concepts for different audiences, orally and in writing. 

• Ability to build strategic partnerships within the organization, with regional partners, and with the community.

Examples of Duties 

Duties may include, but are not limited to the follow: 

• Plan, administer, and coordinate the activities of assigned professional and technical staff involved in work of the Waste Reduction Special Districts team. 

• Administer, monitor, renew Franchise Agreements with haulers. 

• Oversee and administer waste franchise fees, set garbage rates and administer associated revenues, in compliance with Proposition 218 requirements.  

• Work closely with staff to develop strategic, program and project implementation plans for the Waste Reduction Special Districts team. 

• Plan, develop, and monitor the Waste Reduction Special Districts budget. 

• Effectively and regularly interface with waste haulers, landfill and transfer station operators, County department partners, and community members and organizations to engender support and collaboration for the team initiatives. 

• Assure compliance with federal, state, local and other pertinent mandates, laws, codes, rules, regulations, and agreements within assigned area. 

• Serve as a representative or assign representatives to serve on related boards, commissions, committees, and community groups. 

• Develop, negotiate, and monitor grants. 

• Prepare and review comprehensive reports, letters, and other written materials. Make public presentations, conduct outreach, training and/or public education as necessary. 

• Serve as primary subject matter expert in the assigned area to the County, external agencies, businesses, community groups and the public.

• Coordinate programs, projects and activities within the assigned area that cross over major areas of the section or across teams.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

What You’ll Do

• Perform skilled tasks in the mechanical repair and maintenance of diesel and gas-powered apparatus, vehicles, hydraulic systems for aerial ladders, and other like equipment.
• Accept assignments received in the form or oral or written communications.
• Determine the nature and extent of needed repairs, prioritize them, and perform necessary repairs.
• Inspect all department vehicles to ensure they meet proper safety protocols and are in standard working order.
• Maintain all vehicles to ensure safe working order for all employees.
• Perform regular servicing and preventative maintenance on all vehicles and apparatus including performing tune-ups, lube, oil, filter, Inspection, and chassis lubrication.
• Diagnose, service, maintain such things as: fire pumps, relief valves, and other control of plumbing equipment (proper certification required).
• Inspect, diagnose, and repair engines, power train components, transmissions, transfer cases, differentials, hydraulic and pneumatic brake systems, steering and suspension systems, and electrical systems.
• Perform welding and fabricating work when applicable.
• Operate all equipment and tools safely and efficiently.
