Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule up to 29 hours per week, which may include weekend work; not to exceed 950 hours per calendar year. The schedule for this position would be Friday through Monday. 

SUPERVISION RECEIVED AND EXERCISED 

General supervision is received from the Maintenance Supervisor. May exercise supervision of Work Alternative Program participants as assigned. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Clean up trash in and around Town-maintained park and roadside areas. 
• Operate a variety of equipment, including: half ton and three-quarter ton trucks, Cushman and golf cart (or similar) vehicles, blowers and other two-cycle equipment, and hand tools (i.e., shovel, rake, hoe, etc.). 
• Periodically groom sports fields and bocce ball courts with equipment and/or machinery provided. 
• Prepare baseball fields and bocce ball courts for league play. 
• Assist Maintenance Services personnel on assigned projects.  

• Perform duties within OSHA standards. 

QUALIFICATIONS 

Knowledge of: 

• Construction and maintenance materials, methods, and terminology. 

• The use, purposes and maintenance of hand tools; and the operation of light and moderately heavy power-driven equipment in performing duties. 

Ability to: 

• Understand and follow oral and written directions. 
• Ability to work both in a supervised and unsupervised environment. 
• Perform manual labor for extended periods of time; and operate under tight deadlines. 
• Lift equipment and materials up to 50 lbs. 
• Work flexible hours. 

EXPERIENCE AND EDUCATION 

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 

Education: 

Equivalent to completion of the eighth grade. Graduation from high school or equivalent is preferred. 

Experience: 

Landscape and/or irrigation maintenance experience is desirable. 

LICENCE(S) AND CERTIFICATION(S) 

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire and good driving record.

As the Executive Director, your responsibilities will include:

DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

The City of Lincoln is hiring for the position of Maintenance Worker I/II within the Streets Division of the Public Works Department.  Under general supervision, this position performs the full array of duties assigned to classes in the Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Works divisions; occasionally assists in the training of lower-level Maintenance Workers; and performs other related duties as required.

Maintenance Worker I

The Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Maintenance Worker II

The Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker I receives general supervision from a Public Works Supervisor.  Incumbents of this class do not routinely exercise supervision.  The Maintenance Worker II receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower-level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/SKILLS/ABILITIES

The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
• Principles and procedures of personnel management such as supervision, selection, training, discipline, and performance evaluation.
• Principles and procedures of safety management as it relates to public works projects.

Skill/Ability to:

• Acquire subject matter expertise in the functions and activities of a major section of a large diversified public works department, including but not limited to, laws, rules, regulations, procedures, and technical operations.
• Plan, organize, direct, coordinate, and review the activities of multiple disciplinary professional and technical staff.
• Evaluate complex design and consulting work, coordinate and prioritize work, and delegate authority and responsibility.
• Develop, control, and administer division budget and expenditures.
• Interpret, develop, and implement division, Department, and County policies, procedures, specifications, rules, and regulations.
• Analyze situations and problems accurately, identify alternative solutions, and take appropriate actions under general policy guidelines.
• Research, analyze, and make recommendations on administrative and management practices and procedures.
• Communicate effectively both orally and in writing.
• Prepare comprehensive administrative, statistical, fiscal, and technical reports and correspondence.
• Represent Public Works to other departments, agencies, and before public bodies.
• Facilitate conflict/dispute resolutions among individuals from different disciplines; and gain cooperation through discussion and persuasion.
• Select, supervise, train, and evaluate supervisory, professional, and technical staff.
• Establish and maintain effective and cooperative working relationships with others contacted in course of performing assigned responsibilities.

Minimum qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade supplemented by specialized training in the building trades and/or code enforcement.

Experience: Two years of increasingly responsible building inspection experience.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver’s license. Possession of an appropriate, valid building inspector certificate at time of hire.
