THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. The position will entail the proper operation of each of the City’s well sites, laying and fitting pipelines, installing, reading, repairing water meters, maintaining records of water infrastructure, and other duties as required and assigned.

Water Treatment/Distribution System Operator I
The Water Distribution/Treatment System Operator I is an entry level class responsible for a variety of operations and maintenance of the water distribution and treatment system, and incumbents are expected to perform the full scope of assigned duties. This classification is alternatively staffed with a Treatment/Distribution System Operator II and incumbents may advance to a higher level after gaining experience, obtaining required certification’s and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Salary: $4,017.05 - $4,882.75 Monthly

Water Treatment/Distribution System Operator II
The Water Treatment/Distribution System Operator II is the journey level class expected to perform the full range of water system activities and related support duties with minimum supervision. Incumbent is responsible for the performance of the division’s complex and difficult assignments and may provide training to entry level staff. This classification is distinguished from the next higher classification of Senior Water Distribution/Treatment System Operator in that the latter is responsible for division supervision and performance of the divisions most complex tasks. 

Salary: $4,571.77 - $5,557.03

The classification is alternatively staffed with Plant Operator II, and incumbents may advance to the higher level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher level class.

Wastewater Treatment Plant Operator II

The Wastewater Treatment Plant Operator II is the advanced journey level class responsible for the full range of treatment plant responsibilities and for the performance of the most complex and difficult assignments within the series. Incumbents in this classification provide training to less experienced staff. This classification is distinguished from the next higher classification of Public Works Supervisor in that latter is responsible for the overall operation and supervision of the wastewater treatment program.

The Position:
This position will conduct investigations, plan reviews, and inspections related to storm water pollution, sanitary sewer overflows, water wasting practices, fats, oils and grease (FOG) source control, recycled water, land use, buildings, zoning and related municipal codes and ordinances, to determine violations and gain compliance. Performs various water, sewer and recycled water sampling.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field; and
• Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

Possible Substitutions:
• One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

Desirable Qualifications:
• A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
• A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

For the Public Works Department:
• A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.

For the Water and Sewer Utilities Department:
• A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
• A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
• A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

OTHER REQUIREMENTS
• May be required to occasionally work evenings and weekends.
• Must be able to perform all of the essential functions of the job assignment.

Under general supervision:

• Monitors the public’s use of computer equipment in the Technology Center, meeting rooms and throughout the library. 
• Provides individual and group technology instruction, including preparing and running technology classes at various City locations.
• Assists the public with the use of library computers, software and electronic resources; resolves problems and answers basic questions regarding computer, laptop & mobile device usage.
• Performs basic troubleshooting on Library self-checkout machines, scanners, and genealogy equipment.
• Monitors the use of technology equipment to deter theft and/or vandalism.
• Cleans and inspects computer equipment, replaces printer cartridges and printer paper.
• Maintains an inventory of computer supplies and peripheral devices; checks out peripheral devices to patrons; submits requests for replacements when needed.
• Oversees the Internet queuing system and monitors patrons’ time usage.
• Troubleshoots printer problems and Internet access problems involving patron cards.
• Assists patrons with payment for print jobs, photocopies & faxes, handles cash and credit cards.
• Accesses patron library accounts on library software.
• Configures and operates audio-visual equipment in conference rooms for meetings and/or public functions.  
• Configures and operates basic types of computer hardware and peripherals.
• Assists library users in connecting to the internet with mobile devices, WiFi hotspots, and laptop/Chromebook computers.

The City of Sunnyvale is recruiting for a Principal Water Pollution Control Plan Operator.  This position, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders.

The minimum qualifications for education and experience can be met in the following way:

• Graduation from high school or tested equivalent, and
• Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB).  The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition.
• Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board
• Class C California driver's license and a safe driving record

The person helps adult learners 1:1 or in small groups learn how to use the literacy program's laptops and iPads as well as how to use literacy software on their own devices. The Literacy Technology Assistant may also be called on to support volunteer tutors or Read Santa Clara staff, as the need arises. The Literacy Technology Assistant is a patient, empathetic individual, who can teach basic technology skills to adults who have little or no digital literacy skills.

• Write user-friendly instructions/create tutorial videos to help adult learners/tutors use literacy software.
• Record data and provide reports of sessions held with learners and tutors.
• Support Read Santa Clara staff, as needed, on specific literacy projects.

MINIMUM QUALIFICATIONS:

Minimum Education Requirements:

High School diploma, GED or college degree.

Desirable Qualifications:

Experience teaching adult learners or teaching basic technology skills to adults.

Other Requirements: 

• Must be 18 years of age or older. 
• Must be available to work up to 20 hours a week, including some weekdays, evenings and weekends.
• May be required to go to different library branches or community sites within the City of Santa Clara to serve adult learners.

Knowledge, Skills, and Abilities:

Knowledge of:

• Adult literacy and/or experience tutoring adults in basic literacy/technology skills
• Windows based operating systems and standard office software.
• How to use laptops/Chromebooks, iPads, smart phones, and copiers/printers.

Ability to:

• Learn about literacy software and the library's electronic resources.
• Teach adults basic technology skills.
• Work independently and prioritize work assignments with minimal supervision.
• Troubleshoot routine technology problems and recognize and report complex problems to literacy staff.
• Communicate clearly and effectively, both orally and in writing.
• Interact courteously with learners, tutors and staff from diverse backgrounds.
• Work effectively in a team-based environment to achieve common goals.
