Definition
Under general supervision, performs professional human resources work involving a wide variety of human resources functions.

Distinguishing Characteristics
This is the journey level in the Human Resources Analyst series. This level is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a functional area(s). Incumbents in this class carry out work assignments with independence. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.

An incumbent has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents, yet with concern for the consequences of the action. This classification differs from the next lower level of Associate Human Resources Analyst in that incumbents receive less supervision and are expected to perform more responsible assignments with a great deal of independence. This class differs from the higher level Senior Human Resources Analyst class in that the latter has full responsibility for one or more program areas and supervises and/or trains other professional-level employees.

Minimum Qualifications

Employment Standards
Sufficient education and increasingly responsible experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree; and two (2) years of increasingly responsible experience performing human resources management and analysis and/or training for a public or private sector organization.

Attainment of experience in a large public agency is preferred.

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

San Jose Animal Care Services, a division in the Public Works Department is currently seeking to fill four (4) full-time Animal Care Attendant vacancies. Both day and night shifts are available.

Animal Care Attendants report to the Shelter Manager of Animal Care and Services and are primarily responsible for feeding, caring for, and moving shelter animals; euthanizing animals; and cleaning and disinfecting kennels and cages. Other duties may include receiving animals brought to the shelter by Animal Control Officers or the public; assisting the public in claiming impounded animals or in adoptions; completing and maintaining animal records; responding to questions regarding age, breed characteristics and treatment of animals; and explaining and interpreting animal control laws, ordinances, regulations, procedures, and policies to the public.

Animal Care Attendants are required to work weekends, holidays, nights, rotating shifts, and respond to emergency animal services assignments during off-duty hours.

Employees must possess the ability to lift, carry, push, and pull materials and objects up to 100 pounds while handling animals and equipment. Employees may work outside and be exposed to inclement weather, may be exposed to blood borne pathogens while using hypodermic needles on animals, may be exposed to animal scratches and bites, and may be subjected to moving mechanical parts, fumes, odors, gases, chemicals, pollens, and other airborne irritants.

This position will undergo training (4-6 weeks) during normal business hours and will be scheduled to work 5 days a week in either a daytime shift OR overnight shift ( e.g . 9:00 pm to 5:30 a m) after training has been completed. This position will be require d to work weekends, holidays, rotating shifts, and respond to emergency animal services assignments.

Salary range s for this classification are:

Animal Care Attendant I : The hourly range for Animal Care Attendant I is $2 5.44 - $ 30.94 approximately .

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or Project Manager (depending on qualifications and experience) for the Engineering Division of the Public Works Department. THE POSITION

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

 

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

 

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

 

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

 

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

 

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

TEMPORARY POTTERY INSTRUCTOR

 (Recreation Instructor 2 - Job Code 9523)

Hours: 3 to 9 hours/week. Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30).  

Recreation Services Division is seeking self-motivated, energetic, responsible individuals interested in employment as a pottery instructor for adults. Under general supervision of the Recreation Services Coordinator, pottery instructors are responsible for teaching pottery techniques through lecture and demonstrations.  Classes are run year-round and meet once a week for 3 hours. Class sessions are six weeks long and include a week break for cleaning and restocking after two consecutive class sessions (every 12 weeks).

• Teach pottery/ceramic classes by leading and demonstrating techniques associated with the subject matter
• Maintain a safe, friendly and inclusive class environment for all participants
• Adjust class as appropriate and as needed to meet the various skill levels of participants
• Develop curriculum for each class meeting
• Knowledge of glazing and firing techniques
• Develop projects to keep class interesting for both regular and repeat participants

WORKING CONDITIONS
Position requires regular sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of activities.
