POLICE ASSISTANT

Salary Range: $19.85 to $30.87/hour; temporary part-time, non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Administrative Assistant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk.
• Answer/forward all incoming phone calls.
• The ability to multi task phones with walk-in traffic
• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers.
• Maintain filing system.
• Coordinate Parking Permits for business employees.
• Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner.
• Assist in organizing and coordinating department events and community outreach programs.
• Manage office supplies and equipment inventory, placing orders as needed.
• Operate computer equipment and two-way radio as related to employment.
• Mark vehicles to detect abuse of timed areas.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.

QUALIFICATIONS

Knowledge: 

• Microsoft Office: Excel, Word, and PowerPoint.
• English usage, grammar, spelling, vocabulary, and punctuation.
• Principles and practices of records management.

Ability to:     

• Effectively communicate verbally and through written correspondence.
• Compose correspondence independently from brief instructions.

EXPERIENCE AND EDUCATION

Experience: 

Prefer one year in a non-sworn capacity with a municipal police agency involving clerical work and public contact.

California Driver's License, C.L.E.T.S. certification upon hire.

FIRE INSPECTOR I/II

Level I:  $7,835 - $9,523 per month

Level II:  $8,637 - $10,498 per month

THE POSITION:

The San Rafael Fire Department is recruiting for one full-time Fire Inspector I/II position.  Appointment will be made at the appropriate level depending upon qualifications.  Under supervision from the Deputy Fire Marshal, this position reviews, inspects, and investigates for fire prevention related activities; inspects fire protection systems, construction sites, occupancies, structures, buildings, and storage and usages to ensure an appropriate level of fire protection and compliance with applicable state and local ordinances, and with nationally recognized fire protection standards; investigates and reviews a variety of fire-related issues; enforces the fire and building related codes and other aspects of the municipal code relating to construction, code enforcement, and building inspection; conducts field inspections for compliance with fire and life safety standards; conducts plan reviews; and does related work as assigned. 

Fire Inspector I:  This is the entry-level class in the Fire Inspector series.  Employees at this level perform more routine tasks and duties which do not require prior specialized experience.  Generally, work is supervised and reviewed both during performance and upon completion under the direction of the Fire Inspector II or the plans examiner positions.  Employees may have only limited or no directly related work experience.

Fire Inspector II:   This is the journey-level class in the Fire Inspector series.  Employees at this level are expected to perform the full range of fire prevention inspection duties and operate under general supervision.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This level requires substantial prior fire prevention training and inspection experience.

This position performs the following essential job duties (including but not limited to):

Fire Inspector I:

• Interpret and enforce provisions of fire prevention and fire safety laws, City and State ordinances and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Perform tests on water flow sprinkler and fire alarms and elevator return systems.
• Prepare accurate records and reports.
• Participates in fire investigation efforts.
• Perform related duties and responsibilities as required.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Provide training, direction and review the work product of the Fire Inspector I.
• Provide information to the public concerning fire prevention practices and procedures; assist in training programs and group presentations relative to fire prevention.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Check building plans for code compliance; consult with architects and developers regarding problems and solutions.
• Review plan submittals for fire suppression and alarm systems, calculate fees, and issue Fire Permits, and perform required inspection of those systems to assure compliance.
• May participate in fire investigation in cooperation with the Fire Department.

To be eligible for this position, you must have knowledge of/ability to:

Fire Inspector I:

• Express ideas and communicate clearly and concisely, both orally and in writing and work comfortably with computers.
• Deal tactfully and in a cooperative manner with architects, engineers, developers, the public and City staff to provide a high level of customer service.

Fire Inspector II: (In addition to the duties for Fire Inspector I)

• Principles, practices, techniques and equipment for fire suppression.
• Building construction practices.
• Procedures and techniques for operation and testing equipment such as fire extinguishers, sprinkler systems and alarm systems.
• Perform journey-level fire prevention inspection skills for a variety of buildings, structures, and installations.
• Perform annual maintenance inspections of commercial occupancies and assist engine companies with more difficult commercial inspections.
• Perform plan reviews of building plans as well as plan submittals related to fire permits and assist the Fire Plans Examiner as needed.
• Identify fire hazards and recommend corrective actions.

EDUCATION/EXPERIENCE AND TRAINING GUIDELINES: 

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Fire Inspector I:

• One year or more of responsible experience in a variety of building construction or related inspection work that may include working with fire prevention regulations.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Possession of a California Class “C” drivers license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of a Fire Science Certificate is desirable.

 Fire Inspector II:

• A minimum of three years of increasingly responsible fire prevention inspection experience.
• Equivalent to completion of the twelfth grade, supplemented by college level fire science or prevention classes.
• Fire suppression experience is desirable.
• Possession of a California Class “C” driver’s license, and satisfactory driving record.
• Maintenance of a California driver’s license is a condition of employment.
• Possession of one or more of the following is required:
• Fire Science Certificates 1A, 1B, 1C, 2A, 2B, 2C
• Certification – Section 832 Penal Code – State of California
• Uniform Fire code Certification (WFCA-ICBO/ICC)
• ICBO or ICC certificates are desirable.

DEFINITION

Police Records Clerk I: Under direct supervision, perform detailed clerical work of average complexity in connection with processing and maintaining sensitive and confidential police records; operate computerized Records Management System; receive money; provide customer service both at the counter and on the telephone; and to do related work as required. Police Records Clerk I is an entry-level position and Police Records Clerk II is the journey level class in the series requiring average knowledge and computer experience. Incumbents in this class, working within established procedures are expected to carry out general clerical duties, following oral and written directions, learn to exercise independent judgment, and have the ability to work in groups to achieve common goals. 

Police Records Clerk II: Under supervision, Police Records Clerk II are expected to work within established procedures at a wide variety of keyboarding, data-entry, and general clerical duties, exercise independent judgment and provide training, technical and clerical supervision over less experienced staff.

Both the Police Records Clerk I and Police Records Clerk II have frequent contact with the public and other law enforcement agencies. Incumbents deal with sensitive and confidential information on a daily basis and are required to work under pressure.

Positions in the Police Records Clerk II class are flexibly staffed and normally filled by advancement from the Police Records Clerk I class, or when filled from the outside, require specific clerical experience. Appointment to this class requires the employee to be performing substantially the full range of police records clerk duties and to meet the qualifications for the class. 

EXAMPLE OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible record processing work in the maintenance of confidential Police Department records; answer a variety of procedural questions and provides information from established departmental records to the public and other law enforcement agencies via telephone, in person, and in writing; routine data input for computer processing; operate a variety of office machines, including computers, adding machines and Dictaphone/transcriber; collects and records fees; prepare court packages; and perform related duties and responsibilities as assigned. At the Police Records Clerk II level you may be required to train employees.

MINIMUM QUALIFICATIONS

Knowledge of: Appropriate English and correct spelling, grammar and punctuation; basic arithmetic; and use of personal computer applications. Modern office methods, equipment, and procedures including filing and indexing methods are desirable. At the Police Records Clerk II level personal computer applications running in WINDOWS and modern office procedures including filing and indexing methods.

Ability to: Police Records Clerk I level: Keyboard at a speed of 40 words a minute from clear copy; perform detailed clerical work of average difficulty; use appropriate English and vocabulary and correct spelling, grammar and punctuation; learn, interpret, and apply applicable ordinances, policies, and laws; exercise good judgment and discretion in releasing information; learn to perform assigned duties independently or under general supervision; understand and carry out oral and written directions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Police Records Clerk II level: Keyboard at a speed of 45 words a minute from clear copy and perform assigned duties independently or under general supervision.

Experience:

Police Records Clerk I: None required.

Police Records Clerk II: Two years of full time, clerical experience involving data entry, general office work, and public contact, desirably in a public sector law enforcement agency. Additional education may be substituted for one year of the required experience on the basis that one year of education equals six months of experience, utilizing a maximum of two years of additional education.

Education: Graduation from high school or equivalent.

ABOUT THE POSITION

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

The Public Works Department is comprised of Regulatory Compliance, Engineering, Field Maintenance, Facilities/Fleet, Wastewater Treatment, and Asset Management Divisions.  Each division is led by one of two Deputy Directors, who report to the Director of Public Works.  The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, publicly owned facilities, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, dams, and levees; as well as solid waste and environmental programs.  The Department is responsible for regulatory compliance related to Stormwater, Pretreatment, Solid Waste, and other environmental programs, as well as public outreach to raise awareness to the general public and other stakeholders about these issues.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.
