The City of San Rafael is seeking a full-time Associate Civil Engineer with our Public Works Department.  This position will perform field and office professional civil engineering work in the planning, design, technical investigation, inspection and construction of projects in several areas of public to works and civil engineering.   

Under direction, this position performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff.  This position calls for a high degree of initiative, technical proficiency, and judgment.  The Associate Civil Engineer is responsible for all phases of multiple projects or programs. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include, but are not limited to the following):

• Develops Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
• Prepares and/or assists in the preparation of plans, specifications and estimates pertaining to construction projects.
• Interprets plans and specifications.
• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.
• Conducts pre-construction meetings with contractors to establish job requirements, i.e. timing, noise level, traffic impact.
• Performs field inspections of various municipal construction projects, in progress and upon completion.
• Prepares written reports on civil engineering issues/projects for the department.
• Meets with a variety of public and private officials, individually and/or in a group setting, on civil engineering matters.
• Research and make recommendations on civil engineering issues/problems.
• Performs project management on Capital Projects during the design, environmental, bidding, and construction phases of the project.
• Performs Resident Engineer duties on Capital Projects during construction.
• Performs inspection and enforcement duties to ensure compliance with applicable design standards, specifications, contracts and legal documents, codes and ordinances.
• Meets with State, Federal, and Local Districts, Agencies, consultants, and engineers to discuss project guidelines, design parameters, policies and procedures.
• Performs work in accordance with local, State, and Federal standards and regulations.
• Designs and prepares plans and specifications and cost estimates for a variety of public works projects, including but not limited to streets, storm drains, bridges, parks, traffic signals, parking lots, water facilities, infrastructure improvements and other public facilities.  Researches project design requirements, performs calculations, prepares estimates of time and materials costs and determines sequencing and detour requirements.
• Serves as Project Engineer, including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare community.  Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments.  Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems.
• Develops revised design and construction standards for public facilities.
• Researches publications and industry information sources and attends conferences and continuing education courses to keep abreast of new developments in the field of public works engineering.
• Prepares special engineering studies and reports, including but not limited to construction diaries, progress payments, state and federal paperwork associated with grant funding and permitting staff reports and duties as assigned.
• Participates in engineering inspection and survey activities.
• Prepares written recommendations, correspondence and reports on assigned projects.
• May attend and present information at public meetings.
• Performs related duties as required.

• Knowledge of principles and practices of civil engineering and surveying.
• Knowledge of basic methods and equipment used in civil engineering construction.
• Thorough knowledge of principles and practices of civil engineering and surveying; and working methods and equipment used in civil engineering construction; pertinent Federal, State, and local rules, regulations and ordinances; and computer applications relating to civil engineering.
• Knowledge of modern civil engineering tools and equipment including a PC and related software, including but not limited to AutoCadd or similar drawing software.
• Ability to analyze engineering problems.

• Bachelor’s degree in Civil Engineering
• Four (4) years of responsible post degree engineering experience (a master’s degree shall count for one year of post degree engineering experience).

• Valid driver’s license.
• Registration as a licensed Civil Engineer in the State of California

Under general supervision, the Maintenance Worker is assigned to the Streets and Sewers Division of the Public Works Department and is responsible for performing a variety of skilled and semi-skilled tasks and operating power-driven road maintenance or construction equipment and trucks.

Examples of duties include:

• Operation and maintenance of power-driven street, sewer, and construction equipment
• Cleaning of sewer lines and storm drains
• Performance of concrete work and other construction and street resurfacing projects

Distinguishing Characteristics:

The Senior Civil Engineer is the advanced journey level class in the professional civil engineering series and is the second licensed engineer level responsible for performing the more complex design and construction of capital improvement projects, reviewing private development projects for design conformance and accuracy, and providing extensive professional engineering and administrative support to the Public Works Director/City Engineer.  Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering, including land development, planning, design standards and regulations, construction, and maintenance.  This classification is distinguished from the next higher position of Assistant Director in that the latter has supervisory responsibilities over lower level staff and performs the most complex engineering duties.    

Supervision Received/Exercised:

Receives direction from the Public Works Director/City Engineer or designee.  May exercise functional and technical supervision over assigned staff.

Essential Functions: (include but are not limited to the following)

• Performs and oversees a broad range of construction project management, design and inspection activities on a variety of capital improvement projects, including streets, lighting, storm drainage, sewers, water, traffic, parks, and landscape; coordinates capital improvement projects with contractors, utility companies, other agencies, department staff, and the general public.
• Reviews and/or prepares plans and specifications; prepares quantity and cost estimates; assists in the development of design procedures; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness.
• Analyzes and reviews plans for private and public development, including subdivisions, parcel maps, lot line adjustments, improvement plans, capital improvement projects, and requests for extensions of City services; determines impact and ensures compliance with City service standards for water, sewers, drainage, and streets.
• Reviews and prepares all legal descriptions, title reports, annexations, and acquisitions for real property; checks and reduces all field survey notes, plot levels, and topography and may perform survey work for design and construction purposes; develops and maintains a computer assisted drafting (CAD) system of all departmental maps, plots, project requirements, improvement plans, utility locations and City owned easements; represents the department on issues relating to geographic information systems (GIS).
• Administers design and construction contracts; maintains logs and tracks bond expiration dates; prepares reports for the Finance Department as required; collects all required inspection approvals; prepares staff reports for Council; prepares memos to City Clerk regarding accepting and releasing of bonds; prepares daily progress and final reports and prepares documentation associated bonds; prepares and maintains detail project records and plans; negotiates change orders; reviews payment of invoices; responds to RFI and construction correspondence.
• Assists in the preparation of the department budget; makes recommendations and monitors the approved project budgets; participates in the development of water and sewer rates, and assessment fees; researches and prepares grant and loan applications; administers and monitors approved project grants and loans.
• Prepares and provides complex engineering reports, correspondence, staff reports, ordinances, and resolutions; develops reports and statistics; assists in the preparation of short and long-range plans; reviews and comments on environmental impact reports and traffic studies; makes oral presentations and participates in organizational and community group meetings; responds to questions and inquiries, and investigates complaints concerning engineering problems.
• Assumes the duties of the Public Works Director/City Engineer in his/her absence, as necessary.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Working Conditions: 

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling, and making repetitive hand movement in the performance of daily duties.  The position requires near and far vision when inspecting work and operating assigned equipment, and acute hearing is required when providing phone and face-to-face service.  The ability to lift, carry, pull and push tools, supplies and other equipment weighing up to 25 pounds.  Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot, and cold.

THE POSITION

Shop and Equipment Supervisor

The City of San Rafael is seeking a full-time Shop and Equipment Supervisor in the Public Works Department.  Under general supervision, this position supervises preventive maintenance, outfitting, and skilled repair of City fleet and police vehicles and light to heavy-duty trucks and equipment. 

The Shop and Equipment Supervisor is a first full supervisory level in charge of personnel and activities associated with maintaining the City’s fleet of automotive, light, and heavy trucks and equipment.  This position is a working supervisor, participating in the work of the unit as needed.  The position is guided by established policies and procedures, principles of the trade, and supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

• Supervises the repair and maintenance of City vehicles and equipment and equipping of new police vehicles and construction equipment.
• Discusses malfunctions or outfitting requirements with users.
• Plans, sets priorities, and assigns work to equipment shop personnel in accordance with overall City priorities and maintenance schedules.
• Provides instruction and direction to less experienced personnel on complex repairs.
• Ensures safe working practices and conditions in the equipment shop.
• Determines cost effectiveness of in-house work versus contracting out specific tasks.
• Reviews feasibility of returning damaged vehicles to service and recommends retirement or scrapping of vehicles.
• Obtains estimates and oversees performance of contract work.
• Approves and processes contract invoices to submit for payment.
• Evaluates employees and documents disciplinary problems under direction.
• Participates in interviews and related employee selection procedures.

DEFINITION: Under general supervision, the Field Monitor provides operational support and supervision of Mill Valley parks, outdoor fields, offsite facilities, and occasionally the Mill Valley Community Center. Responsibilities will include but will not be limited to patrol and observation of outdoor facilities, ensuring compliance with facility regulations and use guidelines, general customer service, light office tasks, and the performance of other related work as required. This is a part-time, year-round position.

EXAMPLES OF DUTIES:

• Monitor user activities in department facilities and enforce all rules, regulations, and safety principles.
• Patrol field, park and offsite facilities to monitor rental schedules and permitted use.
• Act as a liaison to the outdoor recreational community for the Recreation Department.
• Provide quality customer service and information for all Department facilities, classes, programs, and events.
• Maintain appearance and overall environment of facilities by completing daily tasks and cleaning as needed.
• Occasionally assist with the coordination and execution of Department-sponsored outdoor events or classes.
