The City of Thousand Oaks has an excellent opportunity for a motivated team player to provide analytical, technical assistance, planning, and project-level support to advance various initiatives related to infrastructure and asset maintenance and management, energy efficiency and renewable energy production, regulation tracking and reporting, water use, and reuse, and provide a variety of other programmatic support related to water and wastewater utilities within the Public Works Department.

With additional experience, the Assistant/Associate Analyst may also provide analytic, technical, programmatic, and administrative support to a broader range of Public Works divisions, including stormwater quality and compliance, streets, fleet, and landscape maintenance, or potentially other divisions related to capital projects, engineering, transportation, and sustainability.

Primary responsibilities:   

• Assist with the day-to-day operations, activities, and programs of the Public Works Department, more specifically related to water and wastewater utilities
• Help lead the Department’s Asset Management efforts in overseeing over $2 billion in citywide infrastructure, including assisting in the development of Master Plans
• Provide administrative support to various Public Works operational divisions and locations
• Provide staff assistance to Public Works management and supervisory staff; provide staff support to a variety of committees, prepare and present reports and other correspondence as necessary
• Plan, coordinate, implement, promote and oversee assigned programs and projects for various groups including water distribution, wastewater collections, wastewater pre-treatment, industrial waste, and wastewater treatment
• Assist with the citywide budget process and budget monitoring activities
• Coordinate with other agencies on collaboration, best practices and new initiatives
• Prepare and present technical and staff reports for Department, Council, and other stakeholders
• Analyze and interpret data to determine operational needs, identify solutions to address the needs, and provide recommendations
• Conduct operational-related research, studies and surveys for energy, water, and wastewater
• Assist in researching, soliciting, negotiating, implementing, and monitoring assigned contracts and agreements with service providers; ensure work complies with contracts and agreements
• Assist in the planning and coordination of assigned projects from start to finish and ensure efficient management of multiple project plans to meet deadlines
• Work independently and as a valuable team player on special projects by organizing, researching and coordinating information and requirements; planning, arranging, and meeting schedules

Ability to hire at Mechanic I or Mechanic II level based on relevant experience. Under supervision (Mechanic I) or general supervision (Mechanic II), participates in the more complex and difficult work of staff responsible for maintaining and repairing City vehicles and equipment; maintains and repairs gasoline, diesel powered, compressed natural gas (CNG), and electric automotive, heavy and light construction, and other power-driven equipment; and to perform a variety of technical tasks relative to assigned areas of responsibility.

JOB SPECIFICATIONS

PATHWAY B CANDIDATES WILL BE APPOINTED AS A TEMPORARY RANGER ASSISTANT UNTIL SUCH TIME AS THEY CAN BE ENROLLED IN A POST BASIC ACADEMY.

Wages

The starting hourly rate for Ranger Trainee is $21.51 – $26.14 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $30.36 - $36.90 per hour.

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. This provision does not apply to applicants who are not currently employed by MRCA and may be exercised only at MRCA’s discretion and as budget allows.

The Administrative Assistant (Class: 216-Administrative Assistant I) will perform general clerical work and assist with Operations and Ranger Division administrative tasks. This is administrative support work in an office setting, including communicating with public visitors and callers, for a person at entry-level. The work performed will support the Operation Division's management and patrol of nature parks within greater Los Angeles, and other efforts related to public access, open space conservation, and public safety.

Supervision

This position reports to the Deputy Executive Officer/Chief Ranger. Assorted tasks may be supervised by other division staff. The position supervises no other staff, and generally works independently but in frequent communication with coworkers and supervisors.

ESSENTIAL FUNCTIONS

• Assist the Deputy Executive Officer/Chief Ranger and other Chiefs of Operations with administrative tasks.

• Independently compose a variety of documents which may include confidential material, including general correspondence, agendas, staff reports, resolutions and memoranda. Write status reports and other documents to reflect quarterly expenditures and work completed.

• Serve as a contact for callers and public inquiries. Respond to requests for information and complaints; interpret and explain regulations, procedures, etc. in response to inquiries and complaints; research and gather information to provide accurate answers and information; refer technical issues to appropriate staff.

The Park Development Project Manager (Class: Project Analyst II or Project Analyst III) will manage park development, landscape improvement and/or watershed planning projects. The projects will be related to MRCA's capital improvement projects, which include urban river restoration, public access, open space conservation, master planning, and park development. Projects may consist of design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an entry or intermediate level. Project managers must also build community support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for improvements, land acquisition, and major maintenance projects in nature parks within greater Los Angeles, and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position may report to the Deputy Chief of Park Development, Chief of Watershed Planning, or other Executive-level staff depending on MRCA's needs. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position supervises no other staff. 

ESSENTIAL FUNCTIONS

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. The Park Assistant III (Class: 180) will perform a variety of skilled park maintenance work. This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Supervision

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The position does not supervise other staff but may occasionally direct the work of volunteers, court crews, seasonal workers, volunteers, and youth crews.
