SUMMARY DESCRIPTION:

Under direction, performs a wide variety of professional analytical and administrative duties in support of assigned functions, operations, programs, department, and/or division; performs duties in support of various administrative operations and activities including special projects, research studies, budget analysis, and other specialized functions; coordinates and performs a variety of contract and grant administration duties; prepares various reports to improve the efficiency and effectiveness of operations; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; provides information and assistance to the public regarding assigned programs and services; and may assign work or provide lead direction to clerical staff.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Administer and coordinate assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommend and implement resulting policies and procedures; create and modify policy and procedural manuals and guidelines. 2. Prepare and present comprehensive reports that present technical, financial and statistical data, identify alternatives, and include conclusions, forecasts, and recommendations. 3. Participate in the budget development and administration for assigned area of responsibility; analyze proposed capital, operating, and maintenance expenditures; prepare reports and analyses related to impact of budgetary decisions; prepare financial forecasts; track and monitor budget expenditures. 4. Provide assistance in resolving operational and administration issues; identify issues and conduct research to find alternative solutions; make recommendations and assist in implementation. 5. Investigate, analyze, develop and prepare special studies or projects; perform complex research and analysis of new programs, services, policies, and procedures; prepare and present reports. 6. Plan, coordinate, and evaluate activities associated with assigned contracts; participate in research and evaluation of proposed contractual obligations and agreements; assist in contract negotiations and administration; monitor compliance with applicable contractual agreements. 7. Coordinates grant administration activities; prepare, write, review, and monitor grant applications; monitor existing programs for compliance with regulations. 8. Analyzes federal, state, and local legislative proposals for impact on assigned operations. 9. Coordinate, prepare, and conduct marketing, public relations, and outreach programs; prepare marketing material including brochures, posters, articles, advertisements, flyers, schedules of events, and pamphlets; attend and participate in community groups and meetings; educate the public on assigned programs. 10. Provide staff assistance to higher-level management staff; participate on and provide staff support to a variety of committees, boards, and commissions; prepare and present staff reports and other correspondence as appropriate and necessary. 11. Coordinate and collaborate with departments, divisions and outside agencies; serve as a liaison with public and private organizations, community groups and other social organizations; provide information and serves as a resource. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, environmental science/studies, or a related field. Experience: Four years of increasingly responsible administrative, analytical, and/or budgetary experience.

The City of San Bruno is seeking one Principal Civil Engineer with a strong focus on Land Development (LD) and Traffic. Those with experience in Capital Improvements Program (CIP) are also encouraged to apply.  The LD/Traffic and CIP Divisions are within the Engineering Section of the Public Works Department.   

Under the supervision of the City Engineer, the Principal Civil Engineer will manage complex land development, traffic and CIP projects and will coordinate the activities of consultants and junior level staff in a variety of supporting disciplines.  The Principal Civil Engineer will be establishing Division processes and procedures and ideally have strong delegation and managerial capabilities.   

The Principal Civil Engineer of LD/Traffic will be responsible for overseeing private development, encroachment permits, Public Works Engineering plan review of building permits, and traffic engineering and coordinate with transportation planning.  This position will supervise junior staff including three engineers for land development and traffic.  The City currently has several transformative projects including Reimagining Tanforan, YouTube, Crestmoor Development, and Engvall School Development.

Other duties will include supervising the review of private development and/or subdivision plans for conformance to standards and participating in the development of capital improvement plan and projects and may from time to time be responsible for delivering key CIP projects. 

The City’s CIP budget for fiscal year 2025-26 totals $137 million and consists of 118 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment and storm drain infrastructure.  The breadth and depth of projects within a medium sized community provide endless opportunities for professional growth. 

The ideal Principal Civil Engineer candidate will possess the following:   

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field 

• Possession of a master’s degree in civil engineering or public or business administration is desirable 

• Five (5) years of increasingly responsible experience performing program management and/or project coordination duties in engineering, two (2) years of which equivalent to a Senior Civil Engineer. 

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California, or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months 

• Municipal professional engineering and supervisory experience highly desirable 

• Experience in the development of standard operating procedures and policies

Compensation

The annual salary range for this position is currently $153,726 to $188,641. These are represented positions.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review. 

• Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. 

• Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database.

DEFINITION

The Electrical Instrumentation Technician series is responsible for installation, testing, calibration, maintenance, and repair of process control and the telemetry data acquisition systems, and electrical distribution systems in the Wastewater Division.
 

DISTINGUISHING CHARACTERISTICS

Electrical Instrumentation Technician I is the entry level classification. Individuals are required to attend electrical and instrument classes and will learn on the job to perform basic electrical and instrument duties under close supervision.

Electrical Instrumentation Technician II is the semi-skilled subjourney classification. This classification is distinguished from the Electrical Instrumentation Technician I classification in that the Electrical Instrumentation Technician II is required to have previous experience and knowledge of fundamental electrical theory and techniques, usually attainable through the Electrical Instrumentation Technician I classification. Performs and assists in performing electrical work of a greater complexity than that of the Electrical Instrumentation Technician I.

Electrical Instrumentation Technician III is the full journey level class in this series. Performs the most complex duties.
 

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform basic electrical and instrument repairs and maintenance duties;
• Assist in the maintenance, repair alteration, and installation of a variety of electrical and instrumentation systems and equipment. 
• Use measuring, calibrating, and testing instruments and hand power tools common to the trade.  
• Maintain record on equipment maintenance and perform preventative maintenance on equipment.
• Coordinate emergency maintenance with system operation.
• On occasion serve as an operator in the operations of the Wastewater Treatment Plant.

The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Parks department will make the hiring decision.

DISTINGUISHING CHARACTERISTICS

The Office Assistant II is the full working level position in the office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including lead responsibilities over Office Assistants I, organization and coordination of work load, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. • Performs the duties assigned to classes in the Office Assistant series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

The Deputy Director of Public Works / City Engineer, plans, directs and manages assigned functional areas within the engineering or utility division in connection with engineering design, construction, inspection, transportation projects and the capital improvement program; staffs one or more citizen advisory committees; performs advanced professional engineering assignments on a wide range of municipal projects of a complex nature; serves as project manager on a variety of projects; supervises engineering and technical staff of the department directly or through subordinate levels of supervision on a day to day basis; functions as department head in their absence as assigned. Serves as the City Engineer responsible for engineering standards, development review, and oversight of public works engineering activities.

Class Characteristics
Deputy Director of Public Works – City Engineer is a Deputy Director level engineering classification responsible for overseeing the City’s engineering functions and performing a wide variety of engineering duties requiring independent judgement and initiative in prioritizing, scheduling, assigning and coordinating work. This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or construction program. Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.

The City of Newark is seeking an energetic and committed Assistant Engineer, Assistant Civil Engineer, or Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. This position is flexibly staffed and may be filled at the Assistant or Associate Engineer level depending on experience of the individual and possession of the required licenses and certifications.
