THE POSITION

Under supervision of the Utilities Superintendent, the Water Treatment/Distribution System Operator will be responsible for a variety of operational and general maintenance tasks on the City’s water treatment and distribution systems. The position will entail the proper operation of each of the City’s well sites, laying and fitting pipelines, installing, reading, repairing water meters, maintaining records of water infrastructure, and other duties as required and assigned.

The Water Distribution/Treatment System Operator I is an entry level class responsible for a variety of operations and maintenance of the water distribution and treatment system, and incumbents are expected to perform the full scope of assigned duties. This classification is alternatively staffed with a Treatment/Distribution System Operator II and incumbents may advance to a higher level after gaining experience, obtaining required certification’s and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Salary: $4,017.05 - $4,882.75 Monthly

Water Treatment/Distribution System Operator II
The Water Treatment/Distribution System Operator II is the journey level class expected to perform the full range of water system activities and related support duties with minimum supervision. Incumbent is responsible for the performance of the division’s complex and difficult assignments and may provide training to entry level staff. This classification is distinguished from the next higher classification of Senior Water Distribution/Treatment System Operator in that the latter is responsible for division supervision and performance of the divisions most complex tasks. 

Salary: $4,571.77 - $5,557.03

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

 

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

 

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

 

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

 

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. Valley Water is the primary water resource agency for Santa Clara County, supplying wholesale water, providing flood protection, and serving as environmental steward for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams.
 
The Assistant Water Plant Operator helps with all day-to-day plant operations, including operating and maintaining plant equipment, calibrating water quality monitoring equipment; taking and analyzing water and chemical samples; cleaning equipment and facilities; receiving bulk chemical deliveries; operating the sludge dewatering process; using the computer-based plant control, or SCADA system, completing data entry, initiating work orders, and maintaining plant operations logs and reports. Operators work a 4 to 6-month assigned rotations between day shift, night shift, and other shifts, as needed. The facility operates and is staffed continuously, which means 24 hours a day, 365 days a year. This position reports to the Water Plant Supervisor and works under direction from the Senior/Water Plant Operator.

Key Responsibilities include, but are not limited to:

• Regularly conduct rounds to monitor plant operations and maintain plant equipment and grounds; observe, evaluate, troubleshoot, and report condition of the facility and equipment, including pipes, pumps, valves, feeders, motors, basins, tanks, generators, analyzers, and sludge beds; take and record measurements and instrument readings, such as pressures, temperature, flow, volume, and concentrations; operate and adjust pumps and valves; calibrate and perform preventative maintenance on plant instruments; observe and report on the flow, volume, and quality of the water, including color, odor, and turbidity; and assist in maintaining grounds in a clean, orderly, and secure state. 
• Draw samples of water and other materials from the different phases of water treatment; measure and analyze the samples to determine compliance with Valley Water and regulatory standards for chlorine, ozone, phosphate, and ammonia residuals, pH, turbidity, taste, and odor. Receive and monitor deliveries of bulk chemicals and other plant supplies.
• Perform cleaning and maintenance procedures on operating equipment and facilities; including flocculators, basins, filters, sludge drying beds, washwater clarification system, and containment and delivery areas. Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work; and for carrying out those responsibilities with due diligence as a condition of employment.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve water, chemical, and equipment readings. Perform various administrative tasks, including data entry into spreadsheets, update standard operating procedures, initiate work orders, maintain, compile and update plant operations logs and reports.

Ideal Experience:
Level I: 0-1 year of experience, including intern/temporary, in a similar work environment, such as handling industrial chemicals, working various alternating shifts (including night shift), operating mechanical equipment, and/or maintaining regulatory compliance.
Level II: One (1) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Ideal Training and Education:
Both Level I & II: Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.
 
Level I Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training required at the time of application. 
• Possession of a Grade T1 Water Treatment Operator certificate issued by the California State Water Resources Control Board may substitute for the training requirement at the time of application.

Level II Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training and experience required at the time of application.

Level I:

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. The Division operates with an approximate annual operating budget of $3.4 million. The Division’s recent reorganization now includes the integration of the maintenance operations of the Parks & Recreation Department, which covers the following buildings and parks:

THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

EMERGENCY RESPONSE

This position will be designated as an emergency response worker and must be prepared to respond during weather emergencies or crises. They will be responsible for collaborating with other city departments and external agencies to address and mitigate emergency conditions.

Role description

Under direction, the Custodian performs routine manual cleaning tasks in public buildings, schools, other facilities, and surrounding areas. 

Examples of essential duties include but not limited to the following:

• Sweeps, scrubs, mops, spots and waxes floors; vacuums and cleans rugs and carpets.
• Cleans, dusts and polishes cabinets, furniture and woodwork; empties and cleans waste receptacles and ashtrays.
• Cleans stairways and hallways; cleans and disinfects restrooms and replenishes supplies; may perform minor duties in unplugging sinks and toilets; cleans offices and lobbies; cleans ceilings, walls, window shades, light fixtures and venetian blinds.
• Assists in moving and arranging furniture and equipment.
• Turns out lights and locks doors and windows.
• Operates scrubbers, buffers, waxers and related electrical appliances and equipment; may tend simple, low pressure heating and ventilating systems; may check water levels in gauges and periodically perform routine servicing to boilers and pumps.
• In recreational areas, cleans auditoriums, gymnasiums, club houses and locker rooms; picks up papers and rubbish in play areas; hangs flags and decorations; reports evidences of vandalism, broken plumbing, windows, doors, locks, etc.
• May wash interior glass partitions and interior and exterior windows which can be easily reached from floor or ground level.
• As school custodian, may supervise and maintain order among students during recess periods; distributes milk or other refreshments to students; performs minor duties in repairing  chairs, desks and toys.
• Performs related duties and responsibilities as assigned.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. This position is full-time and is scheduled for forty (40) hours per week.

 

WHAT YOU’LL DO

• Analyzes clients’ financial and eligibility information to determine initial or continuing eligibility for programs.
• Secures case documentation, records, and/or other information from other agencies as required.
• Interview and evaluates clients for specific program services eligibility and/or employment opportunities, including service needs assessment and crisis intervention, to assist individuals/families in achieving self-sufficiency. 
• Conducts orientation workshops for new and returning participants; explains regulations, rules and policies to clients and apprises them of their rights and responsibilities for program participation.
• Receives and responds to inquiries regarding program services from clients, other agencies, and the general public.
