The Human Resources Department is seeking well qualified candidates for the position of HRIM Departmental Systems Analyst.

The Departmental Systems Analyst (DSA) will provide complex analytical support for the adaptation of and enhancement to Workday, the County’s incorporated human resources information system.  There is currently one vacancy in the HRIM division of the Human Resources Department.

In general, the DSA will provide analytical and technical expertise to support the configuration, maintenance, and continuous improvement of Workday Human Capital Management (HCM), Compensation, and Talent modules. The role serves as a key link between HR program areas, departmental users, and technical teams to ensure system functionality and data integrity and to ensure business processes effectively support departmental and organizational needs. 

The DSA will also: 

• Configure, maintain, and process negotiated compensation and classification changes such as cost-of-living adjustments, equity increases, and legislative updates within Workday.
• Administer and update job profiles, compensation plans, and related structures, supporting the Classification and Compensation program.
• Provide HCM support to departments during major workforce activities such as reorganizations, seasonal staffing, and fiscal year transitions.
• Coordinate regression testing and implement changes associated with bi-annual Workday updates in assigned functional areas.
• Prepare and distribute procedures, communications, and reports to support HR programs, system enhancements, and compliance initiatives.

The DSA must have knowledge of departmental operations and Workday system functionality, enabling effective communication between technical and non-technical staff. This includes the ability to translate business needs into system configurations to ensure that HR processes are accurately and efficiently supported. 

 
The ideal candidate will have:

• Strong analytical and technical skills with the ability to research, test, and configure system changes within Workday HCM, Compensation, and Talent. 
• Experience supporting or administering complex HRIS systems, with a focus on improving functionality and process efficiency. 
• Demonstrated ability to troubleshoot issues, evaluate alternatives, and implement effective solutions. 
• Excellent attention to detail, organization, and data accuracy in a fast-paced environment. 
• Strong communication, collaboration, and problem-solving skills with the ability to translate business needs into system improvements. 
• Enthusiasm about continuous learning opportunities to cross-train in other modules in Workday with the addition of Learning, Journey, Peakon, and Help modules in the next year.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Configure, maintain, and process negotiated changes in Workday such as cost-of-living adjustments, equity salary updates, and other compensation adjustments.
• Create and maintain compensation grades, steps, and allowance plans and administer job profiles and position management to support classification and compensation functions. 
• Provide HCM support for departmental operations including reorganizations, fiscal year transitions, and large-scale staffing actions. 
• Configure and maintain custom objects and request frameworks for HR programs that are within HCM (e.g., Hiring Incentive Program, Employee Referral Program, Tuition Assistance, Admin/Vacation Cash Out, Fitness Area and Equipment Usage Waiver). 
• Coordinate and perform regression testing and audits during Workday bi-annual updates.
• Draft and distribute user communications, training materials, and procedural updates to support new functionality or system changes within HCM.
• Maintain Help Text, Quicktips, videos, pictures, and announcements within HCM.
• Support and enhance Talent optimization within Workday, ensuring alignment between performance and development processes and future modules such as Learning, Peakon, Journeys, and Help for a cohesive and integrated employee experience. 

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least one year of experience in planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities.

Knowledge of: 

• Principles, practices, policies, procedures, regulations, and applicable state and federal laws pertinent to assigned operational and/or program area.
• Principles and practices used in the analysis and development of procedures and information systems associated with assigned operational and/or program area.
• HRIS concepts, data processing, and workflow design.
• Methods for planning, organization, and prioritizing multiple duties to ensure the ability to meet deadlines.

Skill/Ability to:

• Provide analytical and technical support to users of Workday, translating business needs into functional requirements, and finding solutions for pain-points. 
• Evaluate, test, and implement system enhancements to improve efficiency and user experience. 
• Maintain strong attention to detail when performing mass updates in Workday that impact job structures, compensation, and employee records.
• Collaborate with multiple stakeholders to ensure consistency and alignment across all Workday HCM areas, guiding stakeholders to maintain cohesive processes and configurations that support an efficient end-to-end system experience for employees. 
• Develop and deliver clear training materials, user guides, and communications to support process or system changes. 
• Plan, prioritize, and manage multiple tasks while meeting critical deadlines.
• Communicate effectively with both technical and non-technical staff and maintain cooperative working relationships.

THE POSITION

Under general supervision within the Police Department, responds to active crisis calls in collaboration with law enforcement and provides field and office based crisis intervention, behavioral health assessments and counseling, psychoeducation, outreach and engagement, transitional case management, consultation, and quality assurance review of assigned cases; works collaboratively with community service providers, behavioral health agencies, and law enforcement to connect individuals to appropriate resources; and performs related work as required or assigned.

This classification is uniquely distinguished by its principal responsibility to co-respond with law enforcement to emergency calls within the City that involve suspected mental health or behavioral health concerns. This integrated response model ensures a coordinated approach to crisis situations designed to improve outcomes for individuals experiencing psychological distress.

Employees in this position operate with a high degree of independence, judgment and initiative within established departmental policies and procedures. While this position does not include direct supervisory responsibilities, the clinician may provide guidance and training to other personnel, community partners or service providers. Incumbents receive general supervision from a Police Lieutenant and administrative direction from a Police Captain within the Police Department’s Services Division.

A Crisis Response Clinician I is in a pre-licensed status, has completed some of the requirements and must practice under supervision while working towards full licensure. A Crisis Response Clinician II is a licensed clinician who has completed all requirements for professional practice, including education, supervised hours, and exams and can practice independently. The Superior Court of California, County of San Mateo is seeking qualified and experienced candidates for the position of Child Custody Recommending Counselor.
 
The Child Custody Recommending Counselor will provide mediation services and child custody recommending counseling as required by California Family Code section 3160 et seq, and will conduct investigations and prepare reports as provided in California Family Code section 3110 et seq and Family Code section 7851 and 9001.  The candidate hired for the position will work in any court department and must be able to travel to any court location in the county.

Qualifications

• Experience: Two years of experience in counseling or psychotherapy, or both, preferably in a setting related to the areas of responsibility of the family conciliation court and with the diverse population to be served.
• Education: A master's degree in psychology, social work, marriage, family, and child counseling, or other behavioral sciences substantially related to marriage and family interpersonal relationships.

Knowledge of: 

• Adult Psychopathology, family psychology, child development, child abuse, the effects of divorce on children, the effects of domestic violence on children, child custody research, and clinical issues relating to children.
