To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

GENERAL PURPOSE:

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

Under the direction of the Recreation Supervisor, the Recreation Coordinator I – Facilities is responsible for assisting with the smooth operation of activities, programs, rentals, and special events at multiple Recreation Facilities. This position requires a high level of customer service, attention to detail, marketing prowess, and event planning and management expertise.

Mill Valley Recreation is a 7-day a week operation.

Recreation Coordinator I - Facilities schedule may include weekday, weekend, early morning and evening shifts. Schedule is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES:

• Act as the primary point of contact for rental inquiries, promptly responding to emails, phone calls, and in-person inquiries regarding facility rentals.
• Facilitate the rental booking process by liaising with internal staff and external parties to schedule rental dates, coordinate setup requirements, and confirm rental agreements.
• Oversee the rental application process by providing interested parties with necessary documentation, rental agreements, and pricing details.
• Collect and review rental applications, ensuring all required information is complete and accurate.
• Provide timely updates to both renters and internal stakeholders regarding rental status, payment deadlines, and any changes to rental arrangements.
• Maintain organized records of rental bookings, payments, and rental agreements, ensuring compliance with rental policies and procedures. 
• Schedule and provide regular in-service training for facilities staff. 
• Plan, develop and implement programs and events.
• Evaluate the progress and effectiveness of scheduling and programming utilizing measurable outcomes.
• Assist in the development of policies, procedures, contracts, and manuals for facility users and staff.
• Provide assistance and guidance to facility users, anticipate and resolve problems, provide quality customer service.
• Perform related duties and responsibilities as required.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Associate or Bachelor’s Degree from an accredited college or university with major coursework in Accounting, Bookkeeping, Finance, Business Administration, Public Administration, or related field.
• Two years of increasingly responsible experience in the areas of payroll administration, accounting, finance and budgeting
• Experience working in public agencies is desirable.

Accounting Technician II 

$24.93 - $31.91 Hourly 

Full-Time

The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required. 

Receives general supervision from the Fiscal Manager.  Exercises technical and functional supervision over assigned office support staff.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of High School or College Summer Inter for the Community Development Department.
