The Controller's Office maintains the County's financial accounting system, processes disbursements and journal entries, produces independently audited and award winning annual financial reports and performs internal audits of departments' operations. The Controller's Office is staffed with accountants, auditors, and fiscal personnel.

The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Controller's Division Manager for the Finance & Administration Division.

The person hired for this position will manage the Finance & Administration Division and provide staff support, financial guidance, administration, and leadership within the Controller's Office.

The Finance and Administration Division Manager will assist in the development, implementation and interpretation of administrative policies and procedures, provide complex financial support to senior level management, and oversee day-to-day administrative support functions including preparation of department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and Popular Annual Financial Report (PAFR).

Candidates for this position should have experience managing fiscal and administrative staff and perform accounting/fiscal functions such as preparation of budgets, financial reports, and fiscal policies, purchasing, contract administration, Cost allocation Plan, Schedules of Expenditures of Federal Awards, and complex financial analysis. More specifically, fiscal duties will include, but not be limited to overseeing the preparation of department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and Popular Annual Financial Report (PAFR).

Examples Of Duties

• Prepare, review, and submit the Controller's Office operational budget and performance measures and coordinate budget activities with the County Manager's Office.
• Coordinate, review, and submit Countywide SB90 State Mandates claims to the State Controller's Office.
• Coordinate, prepare and submit Countywide Cost Allocation Plan to the State Controller Office.
• Develop productive hour rates and Indirect Cost Rate for the Controller’s Office’s SB 90 claims.
• Coordinate and compile the Countywide Schedule of Expenses of Federal Awards for Single Audit Report.
• Review the Measure K journal entries and P-Card journal entries Manage Controller’s Office Accounts Payable and Safety Inspection
• Preparation of Controller’s Award winning Popular Annual Financial Report (PAFR).
• Develop the Division’s procedures handbook for implementation of county policies.
• Maintain budgetary and fiscal controls, perform cost-benefit analyses, and provide forecasts of revenues and expenditures.
• Monitor Controller’s Office contracts including request for proposals and negotiation of contracts with vendors.

Qualifications

Education and Experience:

Education: Bachelor's Degree in Business or Public Administration or a related field.

Experience: Three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. Accountant I

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of computer systems and greater overall experience.

Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

EXAMPLES OF DUTIES

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV - Confidential.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, performs internal audits of County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

TYPICAL DUTIES AND RESPONSIBILITIES:

Duties may include, but are not limited to the following:

• Plan, organize and direct Finance division activities including overseeing accounts payable, payroll, accounts receivable, and cash receipt activities
• Direct, oversee and participate in the development of the financial division work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures
• Establish and maintain journals, ledgers and supporting financial records; supervise the maintenance of the General Ledger; supervise the recording of all revenue, encumbrances, and disbursements
• Develop and administer accounting and budget control systems as necessary to comply with accounting procedures, laws, ordinance, and other regulations
• Prepare the Financial division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget
• Participate in recommending the appointment of, training, motivating, and evaluating personnel; participate in establishing and monitoring employee performance objectives; prepare and present employee performance reviews
• Assist in coordinating and monitoring the Town's Capital Improvement Program including controlling project expenditures, establishing new projects, and closing completed projects; research and recommend new financing methods; prepare project reports as needed
• Research and prepare technical and administrative reports; prepare written correspondence
• Establish and monitor internal controls to ensure accounting standards are met; develop and implement policies and procedures relating to accounting activities
• Conduct and coordinate the Town’s annual audit and serve as the liaison between the Town and its external auditors. Ensure the completion of annual State Controller’s Office Reports and other compliance reports as required
• Oversee the maintenance of the Town’s financial software system and ensures that system upgrades occur in a timely manner and communicates changes/impacts to system users
• Manage the month-end and year-end close process and prepares related reports
• Provide financial information to Town officials, staff, vendors, and the general public
• Perform financial studies and analytical and statistical reports as assigned
• Report for work at any time in event of disaster or other emergency situation
• Attend seminars and workshops related to duties and responsibilities
• May serve in a temporary appointment as the acting department head in the absence of the Administrative Services Director
• Represent the Town with dignity, integrity, and the spirit of cooperation in all relations with staff and the public
• Build and maintain positive working relationships with co-workers, other Town employees and the public using principles of good customer service
• Coordinates the Town’s risk management and safety programs to ensure compliance with all State and Federal legal requirements
• Provides risk management review and guidance to management, supervisor, and staff regarding existing or proposed Town activities, programs, and projects to enhance safety and identify and reduce associated risks
• Serves as the Town’s representative to Risk JPA and Board of Directors
• Perform related duties as assigned
