The Planning, Building and Code Enforcement (PBCE) Department is currently seeking to fill Certified Building Inspector Supervisor positions in each of the following areas; Building, Electrical and Plumbing/Mechanical Specialty in the Building Division. The incumbent in these positions will report to a Building Inspection Manager or Division Manager depending on the assignment, and supervise Building Inspector Combination in any or all specialties.

A Building Inspector Supervisor performs work involving all aspects of construction in the City of San José including plan review, inspecting, supervising and coordinating plan review, permit issuance and inspections as well as solving problems within the Department's Combination and Specialty Inspection programs. The supervisors are subject experts in one of the following three base disciplines: Building, Electrical, and Plumbing/Mechanical. Their principal function is to verify that construction is safe and complies with applicable codes, ordinances, regulations and building design criteria.

Typical duties for this position include but are not limited to:

-Provides lead direction or supervises employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and, making hiring, termination and disciplinary recommendations and any other recommendations related to the change in status of employees.

-Oversees and coordinates resources and daily operations of a number of plan review and inspection projects in one or more technical building trades disciplines which includes: establishing and monitoring work plans; ensuring compliance with applicable codes and standards; assisting in the evaluation of new and existing programs; and, relocating resources as needed.

-Performs plan review and inspections on unique or difficult projects which includes identifying and scheduling industrial, commercial, and residential facilities for inspections.

-Resolves disputes and politically sensitive issues regarding compliance with codes, regulations, ordinances, standards, and contract agreements.

-Perform complex plan reviews and inspections, resolve plan review, permit issuance and job-site issues and respond to inquiries and complaints from customers.

-Develop training curriculum and opportunities for staff, to further the field section goals of increased customer service and consistency.

-Provides ongoing reports to management which includes preparing written reports and giving oral presentations of program performance analyses of plan review and  inspections.

-Undertakes the customer service and public relations function which includes: providing technical support and departmental information to staff, the public, other City departments, and outside agencies.

-Reviews building inspection plans; negotiates and monitors building contractor activities within prescribed guidelines.

-Participates in researching, developing, implementing, and evaluating new division processes and procedures.

This classification requires a disclosure of outside investments, real property interest, income and business provisions.

SALARY

$109,428.80 - $133,328.00 annually

DEFINITION

Under direction of the Chief Building Inspector, the Building Permit Technician processes building permit applications and issues permits.  Provides information concerning building permit requirements, codes and inspection procedures to contractors, design professionals and the public, checks plans for completeness, calculates permit fees, issues over-the-counter building permits and routes plans.  Does related work as required.

EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:  accept, review and evaluate building permit applications for completeness and correctness ; review blueprints for completeness and accuracy and check for basis code compliance; verify parcel ownership and check for violations and inspection history; process over-the-counter residential applications for permits to repair-in-kind building, electrical, plumbing and mechanical; determine which agencies must review applications and route building permit applications to various City agencies and departments to process; provide information to the public concerning the building permit process requirements, codes and inspection procedures; assist the public in completing applications for building permits; receive complaints and handle or route to the appropriate staff to solve; explain denials of applications, additional requirements and the process for reapplying; determine building fees; calculate square footage and determine cost-per-square-foot based on use, occupancy and type of construction; notify applicant when the building permit will be issued or if additional information is required; issue building permits; input, access and analyze data using a computer; maintain records; prepare weekly and monthly reports; and attend meetings.

MINIMUM QUALIFICATIONS

Knowledge of: Federal, state and municipal codes, ordinances, and regulations related to building construction, electrical, plumbing, mechanical, heating, and gas installations; construction drawings and blueprint reading; building construction types; inspection methods and procedures; office practices and procedures.

Ability to:  Establish and maintain effective, tactful, positive and fair working relationships with property owners, developers, building contractors and the general public even in occasionally hostile situations; understand, explain, and consistently and fairly apply policies, laws, codes, regulations, and the permit process; apply the principles of mathematics; read and interpret building plans and specifications; review building permit applications for completeness and correctness; use assessor’s parcel map to locate property; calculate square footage; input and access data using a computer;  interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  One year of public contact work in a similar enforcement department or agency or experience with land use regulations, the building process, construction, or drafting which was combined with major public contact.

Education:  Graduation from high school or equivalent.  Desirable additional education would include two years of college course work in construction technology, blueprint reading and drafting, building inspection or civil engineering.

License:  Must possess a valid Class C California Driver’s License and an acceptable driving record.

SALARY:                         8-Hour Schedule: $5,073.28 to $7,138.63 monthly (26 pay periods annually)
                                        24-Hour Schedule: $5,453.76 to $7,674.02 monthly (26 pay periods annually)

DEFINITION
To perform a variety of routine and skilled technical duties in the continuous operation of a wastewater treatment plant, on an assigned shift.

DISTINGUISHING CHARACTERISTICS
This is the journey level class in the Wastewater Treatment Plant Operator series and is distinguished from the Wastewater Treatment Plant Operator - Grade II level by the ability to perform the full range of duties assigned including those that require a Grade III Wastewater Treatment Plant Operator certificate.  Employees at this level receive only occasional instruction or assistance as unusual or unique situations arise.

SUPERVISION RECEIVED AND EXERCISED
•    Receives general supervision from a Wastewater Treatment Plant Chief Operator.
•    May exercise technical supervision over less experienced staff.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
•    Operate SCADA (Supervisory Control and Data Acquisition) computer equipment to control and monitor flow of wastewater treatment and processing chemicals through the treatment plant and reclaimed water distribution system; monitor gauges and meters and record meter readings; maintain shift log.
•    Observe variations in operating conditions; interpret computer, meter and gauge readings; check, standardize, and calibrate instruments, analyzers and chemical feed pumps; start and stop electric driven pumps and motors to control and adjust flow and treatment processes.
•    Respond to all plant alarms and take necessary actions to prevent damage to machinery and facilities; may coordinate and assist the electrical and mechanical workers.
•    Collect samples and perform routine laboratory tests and analysis; determine chemical and physical characteristics of raw, settled, filtered, and finished reclaimed water; interpret results and make necessary changes to keep the plant effluent exceeding NPDES and Title 22 requirements.
•    Inspect mechanical equipment for proper working order and prepare/submit submit work orders for mechanic and/or electrical maintenance attention; perform routine maintenance work.
•    Participate in preparation of reports to internal divisions and department; and participate in preparing costs estimates related to budget recommendations.
•    Based on assignment operate and monitor remote sites; make process control decisions for plants and remote sites that other operators may implement.
•    Maintain records and documentation; respond to customer questions and complaints; and assist in oversight and training of less experienced wastewater treatment operators.
•    May assist in the training of less experienced staff.
•    Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

MINIMUM QUALIFICATIONS

Knowledge of:
•    Principles, practices, and regulations related to operating a wastewater treatment plant in accordance with the scope of duties allowed by a Wastewater Treatment Plant Operator Grade III certificate.

•    Perform wastewater treatment plant operations/activities as provided within the scope of a Wastewater Treatment Plant Operator Grade III certificate.

EXPERIENCE AND TRAINING

Experience:
Two years of increasingly responsible experience operating a wastewater treatment plant, similar to that of a Wastewater Treatment Plant Operator – Grade II with the City of Roseville.

Training:
Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate:
•    Possession of a valid California driver’s license by date of appointment.
•    Possession of a Wastewater Treatment Plant Operator Grade III certificate issued by the State Water Resources Control Board by date of appointment.

DEFINITION

Under supervision, operates and maintains equipment and facilities of the water and wastewater system on an assigned shift, and performs other duties as assigned. Incumbents in this position who satisfactorily pass their probationary period and possess a State Water Resources Control Board Grade 1 Operator’s Certificate and a State of California Department of Health Services for Water Treatment Grade 2 Certificate are eligible for appointment to the Water/Wastewater Operator I classification upon recommendation of the Director of Water and Wastewater Resources.

EXAMPLES OF DUTIES

Monitor the operation of the water system in accordance with federal and state regulations determining judicial regulation of water flow from wells and other supply sources, reservoirs and pumping stations, using electronic and mechanical instrumentation controls; perform hydrant tests, distribution system shutdowns, service restorations and flushing.

Monitor the operation of the wastewater treatment plant, in accordance with federal and state regulations by controlling flow and processing of wastewater biosolids and effluent.

Typical duties for both the water and wastewater system include:

Monitor gauges, dials, meters and control panels and other recording instruments, interpreting results to determine processing requirements, and record data and maintain routine and daily records and shift logs; lubricate, clean, and adjust equipment; identify problems and prepare detailed work orders; respond to customer's requests for service; collect samples and perform basic laboratory analyses and interpret results; perform general plant maintenance work such as sweeping, cleaning, sanding, and painting and general grounds maintenance work; may have to work under adverse conditions and/or on various shifts.

Ability to: Work safely and effectively on various shifts; follow oral and written directions; perform heavy manual labor; learn to safely operate equipment used in water and wastewater treatment facilities, collect samples and perform standard laboratory tests of potable water, wastewater, receiving waters and biosolids and interpret such tests; read and interpret gauges and recording devices and keep adequate records; perform mathematical computations involved in the operation of water and wastewater facilities; use CRTs and PCs;, adjust treatment processes as indicated by plant conditions; work independently; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from high school or equivalent. Successful completion of one three-unit semester course which is directly related to wastewater treatment and which is part of the curriculum of an accredited college or university is desirable. Continuing education in related subjects is desirable.

Experience: One year of experience in full-time employment.

Physical Requirements: Moderate, and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. May work in adverse conditions which require exposure to inclement weather, noise, noxious odors, gases, or contact with water and/or wastewater.

License:

Must be able to obtain an Operator In Training Certificate within 90 days of appointment. Must pass the State Water Resources Control Board Grade I Wastewater Treatment Operator Examination prior to the expiration of the Operator-in-Training Certificate. Possession of a certificate issued by The State Water Resources Control Board for Water Treatment Operator I, or the ability to obtain within 18 months of appointment.

Possession of a certificate issued by The State Water Resources Control Board for Water Distribution Operator I, or the ability to obtain within 18 months of appointment.

Possession of a valid Class C California Driver's License (including acceptable driving record.)

Under general supervision and direction of the Building Official, inspects installation to ensure compliance with all building and construction regulations; provides assistance to the general public on pertinent regulations; and prepares and maintains inspection records and reports.

DISTINGUISHING CHARACTERISTICS:

The Building Inspector is expected to perform the full range of building duties.  This position receives only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

ESSENTIAL FUNCTIONS:

1. Inspects construction, alterations or maintenance work for compliance with provisions of the building, electrical, mechanical, plumbing, and housing codes.
2. Ensures compliance with energy conservation standards and zoning ordinances in accordance with approved plans and specifications.
3. Inspects existing buildings to determine suitability of structures for a particular use or to mitigate hazardous conditions.
4. Provides information to builders regarding code requirements.
5. Maintains building plans and inspection records for on-going projects.
6. Follows up violations and expired permits in a manner to facilitate final compliance.
7. Performs combination inspections to include structural, plumbing, mechanical and electrical installations for swimming pools to ensure compliance with adopted codes in all residential and commercial projects.  Adopted codes shall include in part, the Building, Plumbing, Mechanical and Electrical Codes, State Energy and Handicapped Codes, City ordinances, and State and local laws and codes where appropriate.
8. Reviews and approves residential and commercial plans and layouts prior to issuance of permits.
9. Investigates new and existing construction for evidence of illegal practices, such as, construction, demolition and alterations.
10. Checks existing construction for suitability of occupancy classification and for evidence of deterioration and hazardous conditions.
11. Meets with business and property owners with respect to certificate of occupancy, inspections and certificates.
12. Assists and advises contractors, homeowners regarding pertinent regulations; analyzes practices and recommends improvements.
13. Assembles and writes reports, including inspection reports, correction notices, stop work orders, and construction site stormwater runoff reports.

Completion of 30 units is desirable with five hundred (500) to one thousand (1,000) hours of group recreational activity leadership experience; or an equivalent combination of education and experience which has provided knowledge of principles and practices of public recreation and basic rules and regulations governing competitive group athletic games.

Language Ability:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports.  Ability to effectively communicate to the general public in written and oral form, including teaching.

Math Ability:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compile statistical information and track scores.

Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written or oral form.  Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses:
California Driver’s License; First Aid and CPR certificates within 6 months of employment. The Therapeutics program requires a Commercial Class C license (within 6 months of employment), and is subject to drug testing, including pre-employment.  All positions working with children under 18 require fingerprint clearance.

Examination:

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

The Position

The Building Official organizes, directs, plans, supervises, and coordinates the work of the Building Division and ensures compliance with laws and regulations applicable to building construction and maintenance.  The position exercises direct supervision over professional and technical staff in the Building Division.  The Building Official receives general direction from the Community Development Director and/or Deputy Community Development Director and works collaboratively with other division managers within CDD.
