THE POSITION

Under general supervision, a Permit Technician II performs technical and administrative support functions in the processing and issuance of permits in the Permit Center of the Community Development Department; assists customers with questions relating to zoning and building codes, entitlement, and plan review processes; reviews and researches plans primarily of a preliminary nature to ensure compliance with codes and regulations; reviews plans and applications for issuance of permits on smaller projects such as home occupation permits or smaller building permits; explains, calculates and assigns development impact and permit service fees; coordinates the routing of projects to and from other divisions/departments; and performs other duties as assigned.

The Department: 
The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position:
This position will conduct investigations, plan reviews, and inspections related to storm water pollution, sanitary sewer overflows, water wasting practices, fats, oils and grease (FOG) source control, recycled water, land use, buildings, zoning and related municipal codes and ordinances, to determine violations and gain compliance. Performs various water, sewer and recycled water sampling.

The annual salary range for this position is $107,380.80 - $137,341.32.  This position will be filled at or near the minimum of the salary range.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field; and
• Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

Possible Substitutions:
• One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

Desirable Qualifications:
• A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
• A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

For the Public Works Department:
• A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.

For the Water and Sewer Utilities Department:
• A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
• A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
• A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

OTHER REQUIREMENTS
• May be required to occasionally work evenings and weekends.

The City of Orinda Planning Department seeks a strong customer-service oriented Planning Technician to primarily staff the Planning Counter and process code-enforcement cases.  Depending on experience, the successful candidate may also gain opportunities to assist with various current and long-range planning tasks.  This non-exempt position reports to the Director of Planning.

THE POSITION

The Code Enforcement Officer I or II is a part of the Building Division in the Community Development Department. This position will be filled at either Officer I or Officer II level, depending on qualifications of the final candidate. Under the direction of the Building Official and with day-to-day supervision by Senior Building Inspector, Code Enforcement Team, this position will work to ensure compliance with the Redwood City Municipal Code, ordinances and zoning regulations; and investigate and document violations. The Code Enforcement Program seeks to promote and maintain a safe and desirable living and work environment. These duties will require coordination with other City staff in Community Development, Public Works, Fire and Police Departments, as well as other agencies, and the public.

Typical duties include, but are not limited to: Work closely with homeowners, businesses and community groups to enhance the quality of neighborhoods through public relations, community building, and code enforcement related educational activities; Maintain effective and cooperative relations with the public; Investigate complaints of violations of City code, zoning ordinances, sign regulations and related laws, ordinances, and codes; Document complaints, inspections, actions, administrative remedies and compliance; Issue courtesy notices, notices of violations, correction notices, and stop work orders, as appropriate; Conduct routine follow-up investigations to ensure compliance with applicable codes, notify concerned parties of action taken. Code Enforcement Officer II will be required to handle the more complex type of Code Enforcement violation such as dealing with Zoning and illegal construction cases.

POSITION

To perform office and field work involving the inspection, investigation, and compliance of City codes, ordinances and abatement regulations.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Receives and responds to complaints regarding substandard dwellings or structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other zoning and municipal code violations. Investigate possible violations; photograph evidence; contact responsible persons and compose letters; issues notices of violation, infraction, and/or misdemeanor citations for non-compliance; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files. Reads, interprets and applies state laws, municipal codes and ordinances, and other pertinent regulations. Drive vehicles as required. Work cooperatively with others.

OTHER JOB FUNCTIONS

Prepares necessary violation and other notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required. Contacts property owners; schedules and conducts on-site inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties. Prepare code violation cases for public hearings and court proceedings; appear at public hearing as necessary for case prosecution. Performs abatement of hazardous items on vacant lots and other premises. Explain and interpret requirements and restrictions. Maintain records and prepare reports of inspections and related code enforcement files. Perform related duties as assigned.

QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Code Compliance Officer I:

Education:  Equivalent to completion of the twelfth grade.

Experience:  One (1) year of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Possession of, or ability to obtain, an Arrest Course 832 Penal Code certificate within one (1) year of hire.  Possession of valid California Driver’s license required upon hire.

Code Compliance Officer II:

Education:  Equivalent to completion of the twelfth grade with advanced coursework or specialized training in planning, building inspection, technology or a related field desirable.

Experience:  Two (2) years of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Must possess Arrest Course 832 Penal Code certificate and a valid California Driver's License upon hire.
 

Bilingual: The ability to speak and understand Spanish is highly desirable.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

Code Enforcement Official I:

• Graduation from an accredited high school or equivalent.
• Community College coursework in communications, law enforcement, planning, business, or public administration, or a related field preferred.
• One (1) year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact.
• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.

The City of Menlo Park is currently accepting applications for Child Care Teacher I/II.   

These positions are part-time (20 hours a week) and provide a flexible work schedule. We are looking for candidates that enjoy teaching & working with preschool and school aged children. The working hours are Monday through Friday.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

City offices operate on a 9/80 schedule: Monday-Thursday for 9 hours, 8-hours one Friday, off/closed the other Friday. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.
