The Program Manager leads and participates in activities related to organizing program activities associated with the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs for Pioneer customers. Duties include:

• Coordinating Programs Division activities with those of other division and outside agencies and organizations; coordinating use of staff time and resources with Director of Communications. 
• Researching, developing, and implementing various energy efficiency and conservation programs for residential, large and small retail commercial electric utility customers, tenant improvements, new residential construction, and retrofit projects; updating and modifying existing programs to make best use of new technology in response to customer needs and to reduce electric utility demands and operating costs.
• Assisting with designing energy efficiency and other demand-side management programs including developing metrics to gauge program success.
• Managing and implementing energy efficiency or other demand-side management programs.
• Providing feedback on the performance of staff involved in the implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.
• Researching products to improve electric energy efficiency; reviewing electric industry and various market sectors for best practices; identifying new technology and products that are available to customers and meets the demographics of the community.
• Conducting research including surveys and analysis regarding public opinion about the value of and demand for energy efficiency programs.
• Researching and reviewing grant opportunities; completing and submitting grant application and administering grants; developing and implementing programs consistent with grant requirements.

Qualified candidates will have an ability identify, design, and administer programs that result in energy/cost savings for customers and perform complex calculations related to energy efficiency and perform energy audits.  

Any combination of experience and training that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be:

Education:
Bachelor’s degree from an accredited college or university with major course work in Business Administration, Environmental Science, or a related field.
AND
Experience: 
Two years of experience in the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.
OR
Five years of experience working at a CCA or utility with direct involvement in the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.

The salary range is $128,679 - $192,372, with placement dependent on qualifications with generous benefits.

CLASS CHARACTERISTICS
This category of work is considered executive professional, with the concept and title limited to use only within the Executive Department; positions at this level plan, direct, manage and oversee one or more department related programs, policies and procedures with District-wide impact.  Incumbents are responsible for designing, planning, implementing, evaluating, and modifying functions and programs, including short- and long-term planning activities; allocating staff and budget resources among competing demands; budget preparation and management, and developing and implementing recommendations for operational, policy, and procedural improvements.  Employees exercise initiative and resourcefulness, considerable independent judgment, and have extensive contact with senior management positions within the District, Board of Directors, other public agencies, regulatory and governmental agencies, and the public.

WHAT YOU WILL ACTUALLY DO

Build & Innovate:

• Lead the implementation of the Five Elements Framework—an evidence-based framework developed with leading researchers – in all our alerts and warning initiatives.
• Design multilingual alert systems that reach every community, including those often left behind.
• Integrate cutting-edge technologies: IPAWS, Genasys Protect, AI-powered monitoring, and tools that don't exist yet.
• Develop dashboards and systems that give our partners real-time situational awareness.

Coordinate & Connect:

• Serve as the nexus point between local, state, and federal emergency communication systems.
• Coordinate with 20 cities, 18 unincorporated areas, fire districts, law enforcement, healthcare systems, and community organizations.
• Build relationships with trusted community messengers who can amplify our reach.
• Manage vendor relationships and contracts for emergency notification platforms.

Respond & Adapt:

• Maintain 24-hour readiness and participate in on-call rotation.
• Staff the Emergency Operations Center during activations—from Blue Sky preparedness to Dark Sky crisis.
• Lead after-action reviews that turn every incident into institutional learning.
• Troubleshoot systems under pressure when everything depends on them working.

WHO YOU ARE

• Bachelor's degree in emergency management, public administration, communications, or related field (Master's preferred but not required).
• 5+ years in program planning, emergency management, or crisis communications.
• FEMA ICS courses (100, 200, 700, 800) and IPAWS certification (IS-247, IS-251)—or willingness to complete.

The Technical Credentials:

• Deep knowledge of IPAWS protocols and alert & warning best practices.
• Fluency with emergency notification platforms, GIS, and communication technologies.
• Coding ability (Python, Java, or C++) to build tools, automate workflows, and solve problems.
• Understanding of radio communications systems and redundant infrastructure.

Under the general direction of the Deputy Executive Director of Projects, the Director of Programming and Project Controls will plan, organize, manage, and provide administrative direction and oversight for all activities of the Programming and Project Controls Department; coordinate assigned projects, programs, and activities with other Alameda CTC staff, local agencies, regional transportation agencies, and state, and federal agencies; provides complex staff assistance to the Deputy Executive Director of Projects in areas of expertise; and perform related work as required.
