The City of Thousand Oaks is seeking a dedicated and ambitious Strategic Communications and Public Affairs Intern to join our team! The Intern will be immersed in the practical application of legislative affairs and government relations, economic development, and strategic communication and public affairs. This is an excellent opportunity for someone eager to gain hands-on experience in a public-sector environment. 

This internship will take place during the 2025 Spring Semester (between January 22, 2025, and May 16, 2025). The internship will consist of five-hour workdays, twice per week.  The exact dates and length of the internship will be determined when the candidate has been selected.  

Legislative Affairs and Government Relations 

The Legislative Affairs and Government Relation’s scope of learning for is focused on policy within local government, its purpose, and its function.  The curriculum will integrate local governance  while examining legislative advocacy and government relations. The purpose of this curriculum is to better familiarize the intern with how local government fits the large scheme of government and how policy plays a large role.    

Economic Development 

The Economic Development division works to foster economic activity and advance the economic vibrancy and sustainability of our city with the purpose to uphold and enhance quality of life for our residents. The Division tracks and analyzes various data sources to identify trends and potential opportunities to inform decisions and priorities. They develop and implement a suite of programs and services to support business investment, attraction and retention in Thousand Oaks. Furthermore, the Division works in partnership with local business community organizations and institutions of higher education to leverage resources and maximize economic impact.   

Strategic Communications and Public Affairs 

The Communications and Public Affairs division ensures cohesive communication aligned with brand guidelines and maintains an engaging online presence. They manage the organization's website, develop both traditional and digital marketing campaigns, oversee social media channels, and create promotional materials. Additionally, they support city public and media relations activities, implementing brand marketing strategies to enhance the city's image and visibility.   

PRIMARY RESPONSIBILITIES 

• Legislative Affairs and Government Relations: Local government overview, examine city operations, observe legislative meetings and policy committees, develop advocacy letters, city council policy development, attend government relations meetings 

• Economic Development: Review strategic and responsive directions, use of GIS maps for local zoning observation, evaluate development proposals, use data sources and trends to evaluate economic climate, and internal and external partnerships overview 

• Strategic Communications and Public Affairs: SWOT analysis audit, develop and edit website content, website development, content creation, and city website comparative analysis

DESCRIPTION 

The City of Thousand Oaks is excited to announce an opening for a Debt and Investment Analyst! As a key member of the Finance Department, the Debt and Investment Analyst will play a crucial role in analyzing our investment portfolio, assessing financial risks, administering debt issuances, and providing strategic insights to support City goals and objectives. We are seeking a highly analytical and detail-oriented candidate with a strong background in finance and investing and a passion for process improvement.    

RESPONSIBILITIES  

• Oversees the City’s investment portfolio; analyzes the City’s daily cash position and cash flow requirements; analyzes 

•  economic and interest rate trends; reviews investment strategies and options and recommends investments as appropriate.  

• Coordinates purchase and sale of investment securities; oversees and/or prepares necessary documents.  

• Prepares and transmits wire transactions as necessary for operation of City services. 

• Maintains relationships with bankers, custodians, and brokers, including administration of contracts and services. 

• Performs debt administration duties; reviews and interprets bond related documents; records all financial transactions relative to bond issues; ensures bond compliance with bond indentures, disclosure requirements, and related documents.  

• Performs complex and technical analyses; coordinates City review and action on new debt issuances and the refinancing of existing debt; assists in establishing financing parameters; reviews bond counsel reports to ensure City priorities are addressed and interests protected; drafts reports and recommendations for review. 

• Oversees the administration of all Community Facilities Districts within the City, including submitting principal and interest payments, preparing annual budget, and submitting direct assessment amounts to be placed on the property tax roll. 

• Oversees the administration of the Investment Review Committee, including preparing the quarterly agenda, leading the quarterly meeting, and responding and answering questions from Committee members. 

• Serves as the City’s contact for debt administration and investments with the public and other government agencies; responds to questions and inquiries in a timely and efficient manner.  

• Stays abreast of legislative and regulatory actions pertaining to cash management, investments, and debt administration.  

• Prepares staff reports and recommendations for City Council; prepares a variety of quarterly and monthly investment reports for the City Manager and/or City Council.  

• Provides assistance in the development and administration of assigned budgets; monitors budgets and analyzes current and historical trends and determines and improves forecasting.  

• Provides or coordinates staff training on debt responsibilities citywide. 

• Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.  

• Completes special projects as assigned; drafts reports and recommendations on assigned projects.

The Town of Portola Valley is seeking a motivated and organized professional to join the team. DEFINITION:

Under administrative direction, plans, organizes, manages, and provides direction and oversight for all functions and activities of the Planning Department, including current and advanced planning, code enforcement, building permits, economic development, environmental sustainability, open space acquisition and management, and housing; coordinates assigned activities with other Town departments and outside agencies; other assigned duties, and provides complex administrative support to the Town Manager.

DISTINGUISHING CHARACTERISTICS:

This is a department head classification that oversees, directs and participates in all activities of the Planning Department, including short- and long-term planning, development and administration of departmental policies, procedures, and services.  This class serves as the Town’s professional expert on all matters related to the activities of the Planning Department.  Successful performance of the work requires knowledge of the public policy, municipal functions and activities, and the ability to develop, oversee, and implement projects and programs in a variety of areas.  Responsibilities include: coordinating the activities of the department with those of other local departments and agencies, managing and overseeing the complex and varied functions of the department, and ensuring that services provided are of the highest quality. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

A Community Service Officer is a non-sworn uniformed police technician who is responsible for basic criminal and traffic collision investigations, issuing parking citations and warnings, towing abandoned vehicles, and basic collection of investigative information and evidence. About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties.
