SENIOR TRANSPORTATION ENGINEER

The Organization

The Public Works, Transportation Engineering Division plans and operates a multi-modal transportation system with safe and convenient choices for walking, bicycling, driving and using transit, through local actions, and in coordination with regional and state transportation agencies. Our work is guided by a City adopted Mobility Action Plan, Vision Zero Action Plan and in Coordination with the City's Mobility Commission. 

The City is currently developing its first Active Transportation Plan (ATP), which updates and consolidates its previous Bicycle Master Plan and Pedestrian Master Plan and provides guidance for its active transportation programs for the next five years.

The Position

The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be "a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city." Specific City goals and current projects include implementing the "Vision Zero" traffic safety improvement program, transforming Fremont's transportation corridors into "complete streets" that are safe, comfortable, and convenient for all travel modes and users of "All Ages and Abilities", reducing the number of vehicle miles traveled, expanding available transit services, modernizing the City's traffic signal system, upgrading State Highway corridors, and supporting new innovations in transportation technology.

In 2019, the City completed a Mobility Action Plan and formed a Mobility Commission to assist with plan implementation. Interested applicants are encouraged to read the Mobility Action Plan as well as the Mobility Chapter of Fremont’s General Plan available for viewing on the City’s website www.Fremont.gov. Minimum Qualifications

The successful candidate will typically possess the following:

• Education: Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.
• Experience: Five years of professional Transportation engineering experience at the fully qualified working level.
• Licenses/Certificates/Special Requirements:
  • Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers is required. Dual registration is highly desirable.
  • This classification requires the ability to travel independently within and outside the City limits. Positions in this classification require possession of a valid Class C California Driver's License by the time of appointment. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.

The City of Sebastopol is seeking a problem-solving, inclusive, collaborative, and good communicator professional with an understanding of engineering principles and terminology, the ability to read and interpret blueprints and schematics, strong mathematical skills for calculations and measurements, and familiarity with industry standards and safety protocols for the role of Engineering Technician I/II.

This position performs various tasks in the office and field, both technical and administrative, supporting the Public Works Department and the City Engineer. The Engineering Technician I/II will be the primary contact person providing assistance and referrals to visitors at the City’s Corporation Yard. The incumbent may be assigned duties related to compliance programs and reporting, engineering projects, and capital projects, which may include project management, development and plan review, calculating fees, issuance of permits, maintaining plan files and engineering records, field surveys, site inspections, information gathering, data analysis, performing mark and locate functions, participating in surveying activities, or other areas as needed. This is a flexibly staffed classification. Advancement from level I to level II is based on the successful performance of the full range of level II job duties and the existence of an approved and budgeted level II allocation. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by the pool of qualified applicants.

The City of Sebastopol is seeking an engaging, inclusive, collaborative, and talented leader who is well-versed in engineering principles and practices, project management, facility and infrastructure maintenance, water distribution and wastewater collection systems, public parks and facilities maintenance, laws, regulations, and safety standards. The Director of Public Works/ City Engineer serves as the City Engineer and coordinates assigned activities with other departments and outside agencies.

This position plans, organizes, directs, and reviews the full range of activities and operations of the Department of Public Works, including engineering design, public works construction and inspection, repair and maintenance of City infrastructure and streets, and transportation programs. Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. We are currently seeking to hire 1-2 new FTEs.

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

• Develop and submit lesson plans including class content and material needs.
• Lead organized activities to develop and strengthen youth academic, recreational, and social skills.

General supervision is provided by a program coordinator or Recreation Supervisor. The Program Specialist may supervise a part-time aide and/or "counselor in training" in a classroom environment in daily activities.

MINIMUM QUALIFICATIONS

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting
• Must be willing and able to work days, nights, weekends, and holidays as required

When assigned to development review, you will have the opportunity to:

• Review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines.
• Evaluate and recommend mitigation measures to address adverse impacts of development projects, review plan checks for small developments, and review traffic control plans for construction projects.

When assigned to capital project design and traffic signal systems, you will:

• Manage capital improvement projects including development of conceptual design options, detailed engineering design, bid and construction administration.
• Prepare council reports, conduct presentations, and respond to project-related inquiries from the public.
• Be involved in Complete Streets Projects and traffic calming projects, analyzing street and road use with a focus on safety and efficiency of transportation networks.

An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Progressively responsible related experience may be substituted for the college course work on a year for year basis. A master's degree in Transportation Engineering/Planning or a related field is desirable.

Requirements include:

• Valid California Registration as a professional Traffic Engineer or a professional Civil Engineer.
• Valid California driver's license and a satisfactory driving record.
