About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

Provides employability services to eligible applicants of local social service agencies; applies program regulations and procedures; assesses employment potential and barriers that interfere with securing employment; identifies needs for social and health services and makes referrals; collaborates with partner agencies and employers; uses an automated system to maintain and monitor participants' records and generate reports; may determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; and performs related work as required.

Working under close supervision, Employment & Training Worker I is the entry/trainee level in the Employment & Training Worker series. Employees in this class receive in-service training in the performance of routine duties related to the provision of employment services. As requisite skills and knowledge are developed, greater independence and the full scope of responsibility are exercised. Employees are expected to promote to Employment & Training Worker II after one year of satisfactory performance at the trainee level.

• Operates a personal computer, including software programs and an automated system, to enter and retrieve data, manage individual client cases and overall caseload, compile statistical reports, and perform other assigned duties.
• Maintains regular contact with clients to monitor each client's completion of tasks and progress toward attaining goals that will lead to securing employment, and compliance with program requirements.
• Documents evidence of individual clients' compliance or non-compliance with program rules and regulations, and follows procedures related to the imposition of sanctions.
• Performs a variety of clerical duties related to organizing, prioritizing and scheduling assignments; meeting deadlines; completing forms, reports and other documents; maintaining automated and manual files and logs; managing client cases; and fulfilling other responsibilities as required.
• Establishes and maintains cooperative, effective working relationships with program participants; department employees; regional employers, educational facilities, trainers and all others who are program stakeholders and supporters.
• May assess family situation to determine if Family Stabilization services are appropriate.
• May develop Family Stabilization service plan with family and service providers.
• Performs related duties as assigned.

Positions also responsible for determining the eligibility for public assistance programs perform the following additional duties:

• Analyzes financial information and eligibility information to determine initial or continuing eligibility for multiple aid programs.
• Enters and retrieves numerical and narrative data and issues benefits from an automated computer system.
• Assists clients in accessing community services.
• Organizes caseload so that necessary case records and documents are processed and updated within specific time limits established by regulation and local policy.

THE POSITION

Tri-City is currently hiring to fill one full time vacancy for a bilingual Office Specialist. The Office Specialist provides difficult, complex, and specialized administrative support to assigned departmental projects and programs; develops, summarizes, and maintains administrative and financial records; types, edits, processes, distributes, and files a variety of documents; enters data and information into various databases and computer systems; and performs related duties as assigned.

• Under the supervision of Medication Support Team manager or assigned designee, candidate will be responsible for scheduling all Initial Medication Evaluations, as well as keeping count of number of IME’s scheduled, attempts made, rescheduling, removal of candidates and all necessary functions related to the scheduling of IME, including documentation of action taken per Electronic Health Record.

• Completion of all Pharmacy requisitions and flex funds as indicated on a monthly basis.

• Under the Supervision of Medical Director-Compile Weekly Initial Medical Eval Reports, Monthly IME reports, blocking of all MD schedules including for vacations, trainings and meetings.

Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Field Resource Specialist who will plan, organize, manage, oversee, and participate in the implementation of vegetation management, fuel reduction, and natural resource protection and restoration projects on Midpen lands. The Field Resource Specialist participates in long-term and short-term project planning, grant application and administration, coordinates assigned activities with other Midpen departments and outside agencies. This position will supervise staff and will direct consultants, contractors, and volunteers to assist in completing this work. Supervisory and administrative tasks will include budgeting, project management, setting priorities, and providing guidance to multi-disciplinary teams. Midpen has one vacancy for the position of Field Resource Specialist. The start date for this position is December 2024.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. Work Environment:  This position is part of the Land and Facilities Services Department assigned to a field office and will work primarily in the Foothill office in Rancho San Antonio Preserve, Cupertino, and will visit Midpen field sites. Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Human Services Specialist (Family Partner) will work as part of a team with counselors and case managers to provide services to parents and their children in Fremont, Newark and Union City. The incumbent will provide peer support and assist families in navigating systems and accessing needed services while promoting independence and advocacy skills through a respectful and non-judgmental manner. The Family Partner uses their own personal lived experience and ensures that the family’s perspective is represented in the provision of all services which will be conducted in the child’s home or school, at Youth and Family Services’ clinic located at the Fremont Family Resource Center or in other community settings.

Examples of Job Duties

• Assists family with identifying need, existing strengths, and accessing services.
• Provides families with information and referrals to needed supportive services and resources.
• Serves as a peer role model and supports families as they navigate the systems.
• Educates and mentors parents/caregivers, helping them to understand and advocate for their rights.
• Increases families’ awareness about the benefits of parent/professional provider partnerships.

About the Position: The Volunteer Program Lead is the face of Midpen to volunteers working in various resource, trail, and land management roles in the preserves as well as being a representative to community organizations and partners.  This position motivates, energizes, and appreciates volunteers and ensures projects provide a safe and meaningful experience that support established agency needs. Work Environment/Working Conditions:

Under the supervision of the Volunteer Program Manager in the Visitor Services Department, this position will primarily report out of a designated Midpen field office (Cupertino and/or La Honda), which will include volunteer projects and administrative tasks. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to an Associate’s degree from an accredited college or university with major coursework in natural resource management, biology, ecology, natural lands or park management, or a related field combined with two (2) years of relevant experience working with the public and coordinating volunteer activities.

Additionally, one (1) year of experience in one of the following areas (which can overlap with the above experience):

• One (1) year of experience in evaluating, surveying, or monitoring of natural resource systems, OR
• One (1) year of experience in trail construction, maintenance, and/or repair of parks, open spaces, and/or related facilities.  
• Bilingual skills are highly desirable.

Licenses & Certifications Required:  

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

THE JOB

The Executive Director will serve as a visionary leader for the organization and is responsible for coordinating and expanding various mental health services, ensuring team members are meeting desirable outcomes and providing excellence in service to the communities. They will direct the development of organization-wide goals, policies, and procedures and keep the Governing Board aware of financial conditions, program progress, and the organization’s needs. This job requires financial savvy and organizational development expertise. Implementing strategic plans is essential for this role, as it involves spearheading innovative change. Additionally, the Executive Director must be able to provide policy guidance and ensure compliance with governmental regulations. They will also serve as a representative of TCMHA in meetings with governmental agencies, community groups, and other key stakeholders.
