About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in a purpose-driven agency that aspires to contribute to an inclusive, diverse and equitable community.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Parks, Recreation, and Neighborhood Services department (PRNS) is recruiting to fill a Community Services Supervisor position in the BeautifySJ Program. The BeautifySJ Program is a blight reduction, community beautification and encampment management program within the Community Services Division. The position will report to a Program Manager.

The BeautifySJ Unit is currently looking for a manager to join our dynamic team. This manager will lead a team of full-time staff to coordinate blight reduction efforts, which may include encampment management programs. The position will be housed at the Kirk Community Center (home of BeautifySJ), and will have a hybrid work schedule which includes working in at the site and when necessary, field visits. The position works 40 hours per week with a typical schedule of Monday?Friday, 7:30am?4:30pm but will vary depending on activities and events and will require evening or weekend work.

BeautifySJ Initiative is a dynamic initiative that works to reduce blight and beautify the City via an inter-departmental strategy that coordinates and leverages resources to address blight issues. The Community Services Supervisor would work collaboratively with staff in PRNS, Housing, the Environmental Services Department, Code Enforcement, the Department of Transportation and interjurisdictional partners.

Job duties for the position include but are not limited to:

• Supervising a staff of professional community coordinators, community activity workers and maintenance workers that coordinate and lead blight reduction and beautification programs and projects in the field.
• Manage and coordinate the delivery of services as outlined in established partnership agreements.
• Have the ability to quickly form relationships with internal City Departments and external partners to meet established goals and outcomes.
• Performing important and difficult public contact and liaison work with stakeholders, external partners, and Council Offices.

This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. • Salary Range from $26.86 to $37.69 hourly with Excellent Benefits (see below)
• Ability to hire a Counter Services Technician I or Counter Services Technician II based on relevant experience
• This is a regular Full-time position, 9/80 schedule with Monday or Friday off

Our Minimum Qualifications for consideration are:

Counter Services Technician I:

Education/Training: Equivalent to the completion of the twelfth grade, supplemented by specialized training in the building trades, civil engineering, code compliance, planning, or a related field.

Experience: One year of increasingly responsible experience providing customer service at a public counter or office that provides construction, architecture, engineering or similar services is desirable.

Counter Services Technician II:

Education/Training: Equivalent to the completion of the twelfth grade, supplemented by specialized training in the building trades, civil engineering, code compliance, planning, or a related field.

Experience: Two years of increasingly responsible experience providing customer service at a public counter or office that provides construction, architecture, engineering or similar services.
