THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem laboratory analyst to perform a variety of physical, chemical, biological and bacteriological analyses of water and wastewater according to standard methods and procedures.

MINIMUM QUALIFICATIONS:

• Two years of college study with at least twenty semester units of chemistry, biology or related science. A Bachelor's degree in chemistry, biology or related science would also be qualifying.
• One (1) year of work experience in an analytical laboratory.
• Able to work independently with direction from senior laboratory analyst/ laboratory supervisor

EXAMPLES OF DUTIES:

• Duties may include, but are not limited to the following:
• Following established procedures, perform physical, chemical, and bacteriological analyses of water,
• wastewater, and related materials.
• Collect varied samples for analysis from specific locations according to a predetermined schedule; may collect special samples as conditions indicate.
• Compile and record onto standardized worksheets, logs, and forms, perform calculations and transfer data to database.
• Prepare chemicals, bacteriological media, and standard test solutions.

Air Quality Planning Section (AB 617 Role)
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to lead the development and implementation of plans, projects and policies that address air pollution injustices and inequities? Are you energized by collaboration, enthusiastic about inter-disciplinary work, and committed to working to build and maintain a culture of shared trust and respect?

The AB 617 Principal Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with the communities most impacted by air pollution. You will lead and contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies. You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication, project management and analytical skills, and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to lead and conduct research, analyze issues, prepare community centered planning materials including preparing and delivering presentations, writing summaries and plan documents, and craft recommendations to support community and Air District decision making.
 

Air Quality Planning Section (State and Federal Attainment Planning Role)

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.

• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

StopWaste is hiring an Energy Council Program Services Specialist to work on Bay Area Regional Energy Network (BayREN) programs. The position will conduct community outreach and engage with stakeholders to make energy upgrades and electrify multifamily and single family buildings in Alameda County and the larger Bay Area. It will also work on growing and strengthening the clean energy workforce to help achieve energy and climate goals. DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.
• Process a variety of development proposals and permit applications, including sign permits, variances, land-use permits, development plans, and major and minor subdivisions; ensure conformance to Town standards.
• Review applications for completeness and conformance to administrative requirements; monitor the progress of applications during the development review process.

QUALIFICATIONS

Knowledge of:
