POSITION:   Reports directly to the Administrative Services Director or designee and is fully competent to independently implement, monitor and evaluate programs including administration of contracts; prepares program reports; monitors City issued grants; serves as liaison to franchisees to assist with resolution of customer service issues;  supervises assigned staff and performs related duties as assigned.

Under general direction, undertakes research and analysis related to programs, policies and budget-related issues; manages park and facility rentals and special event permits; and select City services agreements (e.g. security contract); plans, organizes, coordinates and  implements special events; and serves as City liaison to the community access television station. MINIMUM QUALIFICATIONS REQUIRED

Education:

Bachelor’s Degree from an accredited four-year college or university with a degree in Business or Public Administration, Political Science, behavioral sciences or a related field; a Master’s degree is desired.

Experience:

Three (3) years experience in program administration, with a minimum of two (2) years of supervisory experience.  Experience with Emergency Preparedness planning and implementation is highly desired.

Licenses and/or Certifications:

Valid California Class C Driver’s License and a good driving record at the time of appointment.

Under general supervision, this position is responsible for developing a variety of recreation activities and community service programs. • Providing technical assistance in the forms of program evaluations, sharing of quality standards and best practices
• Immediately addressing safety concerns within youth programs

Citywide Rentals and Reservations

The Recreation Program Specialist supporting Citywide Rentals and Reservations oversees and coordinates rentals and public usage of City owned facilities.

• Interacting with residents, community groups, and agencies such as schools, the probation department, police department, community-based organizations, and other recreation departments to identify and determine the leisure and human service needs of the population being served.

WORKING CONDITIONS: Position requires prolonged standing, sitting, walking on level or unleveled and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. DEFINITION

To perform semi-skilled and skilled labor in the maintenance and repair of refuse bins and vehicles used in residential and commercial refuse collection.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Refuse Maintenance Worker series.  Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Refuse Maintenance Worker I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from a Refuse Supervisor, receives technical and functional supervision from a Senior Refuse Truck Driver.

• Maintain and repair refuse collection bins, including cleaning, painting, and making structural repairs such as replacing and/or fabricating wheels, castors, lids, and gate pins.

These positions are part-time, unbenefited with a limit of 19 hours per week or a maximum of 1,040 hours per calendar year. Schedules will vary seasonally and Recreation Leaders will be placed in assignments based on their availability. There is no guarantee of hours or longevity and staff may be unassigned. Availability is needed during park operations on weekdays and weekends between the hours of 8:00 AM - 6:00 PM, holidays, and some evening hours may be required.
Recreation Leaders fill many positions within the PRNS Department and are tasked with multiple responsibilities including but not limited to:

• Conducting both indoor and outdoor recreation activities for youth, adults, older adults, and/or individuals with disabilities.
• Training and leading Community Services Aides and volunteers   
• Monitoring safety of facilities and activity participants
• Managing front desk at community centers by assisting customers, answering phones, and providing some office support such as database entry
• Providing facility coverage for site rentals, fitness rooms, teen centers, parking booths, etc.
• Preparing publicity materials such as calendars, flyers, brochures, etc.
• Assisting in recruiting and coordinating volunteer/community events

Child care director (preschool)

$3,960 - $4,814 per month

The City of San Rafael is recruiting for a Child Care Director.  Under the direction of the Recreation Supervisor, this position will perform responsible work in administering and managing a preschool program.  The incumbent in this position will independently oversee the program and staff at the assigned Preschool location. 

This position performs the following essential job duties: 

• Assist with the establishment of the program budget.
• Conduct registrations.
• Hire, train, and supervise staff.
• Schedule staff and ensure appropriate staffing levels are maintained.
• Maintain records on enrollment, tuition, and projected revenues
• Prepare and distribute program advertisement and promotional materials.
• Prepare monthly reports.
• Liaison with parents and school districts.
• Function as classroom instructor.
• Approve Child Care Instructor II curriculum and plans.
• Collect revenues.
• Perform other duties as required.

To be eligible for this position you must have knowledge/skill of:

• Early Childhood Development
• Age appropriate curriculum and activities.

• Group leadership and teaching skills.

• Ability to organize and manage a Child Care program.

Education and/or Experience:

• Twelve (12) Early Childhood Education units or the equivalent AND
• Three (3) units in administration
• AA Degree or 60 units preferred, with 24 ECE units plus 6 administrative units and 2 adult supervision units, AND/OR
• One (1) year Center Director experience in a Preschool program center OR
• Three (3) years as a head teacher in a Preschool program, AND/OR
• Site Supervisor Permit.    

Special Requirements:

• Must be willing to work the hours required for the assigned Center.
• Possession of California Driver’s License preferred.
