Position Duties

The salary range for the Retirement Investment Officer classification is $113,327.76- 138,072.48 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Senior Accountant works under the direct supervision of the Accounting Division Manager and general supervision of the CEO of Retirement Services. This role may include the supervision of other accounting staff, including Accountants I/II and Account Clerk II.

The Senior Accountant is primarily responsible for the preparation and review of general ledger activity and the preparation of financial statements for five retirement trust funds. The Senior Accountant is also responsible for the preparation of all general ledger entries designed to record investment transactions and reconciliation of manager portfolios held by the custodian bank for the five independent funds.  Additional responsibilities include budgeting and overseeing the preparation of financial statements, and the supervision and/or review of other accounting staff.  

Typical responsibilities and performance expectations:

• Prepare various types of financial reports: 
  • Trust funds comparative financial statements (Trust Annual Comprehensive Financial Report Format), including management discussion and analysis, basic financial statements, notes to the financial statements, required supplementary information, and other supplementary information. 
  • Annual tax information (IRS 945, IRS 1042, IRS 1099R)
  • State Controller Annual Financial Reports
  • Quarterly state tax returns
• Reconcile and account for custodial banks, money managers, or other third-party activity for the trust funds and prepare financial statements and disclosures.
• Prepare, monitor, and report Budget activity.
• Coordinate with internal and external auditors and trust fund actuaries.
• Review and assist with Retiree Benefit payments and activity.
• Prepare, review, and assist with the processing of administrative and investment management accounts payable vouchers and/or journal entry activity.
• Prepare, review, and maintain accounting policies and procedures.
  • Maintain the G/L chart of accounts in PensionGold and FMS (City System).
• Compile information and develop recommendations to enable the Boards to make informed decisions and provide administrative support of their fiduciary responsibility. 
• Assist other employees in technical and procedural activities, including cross-training of position responsibilities.
• Effectively direct other accounting and accounting clerical staff in the performance of their duties.

DISTINGUISHING CHARACTERISTICS

The Financial Analyst is an advanced journey level class responsible for the full range of assigned duties. SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Budget Manager or Finance Manager and only occasional instruction from the Finance Director. May exercise direct supervision over professional, technical, and clerical accounting and administrative staff.

ESSENTIAL FUNCTIONS

• Ensure work is handled on a priority basis, organized, and completed in a timely manner, check for accuracy, completeness and conformance to applicable policies, rules and regulations.
• Calculate, analyze, and evaluate expenditures budgets to help department determine needs for future budget cycles.
• Perform activities related to the preparation and administration of the City’s budget and capital improvement plan (CIP).
• Review departmental budgets, CIPs and strategic plans for appropriateness, impact, cost effectiveness, and conformity to the city’s priorities, policies, and strategic goals.
• Assist department with a variety of issues and needs, including budget and CIP preparation, strategic planning, work plans, benchmarking, fiscal administration, program analysis, etc.
• Perform analysis of expenditures, monitoring of revenues, and the preparation of management reports and expenditure and revenue projections/forecasts.
• Prepares, maintains, analyzes, verifies, and reconciles complex financial transactions, statements, records, and highly technical reports; reconciles assigned accounts and makes adjustments as necessary; ensure and maintain internal controls.
• Provide technical assistance with cost analysis, fiscal allocation, and budget preparation; assists departments with problem resolution.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications.
• Assist in the preparation of the Annual Comprehensive Financial Report (ACFR) by gathering information, modifying and running reports, preparing detailed reconciliations, etc.
• Participate in the external audit by providing detailed information to and responding to questions from auditors, including analytical review, internal control evaluation, and preparation of the Management Discussion and Analysis.
• Develop cost accounting tools to provide fiscal accountability and grant compliance for grant-funded programs; review and approve financial transactions and analysis.
• Participate in the monitoring of investment activities for City, bond, and other fiduciary agency portfolios.
• Participate in bond financing, review official statements; provide financial information, review bond disclosure requirements and annual report.
• Build and maintain positive working relationship with co-workers, other City employees and the public.
• Maintain knowledge of current development and innovations in governmental accounting and financial management, including governmental accounting updates; budget management; revenue collection; treasury management; CFD and Mello-Roos administration, and financial accounting systems.
• Perform related duties as assigned.

THE POSITION
This position will be under the County Administrative Office and will report to the  Glenn Grows Office in Orland. This person will perform routine to moderately difficult, administrative and analytical work that may involve and/or emphasize the functional areas of: general and administrative support, fiscal, contract management,  and program analysis and compliance, prepare correspondence, grant writing and reporting, and other related duties as required. The Administrative Services Analyst III may be distinguished from the Administrative Services Analyst II class because incumbents in the lower class provide journey-level support usually within a division or segment of a department.  This position is scheduled for forty (40) hours per week. TRAINING AND EXPERIENCE

San Mateo County Parks is currently seeking a full-time extra help Bilingual Community Engagement Intern II.
 

This position would be based out of Flood and Friendship County Parks and primarily working with the communities surrounding these parks. 

 

Friendship County Park is located in North Fair Oaks, an unincorporated area of Redwood City. Through community collaboration, the small urban park was developed to provide outdoor recreation and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by the San Mateo County Parks Department. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Staff from San Mateo County Health’s Nutrition, Education and Obesity Program provide nutritional education sessions for gardeners and families. Plot use is through an agreement with San Mateo County Parks and requires regular participation in meetings and clean-up days. 

 

Flood County Park is a 21 acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park is currently undergoing a planning process to renovate the facilities and encourage use by new sections of the local communities. 

 

An intern at these locations would work on improving the interpretive elements of the park and provide programming and outreach opportunities for the local communities.

 

The Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. The position will be approximately 60% indoor, desk work/classroom programs and 40% outdoor, event/program work.

Examples Of Duties

A Bilingual Community Engagement Intern would be responsible for:

• Management of Friendship Park Community Garden, including but not limited to:

  • Management of garden plot availability and agreements

  • Primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email

  • Work alongside gardeners to identify and address any needs or challenges and maintain garden

  • Lead and facilitate regular on-site educational opportunities for gardeners with staff from San Mateo County Health, Office of Sustainability, and community partners

  • Manage on-site garden tools and supplies; identify additional supplies that may be required

• Community Program Coordination and Outreach, including but not limited to: 

  • Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)

  • Leading interpretive programs for the general public at Friendship and Flood Parks 

  • Tabling at local community events, such as Farmer’s Markets

 

Qualifications

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 

• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 

• Have the ability to learn new skills, the willingness to be flexible, and follow directions. 

Qualifications:

• Must be at least 18 years old

• Bilingual in Spanish required

• Experience in food growing and garden management desired

• Knowledge of and ability to teach gardening concepts desired

• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse

• Strong planning and organizational skills with ability to plan events and organize participants and volunteers

• Must have a valid California Driver’s License
