THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

 

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.
• Ensure database security by preparing access and control policies and procedures and reviewing permissions on a regular basis.
• Install, configure, maintain, troubleshoot, and monitor City-wide telecommunications systems including voice and data communications infrastructure and equipment; set up and maintain user accounts, access groups, extensions, and voicemail boxes; troubleshoot system-wide outages.
• Work on systems and infrastructure conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users; coordinate project activities with IT Manager and IT staff, end users, and vendors.
• Maintain information on scheduled systems maintenance, including upgrades and outages.
• Respond to and resolve users’ inquiries and complaints and escalate problems or issues to vendor representatives as needed.
• Stay abreast of new trends and innovations in technology related to systems, network, server, and telecommunications; research, recommend, and evaluate vendor solutions and technologies; implement improvements upon approval.
• Serve as a Disaster Service Worker, as required.
• Perform related duties and responsibilities as required and other duties as assigned.

This Division Manager will be responsible for approximately 33 staff across three teams. This division is responsible for all operational support of key technology systems such as: Servers, Storage, Data Center, Disaster Recovery, Telephones, and Radios. Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. • Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. Under the direct supervision of the IT Director, the IT Support Technician II performs more advanced support for the help desk, applications, and technical support for the Peninsula Library System libraries. The position is part of the Peninsula Library System's IT Unit, called the Peninsula Library Automated Network (PLAN).

This position serves as the primary point of contact for the help desk ticketing system, manages Active Directory accounts, provides desktop support, and offers assistance with Office 365 and list-serv operations.

The position serves as the technical lead for library service applications for the member libraries, including RFID software and hardware, automated material handling and sorting systems (AMH), and providing occasional hands-on support for library check-in equipment. They are responsible for coordinating and managing small to large scale projects.

Work Environment/Working Conditions:

Under the supervision of the Volunteer Program Manager in the Visitor Services Department, this position will primarily report out of a designated Midpen field office (Cupertino and/or La Honda), which will include volunteer projects and administrative tasks. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

 

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

 

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

 

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.
• Planning, organizing, scheduling, and coordinating work related to Development Services applications and systems, ensuring efficient utilization of resources.
• Providing advanced technical leadership to integrate complex existing or new information system technologies.
• Maintaining Development Services Technologies and technical documentation to high standards to support planning, building, code enforcement, fire prevention, and related services.
• Hiring, selecting, training, directing work assignments, and evaluating staff performance to accomplish tasks and established objectives.
• Acting as a technical expert, analyzing complex development services business needs, recommending technological solutions, and managing implementation of complex projects with other City departments, project teams, and agencies.
• Researching complex commercial products and technology solutions and participating in the development of project scoping documents, performing vendor management and contract management duties, and preparing and evaluating Requests for Proposal (RFPs).
• Overseeing the creation and deployment of Power BI reports, Yellowfin reports, and Crystal Reports.
• Participating in all aspects of the software development cycle: Requirement Development, Planning, Design, Code, Test, Implementation, and Integration.

Please note that the Business Automation and Development Services Supervising Applications Analyst (SAA) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $146,874.00 - $178,825.92

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Experience: five (5) years of increasingly responsible professional/ level experience. in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.
Key duties include but are not limited to:

• Collaborating with the Budget Office to understand their Oracle PBCS requirements.
• Translating business requirements into technical solution designs.
• Developing new calculations and performance-tuning existing rules.
• Creating and updating existing Financial Reports and Management reports. Creating Smart View ad-hoc sheets for troubleshooting, data analysis, and reporting.
• Applying business expertise in budgeting and planning and functional knowledge in administrating Oracle PBCS.
• Providing recommendations to enhance and accelerate Budget business processes.
• Assisting with configuring data integration, process automation, and interfacing activities.
• Developing materials, documenting technical and functional processes, and providing training to power users.
• Designing, developing, troubleshooting, implementing, and administering the City's Budget applications required to meet the City's planning and reporting needs.
• Ensure the Budget Office applications adhere to IT and the City's Cybersecurity Security policies.
