Under general supervision, the Juvenile Hall Counselor is responsible for the care, custody, safety and welfare of young people detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Working Conditions:
Individuals must be willing and able to respond to emergency conditions, which may involve physically subduing and restraining hostile youth and young adults who often have the size and strength of adults.  Vision and hearing must be sufficient to perform the duties of the position. May involve considerable amounts of standing, walking and/or when necessary, running. This includes the ability to lift and/or move with assistance objects weighing up to 50 lbs or more. The Counselor may be assigned to work day, swing and graveyard shifts, holidays and weekends.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. The Human Resources Department is seeking qualified candidates for the position of Mail Services Driver.  ­­­­­­
 
In general, Mail Services Drivers sort and deliver County and United States mail; operate, adjust, monitor, and maintain mail processing and related equipment; and perform a wide variety of complex and specialized tasks related to the receipt and delivery of mail.
 
Duties include, but are not limited to the following:

• Sort mail, flats, packages, and other materials according to various categories.
• Prepare mail, packages, flats, and other materials for delivery by bundling, wrapping, and weighing.
• Operate mail processing machines such as inserters, postage metering machines, and bundling machines.
• Arrange service and repair calls.
• Maintain records of production and provide information for billing purposes.
• Deliver and pick up mail, packages, freight, and other materials to and from various County agencies and offices on foot or by motor vehicle on established routes and time schedules. 
• Lift and carry heavy packages and move mail and other items using hand trucks or other moving equipment.
• Receive and deliver locked money bags between County departments and monitor related records.
• Maintain working and storage areas in a clean and orderly manner.
• Allocate the cost of metered mail to County budget cost centers.

License: Possession of a California class C driver license or equivalent.
 
Physical Requirement: Must possess the physical strength to lift boxes of supplies and mail bags weighing up to 70 pounds. Must have enough stamina to stand and walk for several hours.
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is the equivalent to one year of experience in sorting, routing, or processing mail and/or supplies.

Under direct supervision of the Senior Maintenance Worker are responsible for performing various gardening and grounds keeping duties in the Regional Wastewater Facility, surrounding Bufferlands, and supporting remote pump stations. About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position.

The Department of Public Works at the County of San Mateo is seeking qualified candidates to fill the role of Wastewater Collection Worker I. This crucial position involves a range of semi-skilled and manual tasks critical for the operation and maintenance of our sanitary sewer and storm drain systems. Incumbents will be responsible for the hands-on management of infrastructure that protects community health and the environment, employing various light construction and specialized wastewater collection equipment.

There is currently one Wastewater Collection Worker I vacancy in the Department of Public Works.

• Operate pumps to remove sewage from damaged or clogged lines, in response to sanitary sewer overflows, or when by-pass pumping is required.
• Cut and refinish streets, sidewalks, and driveways, lay cement and asphalt.
• Repair and reconstruct damaged sections of sanitary sewer lines.
• Be certified for confined space entry to inspect, repair, raise, adjust, and construct manholes.
• Make minor repairs to pumps and other equipment.
• Drive, operate, and monitor wastewater collection system and road maintenance equipment, including but not limited to ½ and 1-ton trucks, haul behind compressors, and walk-behind rollers.
• Report maintenance issues of wastewater collection system and road maintenance and construction equipment.
• Respond effectively and appropriately to sanitary sewer overflows and backups.
• Monitor tools and equipment to ensure they are maintained in good working order and inform supervisor when maintenance or replacement is required.
• Operate light equipment used in trenching and pipe repair and replacement work including small tractors, light trucks, pumps, generators, compressors, forks, shoring equipment, and other tools.
• Read domestic, commercial, and industrial water meters; compute water consumption since the previous reading.
• Prepare clear and comprehensive reports such as leaks in sewer mains, laterals, and manholes; courteously and effectively communicate to customers of lateral problems that require attention or repair.
• Receive, record, and respond to complaints and answer questions regarding complaints.
• Practice safety relating to public works projects.
• Perform related duties as assigned.
   

This position requires participating in an "on-call" rotation once sufficiently trained and to be available to assist in emergencies outside of normal working hours.

Qualifications

Licensure/Certification:

• Possession of a Class C California driver license or equivalent AND
• The ability to obtain, within 18 months from the date of hire:
• Class B California driver license with both air brake and tank endorsements, AND
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program.
   

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Knowledge of:

• Methods, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems.
• Operating, monitoring, and reporting maintenance issues of wastewater collection system, road maintenance, and construction equipment.
• The proper use of hand tools including shovels, rakes, hoes, sewer maintenance tools, etc.
• The proper use of power tools and light equipment including power saws, drills, air powered tools, portable and stationary pumps, generators, compressors, vibratory rollers, motorized tampers, etc.
• Methods and materials used in sanitary sewer systems maintenance and repair.
• Basic arithmetic.

The San José Fire Department is looking to fill a Senior Geographic Systems Specialist position within the BAS/Fire IT division. This role will manage mapping projects and, when applicable, application development activities to support the mapping function. Under the direction of the Department Information Technology Manager, the key duties and responsibilities of this position include:
 

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.
• Provide geodatabase development and programming (SQL Server), with the ability to understand complex database concepts, interfaces, and the implications of different database designs.
• Assist in the development and management of GIS project plans, including defining requirements, setting tasks and resource assignments, and ensuring standards, deadlines, and quality standards are met.
• Ensure City staff using GIS receive necessary training and technical support.
• Hire and manage GIS teams, including GIS I/II specialists, cartographers, data managers, analysts, and vendors, to meet GIS project objectives and timelines. Build team capacity to provide GIS project support, training, map production, and analysis services in addition to data management.
