Primary responsibilities:

• Performs calculations and technical plan checks of public works and utility projects
• Assists in performing field-related surveys and utility inspections for private and public construction
• Assists in preparing oftentimes extensive research of engineering plans for public and private construction plans
• Assists in construction drawing plan review and participates in post-construction inspections in the field
• Participates in the filing and retrieval of engineering maps, documents, and records as requested by the public and City personnel

• Prepares permits and work orders for water and wastewater connections and installations, and coordinates work with City field crews
• Responds to inquiries from consultants, contractors, and the public regarding City engineering requirements

About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment
• Order necessary parts to maintain equipment or construct replacement parts
• Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

• Train assigned employees in their areas of work

The Department of Public Works at the County of San Mateo is seeking qualified candidates to fill the role of Wastewater Collection Worker I. This crucial position involves a range of semi-skilled and manual tasks critical for the operation and maintenance of our sanitary sewer and storm drain systems. • Be certified for confined space entry to inspect, repair, raise, adjust, and construct manholes.

• Report maintenance issues of wastewater collection system and road maintenance and construction equipment.

• Monitor tools and equipment to ensure they are maintained in good working order and inform supervisor when maintenance or replacement is required.
• Operate light equipment used in trenching and pipe repair and replacement work including small tractors, light trucks, pumps, generators, compressors, forks, shoring equipment, and other tools.
• Read domestic, commercial, and industrial water meters; compute water consumption since the previous reading.
• Prepare clear and comprehensive reports such as leaks in sewer mains, laterals, and manholes; courteously and effectively communicate to customers of lateral problems that require attention or repair.
• Receive, record, and respond to complaints and answer questions regarding complaints.
• Practice safety relating to public works projects.
• Perform related duties as assigned.
   

This position requires participating in an "on-call" rotation once sufficiently trained and to be available to assist in emergencies outside of normal working hours.

Qualifications

Licensure/Certification:

• Possession of a Class C California driver license or equivalent AND
• The ability to obtain, within 18 months from the date of hire:
• Class B California driver license with both air brake and tank endorsements, AND
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program.
   

Education and Experience:

Knowledge of:

• Methods, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems.

About the Position

Under general direction from the Public Works Superintendent, this position is responsible for leading and directing the work of Senior Maintenance Workers and Maintenance Worker crews. This classification may also direct the more complex and difficult tasks in the maintenance and repair of the City’s streets, storm drains, wastewater collection facilities, facilities, parks, and open space.

Directly and indirectly supervises the work of Senior Maintenance Workers, Maintenance Workers and maintenance contractors. Receives direct supervision from the Public Works Superintendent. May serve as acting Public Works Superintendent in his/her absence. This classification is distinguished from the next higher classification of Public Works Superintendent in that the latter has overall administrative responsibility for the Public Works maintenance operations.

Essential Duties

• Directly and indirectly supervises the work of the Senior Maintenance Workers and Maintenance Workers, including the determination of work procedures and materials and methods.
• Assists workers with special projects and in solving work problems, enforcing City regulations and policies, and requiring the performance of assigned tasks at  a productive and efficient work pace.
• Ensures that the work schedules, developed in association with the Public Works Superintendent, are effectively implemented and adhered to. Monitors the quality and quantity of the work of employees by reviewing progress to determine if maintenance schedules are being met. Identifies problems in the quantity and quality of work and takes prompt and effective corrective action, if appropriate.
• Monitors the attendance of maintenance staff and ensures no scheduling conflicts exist prior to recommending approval of time off requests.
• Establishes emergency maintenance on-call schedule, and posts and distributes emergency telephone numbers.
• Assists the Public Works Superintendent in evaluating performance of subordinate staff. Reviews evaluations with the Public Works Superintendent for his/her approval.
• Implements safety programs for equipment use and ensures proper safety training. Trains  all personnel on the safe, effective operation of equipment. When new equipment is introduced, trains maintenance staff on the safe, effective operations of the equipment prior to authorizing use of the equipment. Conducts tailgate safety classes. Organizes and conducts department’s safety training program and serves as an active participant of the  City Safety Committee.  Writes codes of safe work practices.
• Administers the work furlough program, assigns projects, and completes all related documentation and reports.
• Identifies, and recommends to Public Works Superintendent, better methods for meeting service demands through streamlining and improving work methods, and tests possible improvements.
• Develops responsibility and teamwork among maintenance staff by ensuring that each person understands his/her work responsibilities. Encourages communication and feedback with and among employees.
• Motivates employees by providing recognition and a sense of achievement  when a job is well done. Helps staff learn new skills to enhance their career growth and address areas which require improvement.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
• Pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
• Principles and procedures of personnel management such as supervision, selection, training, discipline, and performance evaluation.
• Principles and procedures of safety management as it relates to public works projects.

Skill/Ability to:

• Acquire subject matter expertise in the functions and activities of a major section of a large diversified public works department, including but not limited to, laws, rules, regulations, procedures, and technical operations.
• Plan, organize, direct, coordinate, and review the activities of multiple disciplinary professional and technical staff.
• Evaluate complex design and consulting work, coordinate and prioritize work, and delegate authority and responsibility.
• Develop, control, and administer division budget and expenditures.
• Interpret, develop, and implement division, Department, and County policies, procedures, specifications, rules, and regulations.
