The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Staff includes thirty-eight (38) full-time positions consisting of the Police Chief, 2 Captains, 7 Sergeants, 6 Corporals, 17 Officers, a Records Supervisor, a Records Clerk, an Evidence Technician, a .5 Property Clerk, 2 .5 grant-funded Community Service Officers and an Administrative Assistant.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Specialist will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

DEFINITION

Under general supervision, performs a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintains accurate Police statistics, records, and files; conducts business and transactions with the public, in person and by telephone, and performs other related work as required.

DISTINGUISHING CHARACTERISTICS

The Police Records Specialist is responsible for all police statistical record keeping and data entry, typing, and clerical work related to all phases of the Police operation, including but not limited to preparing forms, ordering department supplies, and making appointments.

SUPERVISION RECEIVED AND EXERCISED

Works under the general supervision of employees in higher clerical, technical and/or supervisory classifications.

ESSENTIAL FUNCTIONS -INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING

• Performs police statistical record keeping.
• Performs a variety of data entry, typing, and clerical work related to all phases of the Police operation.
• Enters, updates, and maintains data while ensuring accuracy and confidentiality of all information.
• Coordinates service of subpoenas.
• Compiles data for Public Records Act requests.
• Approves and prepares reports for the District Attorney.
• Conducts business and transactions with the public, in person and by telephone.
• Directs requests to proper agencies and departments.
• Maintains and transmits warrant monies.
• Prepares correspondence and compiles information for reports.
• Prepares forms, orders department supplies, and makes appointments.
• May handle weapons for registration purposes.
• May conduct person searches in conjunction with Investigative division.
• Performs related duties as required.

a)  Possession of a California Basic POST Course Certificate written exam certificate with a preferred T-score of 52 or above. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

Communications Dispatchers are responsible for receiving and dispatching emergency and non-emergency calls for the Police Department and City.  Responsibilities are centered on extensive contact with the public over the telephone, in both emergency and non-emergency situations to receive, transmit, and provide factual information and assistance.  All activities are performed within specified legal guidelines.  Incumbents are expected to work independently and exercise judgment and initiative.

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

The Burlingame Police Department is divided into two divisions: Operations and Administration.  The force currently consists of 40 police officers, made up of the Chief of Police, 1 Captain, 2 Lieutenants, 6 Sergeants, 6 Corporals, 2 Inspectors, and 22 Patrol Officers.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EXAMPLES OF DUTIES:

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.
• Respond to radio dispatched calls and reports to crime scenes or locations of disorder to protect life and property.
• Conduct investigations, gathers information and writes factual reports involving criminal activity, traffic accidents, suspicious activity, or other unusual incidents.
• Make arrests as necessary and writes report of all arrests made and activities performed.
• Interview and interrogate suspicious persons, suspects, and prisoners.
• Gather, mark, preserve, and record evidence in criminal or related matters; testify and present evidence in court.
• Serve warrants and subpoenas.
• Assist in the performance of special investigations and perform undercover and surveillance activities when necessary.

• State laws, local regulations, ordinances, and codes including laws or arrest, current court decisions, General Police procedures and rules.

• Operation of police vehicle at high rates of speed during emergency situations.
• Use police vehicle radios as well as hand-held portables and use proper radio codes.
• Use hand-held and/or electronic equipment for drug and alcohol detection.
• Ability to process for and lift latent evidence.
• Finger print and take palm prints from arrestees.
• Use departmentally issued firearms safely and safety equipment.

EDUCATION & EXPERIENCE:

Candidates must be a US Citizen, at least 21 years of age on date of appointment, a US high school graduate (or GED equivalent), have no felony convictions or disqualifying criminal history.  Must be able to understand and carry out verbal and written instructions, read, comprehend, write, and speak English effectively.

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.

Applicants with more than a three year break in employment as a California Police Officer or who are an out-of-state Police Officer must provide evidence of successful completion of the CA Basic POST Course waiver process.

The Position

 
The San Bruno Police Department is recruiting for entry-level Public Safety Dispatchers.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining
a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency
  and non-emergency
  telephone and radio traffic.  

• Maintains and processes a variety of communications reports, records and radio logs.

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.

• Responsible for various Record Management System (RMS) entries, some of these include but are not limited to citations, warrants, subpoenas. 

• Responsible for accurate and timely entries into the California Law Enforcement Telecommunication System (CLETS), as well as, the National Crime Information Center (NCIC).

• Maintains a high level of confidentiality.

• Performs collateral duties including a variety of related clerical tasks:
  records entry, assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.

• Typing certificate issued within the last year verifying minimum typing speed of thirty-five (35) net words per minute with a maximum of nine (9) errors. Typing certificate must be submitted with application to be considered.  Online typing certificate permitted with application; formal test will be administered to final candidate.

• Completion within the last year of the POST Entry Level Dispatcher Selection Test Battery with a preferred minimum

Description: Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

• Responds to calls for service and takes appropriate action to resolve problems
• Renders assistance to citizens in distress
• Initiates investigation of criminal or suspicious activity
• Makes arrests, issues citations, and gives warnings when appropriate
• Enforces all laws without bias
• Conducts business license checks
• Promotes crime prevention and disseminates security information
• Testifies accurately and honestly in court

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

Licenses:  Possession of or the ability to obtain a valid California driver’s license by the time of hire, and ability to maintain the valid license.

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision. If soft contacts are worn, no limit on uncorrected distance visual acuity provided soft lenses have been worn for at least six months prior to the physical examination.

Background: • As part of the selection process, successful candidates will undergo a stringent background investigation which will include: confirming all information provided by the candidates, a polygraph test and psychological and medical examinations. Candidates may be disqualified at any point in this process. Felony Convictions: • State and Federal Law require that all Police Officers be free from felony conviction and domestic violence. Citizenship: • Applicants must be U.S. Citizens or resident aliens that are eligible and have applied for U.S. Citizenship.
